Plan your upgrade to WELCOME
|
DIGIT has gradually started the upgrade of all Commission staff to a new digital environment called WELCOME. It will replace the current NET1 as the foundation of our digital workplace. It is better suited for remote and hybrid work, more resilient to cyberattacks and offers enhanced collaboration features.
|

|
|
The upgrade is a self-service process that takes place ONLY from EC buildings, and lasts for about three hours. An information session via EU Learn will take place on 26 November.

Drones and Satellites in Space & Defence capacities
|
On Thursday, DEFIS Lab discussed the opportunities and interactions between drones and satellites in Space and Defence capacities with Mr Miguel Angel García Primo, CEO of HISDESAT. HISDESAT is a government satellite operator acting primarily in the areas of Defence & Security, and operating GOVSATCOM and Earth Observation satellites.

|
Among others, DEFIS staff exchanged with Mr. García Primo on the state and readiness of EU Defence and Space to meet the technological challenges deriving from the use of terrestrial assets from space. Thank you all for the active participation!

DEFIS at the “SME Assembly Week" in Slovenia
|
The “EU SME week’” took place in Portorož, with the participation of DG DEFIS. Commissioner Thierry Breton gave the opening keynote on Wednesday. The 2021 annual SME Assembly is the go-to event for SMEs in Europe and those that support them. It was co-hosted by the Slovenian Presidency and the Commission.

Barry Conroy, from Unit A1, moderated a central session (“Exploiting synergies for SMEs in the Civil, Security & Space Industries”) with panelists from the regional governmental authorities, think-tanks and enterprises. They discussed the potential of the European Defence Fund in opening up the defence supply chains, linking the large system integrators with the entire defence SMEs ecosystem.

"Copernicus Commercial Satellite Data & European NewSpace" workshop
|
The two-day workshop dealt with the Copernicus Contributing Missions’ activity: commercial satellite data provided by the so-called Copernicus Contributing Missions to answer to the VHR data needs of the Copernicus services in the first place, implying also the possible re-use of these data by the Copernicus participating states’ public authorities.

|
|
DG DEFIS’ Earth Observation Unit (C3) was represented by Deputy Head of Unit Elisabeth Hamdouch, Policy Officer Catharina Bamps and Programme Officer Jean-Christophe Gros. The Head of Unit for Innovation, Start-ups & Economics (B2) Guillaume de la Brosse, who closed the workshop on Thursday, welcomed the fruitful interaction with industry and insisted on the need of having a common definition of "New Space".

Aside from the best-known products and datasets developed by the Copernicus Services, Copernicus data have many other useful, and sometimes surprising, applications. Copernicus contributes to the safe transport of gas in the North Sea; to the forecasting of allergy symptoms; to the use of biopesticides in agriculture; even to the brewing and coffee plantation sectors; to the impact of climate change on birds.

We greatly value your feedback to this ongoing HR survey, now open until 26 November. So far 35% of DG DEFIS colleagues have responded to the Staff Survey 2021 (see the live participation rate for all DGs, with a current average of 45% EC response rate). The deadline to fill it in has been extended for just a week. The last EC Staff survey took place in 2018, so every voice counts to make the Commission a better place to work. |
Debris from missile test could endanger space activities
|
As astronauts aboard the International Space Station were forced to temporarily shelter when the spacecraft passed close to a debris field, Internal Market Commissioner Thierry Breton declared in a written statement that: “Such an event is a reminder that space is increasingly contested and must become a fully-fledged dimension of our European defence strategy”.

In 2019, NATO designated space as the fifth theater of conflict alongside air, sea, land and cyber. Commissioner Breton said the European Commission will start work on a new space and defense strategy.
|

Official visit to Bucharest
|
On Thursday, Internal Market Commissioner Thierry Breton had a “productive exchange” with Romanian President Klaus Iohannis. He also met with Romanian Defence Minister Nicolae Ciucă, with whom he discussed the Strategic Compass and regional geopolitical situation. “With its assets in cybersecurity, Romania has an important role to play in the defence strategy of Europe, notably against cyber and hybrid threats.

European Innovation Partnership on raw materials
|
On Wednesday, Internal Market Commissioner Thierry Breton opened, together with MEP Hildegard Bentele and Slovenian State Secretary Andrej Čuš, the 8th annual European Innovation Partnership (EIP) high-level conference on raw materials. “There is a strong willingness to team up and invest in sustainable and resilient raw materials innovation, skills, supply chains and EU industrial capacities”.

The Strategic Compass stays the course toward March 2022
|
On Monday evening, Commissioner Breton participated in a Jumbo meeting, attended by both Foreign Affairs and Defence Ministers. They discussed the first draft of the Strategic Compass. Overall, Member States supported the approach of defence capabilities, addressing hybrid challenges and engaging with partners.
|
|
|
|
They also underlined the fact that the EU approach has to be complementary with NATO. The catalyst of the EU common ambition for defence will not be delivered overnight. At least, two further drafts of the Compass, based on the contributions of the Council’s working groups, will be presented to the Ministers before its final adoption planned in March 2022.
|
|
|
|
|
|
Habemus “2022 budget”
|
The clock happens to have the very last word in negotiations. The agreement on the 2022 budget did not depart from this common practice. Co-legislators managed to seal the deal just before midnight on Monday, sparing then a relaunch of the procedure from scratch.
|
|
|
|
With a volume of around €170 billion, the budget will trigger further investments serving the twin transition and the economic recovery, among others. More concretely, it has been agreed to direct €945.7 million for the European Defence Fund to support European strategic autonomy and security. €12.2 billion will go to Horizon Europe, to support the EU's research in areas like health, digital, industry, space, climate, energy, and mobility.

Council greenlights 14 further PESCO projects
|
On Tuesday, Defence Ministers endorsed the 4th wave of PESCO projects, adding 14 new projects in five domains: land, maritime, air, cyber and space. 20 Member States will participate in these projects, which are of a more operational nature, as asked for by the PESCO Strategic Review 2020.
|

|
|
The “Defence of Space Assets” also features on this list. It aims to increase the EU’s operational efficiency in the space domain by making the best use of current and future space assets through crosscutting space functions of access, passive defence and operational efficiency through training.

22 Nov: “Funding Space Forum” online event
|
“Funding Space Forum” is a joint online panel session organised by EUSPA together with the European Business Angel Network (EBAN). The event is part of the CASSINI initiative: start-ups working with space data will pitch in front of Business angels, receive feedback and raise interest for funding.
|
|
|
|
The forum will take place on Monday 22 November at 17:00 CET. A matchmaking event with industry is also scheduled for the first quarter of 2022.

|
Setting out with the aim of 'shaping our digital future with open data', the EU Open Data Days will highlight the benefits of open data, its visualisation and its reuse for the EU public sector, citizens and businesses. 25 Nov: High-level information Seminar for Irish industry & research
|
Make sure to register to next Thursday’s virtual High Level Seminar for Irish industry and research institutions, organised by the Irish Department of Defence. The event will focus on R&D funding opportunities in Security and Defence under the European Defence Fund instrument.

|
DG DEFIS’ Director for Defence Industry François Arbault and EDA will jointly intervene. Irish Minister for Defence and Minister for Foreign Affairs, Mr Simon Coveney T.D., will give the opening address.

25-26 Nov: EU-Japan GNSS Roundtable
|
Next week, join the European Commission, the Japan Cabinet Office and representatives of the private sector in the EU and Japan to discuss how to make the most of our evolving GNSS assets to boost industrial cooperation and technological innovation, and to deliver jointly on the Sustainable Development Goals and climate objectives.
