Living Planet 2022

In its most comprehensive finding to date, this edition shows an average 69% decline in the relative abundance of monitored wildlife populations around the world between 1970 and 2018. Latin America shows the greatest regional decline in average population abundance (94%), while freshwater species populations have seen the greatest overall global decline (83%).

The Amazon rainforest and the global–regional politics of ecosystem governance

In 2019, wildfires put the Amazon rainforest once again in the global spotlight and prompted criticism from several leaders. The contrast between the responses of Amazon and global North states becomes a puzzle when one thinks about the concrete consequences of Amazon degradation. Deadly Cargo: Exposing the supply chain that fuels war crimes in Myanmar

This report shows how Puma Energy, majority-owned by global commodity giant Trafigura, has played a key role in supplying the Myanmar military since 2015 through its Myanmar entities. It also shows how global and regional oil companies, as well as maritime insurers, vessel owners, shipping agents and truck distributors, also play a part in this supply chain. Without the provision of aviation fuel, the Myanmar military would have no means to power the aircraft responsible for air strikes amounting to crimes.

Indonesia at the Intersection of Human Rights and International Investment

In the changing dynamics of today’s world, globalisation and sovereignty remain centrally important. Simultaneously, international commerce in the form of global value chains is playing an increasingly significant role in linking and mediating the overlap of globalisation and sovereignty. Nation-state governments use law to manage this overlap. By examining the intersection of laws regarding foreign investment and human rights, it becomes possible to gain insight into the constraints that national governments face in regard to protecting local interests while catering to the demands of global commerce. Human rights protections, after all, benefit local welfare but inhibit investment because they impose costs on companies.

‘We vowed by force, not by our heart’: men’s and women’s perspectives on forced marriage during the Cambodian genocide

While many of the atrocities committed by the Khmer Rouge regime during the Cambodian genocide have been well documented, forced marriage remains poorly understood. This article documents the perspectives of women and men who experienced forced marriage under the Khmer Rouge, using primary data from interviews with 28 women and 30 men. The interviews reveal the profound violence, coercion and threats that surrounded the experience of forced marriage, with similarities and differences in the experiences of men and women.

Reconsidering reparations

Reparations for slavery have become a reinvigorated topic for public debate over the last decade. Most theorizing about reparations treats it as a social justice project - either rooted in reconciliatory justice focused on making amends in the present; or, they focus on the past, emphasizing restitution for historical wrongs. Olúfemi O. Táíwò argues that neither approach is optimal, and advances a different case for reparations - one rooted in a hopeful future that tackles the issue of climate change head on, with distributive justice at its core. This view, which he calls the "constructive" view of reparations, argues that reparations should be seen as a future-oriented project engaged in building a better social order; and that the costs of building a more equitable world should be distributed more to those who have inherited the moral liabilities of past injustices.

Exploring the Effects of the COVID-19 Pandemic on Low-Cost Private Schools in Nairobi, Kenya

This study investigates the extent to which lockdowns and school closures affected households and low-cost private schools in four urban informal settlements in Nairobi, Kenya. Its findings indicate that measures to contain the spread of COVID-19 significantly reduced household incomes, and among the coping strategies adopted by some households was to transfer learners from private schools to public schools, especially for learners in primary schools, because public primary schools do not charge tuition and enjoy government-paid teachers.

The coldest year of the rest of their lives: Protecting children from the escalating impacts of heatwaves

By 2050, virtually every child on earth – over 2 billion children – is forecast to face more frequent heatwaves, regardless of whether the world achieves a ‘low greenhouse gas emission scenario’ with an estimated 1.7 degrees of warming in 2050 or a ‘very high greenhouse gas emission scenario’ with an estimated 2.4 degrees of warming in 2050. These findings underscore the urgent need to adapt the services children rely on as unavoidable impacts of global heating unfold.

Youth leadership for development: contradictions of Africa's growing leadership pipeline

Over the past decade, hundreds of youth leadership initiatives have been established globally with the mission of grooming a new generation of leaders. This paper examines this largely unstudied and rapidly expanding leadership pipeline based on an ongoing study, which has collected data on 277 programmes that: target African youth, offer educational training or professional development, and have goals of cultivating leaders who will contribute to African development; and interviewed and surveyed 240 youth participants.

The Social Tax: Redistributive Pressure and Labor Supply

In low-income communities, pressure to share income with others may disincentivize work, distorting labor supply. This paper documents that across countries, social groups that undertake more interpersonal transfers work fewer hours. Using a field experiment, it enables piece-rate factory workers in Côte d’Ivoire to shield income using blocked savings accounts over 3-9 months.

WMO Provisional State of the Global Climate 2022

In 2021, concentrations of the three main greenhouse gases – carbon dioxide, methane, and nitrous oxide – continued to reach record highs. The annual increase in methane concentration was the highest on record, which is especially significant given that methane is more than 25 times more potent than carbon dioxide at trapping heat in the atmosphere. Real time data from specific locations show levels of the three gases continued to increase in 2022.

Climate and Development : An Agenda for Action

Climate change poses a major threat to long-term development objectives, especially poverty reduction, and accelerated emission reductions are needed, particularly in high-income and other high-emitting countries. Reducing emissions can be done without comprising development: taken together, CCDR low-carbon development strategies reduce emissions by 70%, without significant impact on growth, provided that policies are well designed and financing is available. Financing needs average 1.4% of GDP, a manageable amount with appropriate private sector involvement. But in lower-income countries, financing needs can exceed 5%, which will require more support from high-income countries, including increased concessional resources.

This represents 2% of all cases and 4% of all deaths reported globally. Since the detection of COVID-19 on the African continent (in February 2020), 53 (96%) AU MS have experienced three distinct COVID-19 waves, 48 (87%) MS have experienced four waves, 28 MS have experienced five waves, and five MS (Algeria, Burundi, Kenya, Mauritius and Tunisia) have experienced a sixth wave.

Uganda: Ebola outbreak

On 20 September 2022, the Ugandan health authorities declared an Ebola outbreak after the confirmation of one case in Madudu subcounty of Mubende district (the central region of Uganda) on 19 September. As at 7 November, there were 135 confirmed cases and 53 associated deaths. More than 1,000 doctors, pharmacists, and nurses protested on 6 November over delayed payments and wage conditions. They also denounced the inadequate supply of personal protective equipment. And there is a high risk of the death toll increasing. The Government has projected 500 fatalities by April 2023.

Dynamiques de l'urbanisation africaine 2022 : Le rayonnement économique des villes africaines

Sur la base de données recueillies auprès de plus de 4 millions d'individus et d'entreprises, issus de 2 600 villes de 34 pays africains, ce rapport montre que l'urbanisation contribue à l’amélioration des résultats économiques et du niveau de vie. Dans la plupart des dimensions socio-économiques, les villes obtiennent des résultats nettement supérieurs aux pays au sein desquels elles sont situées.

Urban ecosystem-based adaptation: Regreening cities to tackle climate change

Despite some outmigration from the largest cities during the COVID-19 pandemic, urbanization will continue, and by 2035, 62.5% of the world’s population is expected to reside in urban areas. However, given the need to retrofit, replace and upgrade deteriorating urban infrastructure, and to meet the challenges of climate change, including the urban heat island effect, droughts and more intense flooding, many experts and policymakers see in these demands an opportunity to reinvent cities as greener, less prone to pandemics, and more liveable.

Migration crisis at the Colombia-Panama border

Between January–September 2022, more than 150,000 people crossed into Panama from Colombia through the Darién Gap. Of this number, 71% were Venezuelans. Around 14,500 were Children. Although migrants have historically used the Darién route to reach Central America, the flow considerably increased: the 133,000 migrants that crossed in 2021 is greater than the number of all crossings between 2010–2020.

Commodity Markets Outlook

A sharp global growth slowdown and concerns about an impending global recession are weighing on commodity prices. In many economies, however, prices in domestic-currency terms remain elevated because of currency depreciations. This could deepen the food and energy crises already underway in a number of countries. As the global growth slowdown intensifies, commodity prices are expected to ease in the next two years, but they will remain considerably above their average over the past five years. Energy prices are expected to fall by 11% in 2023 and 12% in 2024. Agricultural and metal prices are projected to decline 5% and 15%, respectively, in 2023 before stabilizing in 2024. This outlook, however, is subject to numerous risks both in the short- and medium-term.

East Africa Economic Outlook 2022

The region is expected to grow at a slower pace of 4.7% in 2022—due to the lingering effects of the COVID-19 pandemic and the impacts of the Russia-Ukraine war, which is already putting pressure on energy and food prices—before recovering to 5.5% in 2023. The projected strong growth is not homogenous across the region, with four countries (Kenya, Rwanda, Seychelles, and South Sudan) expected to grow above 5% in both 2022 and 2023. Growth will likely be subdued in Comoros, Somalia, and Sudan below 3% in 2022, while all the East African countries (except Comoros and Eritrea) should experience a growth rate of more than 4% in 2023.

Africa's liberation generation

Today's African political class is much more diverse in character and aspiration than the one that overcame colonial rule and inaugurated independent governments. Sons of early liberation leaders now jostle for power in a few countries (Chad, Kenya), descendants of successful autocrats perpetuate family rule in others (Gabon), several long-serving hegemons remain in control after decades in office (as in Cameroon, Djibouti, Rwanda and Uganda), a clutch of kleptocrats continue to defraud citizens (as in Equatorial Guinea and Zimbabwe), upstart soldiers oust elected placeholders (Burkina Faso, Guinea, Mali), and here and there democratic stalwarts (Botswana, Ghana, Malawi, Senegal, South Africa, Zambia) are delivering authentic, uplifting, leadership to their followers.

Russia, Ukraine and state survival through neutrality

This article draws on the security policies of one-time neutral countries like Austria, Finland and Moldova, to probe the case for Ukraine as a sovereign but potentially neutral state. For Ukraine, a form of armed neutrality outside NATO could be a way to preserve sovereignty and statehood beyond the current war with Russia. The article has implications for western policy-making on the Russia-Ukraine war.

Regional Economic Outlook: Middle East and Central Asia

In a worsening global environment, economies in the Middle East and Central Asia are being buffeted by a confluence of shocks: a global slowdown, high and volatile food and energy prices, faster and stronger than expected tightening of financial conditions, and the risk of fragmentation. The region’s emerging market and middle-income economies and low-income countries are hit hard, with many facing curtailed access to market financing, while oil-exporting countries are being buffered by still-high energy prices.

Promoting Inclusive Growth in the Middle East and North Africa: Challenges and Opportunities in a Post-Pandemic World

Despite some pre-pandemic gains in poverty reduction, literacy, and lifespans, many economies in the Middle East and North Africa (MENA) have struggled to ensure that the benefits of economic development and diversification accrue equitably to all segments of their populations. Among the main issues that remain unresolved are the high share of inactive youth (who are not engaged in employment, education, or training); large gaps in economic opportunities for women; fragmented social protection systems; and underdeveloped private sectors with tight regulation, absence of a level playing field, and limited access to credit that stifle the creation of new firms and growth, employment, and incomes.

L'islam politique en Tunisie - Crise identitaire et perspectives séculières

Les recherches sur les partis islamistes et les partis démocrates-chrétiens européens restent le plus souvent cloisonnées, donnant lieu à des études monolithiques. The Lowy Institute Pacific Aid Map is an analytical tool designed to enhance aid effectiveness in the Pacific by improving coordination, alignment and accountability of foreign aid through enhanced transparency of aid flows. The Pacific Aid Map has collected data on more than 57,000 projects and activities across all the Pacific Islands from 67 donors from 2008 onwards. Tonga: Fact Sheet

Tonga faces many of the challenges typical in small island economies, including geographic isolation, limited human and financial resources, and high costs of doing business and providing basic services. The economy has a narrow base, dependent on inflows of remittances and external assistance and is vulnerable to external shocks. Tonga’s economy had a 2.4% averaged growth rate during fiscal years 2015–2019 ending in June. The gross domestic product contracted by 0.8% in fiscal year 2020 and 5.3% in fiscal year 2021 are, due to the impacts of disasters and the coronavirus disease (COVID-19) pandemic.
