Good morning,

Research and science are the backbone of digital transformation. One driver of this transformation will be the European Centre for Algorithmic Transparency (ECAT), which was inaugurated by the Commission's Joint Research Centre in Seville on 18 April. ECAT will provide the in-house technical and scientific expertise to ensure that algorithmic systems used by Very Large Online Platforms and Very Large Online Search Engines comply with the risk management, mitigation and transparency requirements that the Digital Services Act imposes. To fulfil the requirements of the Act that entered into force last year, platforms are obliged to tackle systemic risks, such as the amplification of illegal content and disinformation through their services, gender-based violence and the vulnerability of minors online.

In another cutting-edge research field, the European Commission announced, on 4 April, the ambitious Declaration on ‘EU Small Modular Reactors (SMRs) 2030: Research & Innovation, Education & Training’. I signed this declaration together with other EU nuclear stakeholders: nucleareurope Sustainable Nuclear Energy Technology Platform (SNETP), European Nuclear Society (ENS) and European Nuclear Education Network (ENEN).

We are committed to continue supporting research and innovation in nuclear safety through the Euratom Research and Training Programme, to ensure the EU's leadership in the energy and medical fields. EU technological sovereignty will require joint efforts in education, training, research, and innovation, to properly manage radioactive waste and spent fuel and develop the technologies of tomorrow.

As 2023 has been declared the European Year of Skills, it was also a great opportunity to listen to two young talents present their learning and training experience in the nuclear field. We need nuclear expertise to make sure that there is and will be a well-qualified workforce for present and future nuclear science and technology applications. Know-how and competences have to be transferred to the next generation of scientists, engineers and technicians.

I also devoted time to discussing with the current generation of scientists. During my visit to the Joint Research Centre’s Ispra site on 27 April, I opened a multi-stakeholder workshop focusing on radiotheranostic approaches and the effective translation of innovative solutions for cancer. I also visited several EU research facilities, namely the European Crisis Management Laboratory, which conducts research on early warning and impact assessment of crises as well as on quantifying, qualifying and anticipating the potential risks of the future.  When disasters such as floods and fires occur, the laboratory plays a central role in facing these emergencies. I also went to the Nanobiotechnology Laboratory, which fosters interdisciplinary studies to support EU policies ranging from human health to planetary health. It provides innovative responses to emerging health issues such as COVID-19, pandemic preparedness, emerging pollutants such as micro(nano)plastics, and promotes safe and sustainable innovation for advanced materials.

I was also proud to present the two proposals for Council Recommendations the Commission adopted on 18 April, aimed at supporting Member States in providing high-quality, inclusive and accessible digital education and training to all European citizens within the framework of the European Year of Skills. Throughout 2022, the Commission engaged with Member States in a Structured Dialogue on digital education and skills, during which the Commission engaged with EU Member States, and jointly we identified two common challenges: the lack of a whole-of-government approach to digital education & training as well as difficulties in equipping people throughout all stages of life with necessary digital skills. And with these recommendations we are trying to address just that.

Youth policy is at the heart of my commitment, and I was pleased to spend 19 April 2023 on a mission to Serbia to highlight its importance and the support we can provide from the EU side. First, I visited the primary and secondary school ‘Milan Petrovic' in Novi Sad (Serbia) and delivered €20,000 of Assistive Technology equipment to the school, supporting the educational needs of pupils in Serbia. Then I had the honour of opening the OPENS youth centre in Novi Sad, as an integral part of the city’s legacy as a European Youth Capital. Next, I visited the Gallery of Matica Srpska in Novi Sad to learn more about the successful implementation of Novi Sad European Capital of Culture 2022. I was also invited to jointly open the new building of the BioSense Institute with the Serbian Prime Minister, Ana Brnabic: this new building was built in the context of the Horizon 2020 teaming project ANTARES, and it is evidence to how the different EU funding mechanisms and national investments work together to achieve tangible results. The Commission remains committed to further integrating Serbia and the whole Western Balkan region, in line with the ambitions set out in the Western Balkan Agenda on innovation, research, education, culture, youth and sports.

Also related to education and culture, I was very pleased to see a two-year project launch on 3 April, which will counter Antisemitism through education. This project is financed by the Erasmus+ programme and implemented by UNESCO, which will work hard, together with its partners, to assist the national authorities of 13 EU Member States in developing the educational dimension of their National Plans on Combating Antisemitism. The project is expected to deliver a series of outputs, including national in-person training events for teacher trainers, policymakers and civil society organisations, and online webinars for teacher trainers and educators from all EU Member States. This is a very important project, and I am delighted that Erasmus+ can contribute to raising young people’s awareness of prejudices and extremist narratives that drive discrimination and hatred. 

On 20 April 2023, I attended the second meeting of a series of High-Level Roundtables on Cultural and Creative Sectors and Industries Ecosystems. Just like at our first meeting in February, I very much enjoyed the exchange which wants to strengthen this ecosystem by opening the so-far missing, direct communication channels with their representatives. I am looking forward to, once the last roundtable has happened, receiving the participants’ concrete proposals, and most notably on challenges linked to sustainability, cross-sectoral innovation, and ecosystem support. Those will aid us and the entire Commission to strengthen the cultural and creative sector.

Last but not least, on 25 April 2023, I engaged with the representatives of the 44 European Universities Alliances and the members of the Coalition of the Willing, implementing our New European Innovation Agenda. In this unique model of collaboration between academia, business and public sector, our education and innovation ecosystems are united to lead change. From the cross-cutting hubs they are forming together to upcoming concrete plans and actions, I am already looking forward to meeting them again at the 2nd edition of the European Education and Innovation Summit on 27 June!

The European Innovation Procurement Awards 2023 are open for applications

The 2023 race to find the most innovative procurers in the European Union has started. The contestants can submit their applications until 17 August 2023.

The Awards target public and private buyers, natural persons and legal entities that promote innovation procurement and innovative procurement solutions. They also aim to demonstrate how innovation procurement positively transforms the economy by not only creating new and sustainable markets, but also by tackling societal challenges such as climate change.

European Innovation Council selected cutting edge research projects for high impact portfolios in key technology areas

The Commission selected 44 new projects under the 2022 EIC Pathfinder call for cutting edge research projects to achieve breakthroughs in six strategic areas. The successful projects were chosen among 436 submitted eligible proposals and will receive up to €167 million of EU funding (on average €3.8 million per project).

EIC Programme Managers were directly involved in setting the challenges and selecting portfolios of projects from among the best applications, and they will now pro-actively manage these portfolios to increase impact.

#WomenInnovate - Commissioner Gabriel's new communication campaign about women innovators

For those who are not aware, #WomenInnovate is a one-year campaign led by DG RTD, which highlights how women contribute to innovation and entrepreneurship, promote gender equality in these fields and sheds light on relevant EU initiatives.

​​Each month, a video homes in on a topic selected from across Commissioner Mariya Gabriel's portfolio. To underline her strong commitment to gender equality, she takes part in each video to talk about the challenges faced by the innovator and how the EU has helped these women in growing their business through our policies, funding programmes and awards.

Danube-Black Sea Lighthouse Conference in Bucharest

The high-level event co-organised with the Government of Romania and with the support of the EcoDaLLi Coordination and Support Action for the Danube basin and its delta, took place on 3-4April in Bucharest. The aim of the event was to present the Mission “Restore Our Ocean and Waters by 2030” and mobilise stakeholders to join the Danube-Black Sea basin lighthouse and endorse the Mission Charter. The conference built an appropriate framework to put together community and sectoral stakeholders in the Danube and Black Sea marine region to find the solutions to restore and achieve the good environmental status of the waters system and climate neutrality.

EU’s Mission on Climate Adaptation launches its portal

The European Commission launched on 18 April a portal to drive forward the EU’s Mission on Adaptation to Climate Change. The Portal provides information about the Mission and latest developments regarding its delivery, including by regional and local authorities that are participating as Charter Signatories and by research projects.

The Mission Portal offers knowledge and tools for use by regional and local authorities. To help regional authorities develop, implement and monitor their climate change adaptation plans, the Portal also offers knowledge, data and tools tailored for use at regional scale.

Commissioner Gabriel said: “When signing the Mission Charter, regions and local authorities showed their commitment to join our adaptation journey. They now have a rich tool at their disposal to liaise with each other, learn, teach and share their experience on their pathway to climate resilience. Let us exploit it, all together.”

The Mission Portal is hosted by the European Climate Adaptation Platform (Climate-ADAPT), and was developed by the European Commission, the European Environment Agency (EEA) and the Mission Implementation Platform (MIP4Adapt) team.

Baltic and North Sea Lighthouse Conference

The high-level event organised by the European Commission in close cooperation with the German Ministry of Education and Research and with the support of the BlueMissionBANOS Co-ordination and Support Action for the Baltic & North Sea, took place on 25-26 April in Hamburg.  The event aimed to launch the Baltic and North Sea lighthouse of the Mission “Restore our Ocean and Waters by 2030”, with a broad mobilisation of the communities of actors to implement this Mission across this lighthouse. The event focused on the political commitments to implement the Mission and agree on concrete measures and actions in the Baltic and North Sea basin, particularly to make the blue economy carbon-neutral and circular. 

MSCA Award of Seal of Excellent certificates

On 5 April 2023, the Commission awarded the Marie Skłodowska-Curie Actions (MSCA) Seal of Excellence certificates to 1607 researchers who submitted high-quality proposals under the MSCA Postdoctoral Fellowships call in 2022 but whose proposals could not be funded due to budgetary constraints. This label recognises the value of said proposals and helps individual applicants secure alternative funding, whilst host institutions gain international visibility and attractiveness. 

Most Endangered Heritage Sites

On 13 April, this year’s list of the 7 Most Endangered heritage sites, an initiative aiming to protect Europe’s collective cultural legacy, has been announced. For the 2023 edition, the seven selected cultural heritage sites have been identified in Belgium, Bosnia and Herzegovina, Georgia, Germany, Hungary, Montenegro, and Serbia. The selection of the sites is based not only on the level of threat or the value of the heritage site, but also on the commitment of the local community to save it. 

Climate coalition event

The annual Education for Climate Coalition’s Policy Forum took place on the 25 April. This year’s Forum focused on Green Skills and Competences, inspired by the current European Year of Skills. In a Townhall debate, high-level policy makers from the EU institutions and stakeholders, including the social partners and youth representatives, discussed the latest EU initiatives in the field of sustainability education. Three Policy & Practise Labs focused on Lifelong Learning, the Social Economy and Digital Innovation, gave room for exchange aiming at identifying common interests and possible cooperation projects in the community of student, teachers and educations stakeholders.

Learning Mobility Citizens’ Panel

With the month of April, also the Citizens’ Panel on Learning Mobility came to an end with its third and last session taking place from 28-30 April. In this brand new format, the Commission asked citizens to discuss the future of learning mobility, touching amongst others on its potential for intercultural dialogue, active citizenship and the promotion of common values, but also on the challenges to include multiple groups of learners and educators. Citizens issued recommendations at the end of the panel discussion, which are available online and will also feed into the Commission’s proposal on the same topic later this year.

New edition of Atlas of Migration: easy access to migration facts and figures

The Knowledge Centre on Migration and Demography releases a new edition of the Atlas of Migration, providing easy access to timely, comprehensive and reliable migration data globally.

1,500 ERC grantees in France

On 13 April, the crème de la crème of French research gathered in Paris to celebrate 1,500 ERC grantees that France has hosted so far. In a video message, the Commissioner sent her heartfelt congratulations on this milestone. She commended all the grantees on their work pushing the frontiers of knowledge, underlining that they are ‘the proof of the importance of investment into scientific research”. The results of the public consultation on the future of EU Research and Innovation programmes

On 19 April, the European Commission published the Synopsis report for the Horizon Europe Strategic Plan 2025-2027, along with the factual summary reports for Horizon 2020 and Horizon Europe containing the results of the largest-ever public consultation on the past, present, and future of the European Research and Innovation Framework programmes 2014-2027. We invited stakeholders and the wider public to share their thoughts and ideas for 12 weeks. We received impressive feedback. A total of 2,788 responses and 265 position papers were submitted. Of these, 2,558 responses and 108 position papers responded to the section on the orientation for the strategic plan, detailing the priorities and concerns of stakeholders for the future of EU R&I funding. Respondents indicated that the most important societal challenges are ‘climate change’, ‘energy supply’, ‘loss of biodiversity’ and ‘strained healthcare systems and ageing European population’ over the next 10 years.  These insights from the public online consultation provide valuable input and will feed into the ongoing strategic planning process for the next Horizon Europe Strategic Plan 2025–2027 and the preparations of the next Framework Programme for R&I. A summary of the results will also be included in the Strategic Plan analysis document, to be published in May.

New R&I Success Story published - Digitising crafts to preserve cultural heritage

Many heritage crafts are at risk of being lost to time as they are practised less. To preserve them, the EU-funded Mingei project digitised their creative processes and the final products. As well as safeguarding European culture, the project could boost local tourism.

Shaping Europe’s Horizon by Commissioner Mariya Gabriel

On 19 April, Commissioner Gabriel wrote an article on Science Business about the results of the largest ever public consultation on the past, present and future of the European research and innovation programmes. She set out the highlights and thanked everyone who contributed. The views expressed are part of the solution to our biggest challenges and towards creating a better future for all.

European Union Prize for Literature

The winner of the 2023 European Union Prize for Literature (EUPL) was announced at the Leipzig Book Fair on 28 April 2023. The Prize recognises emerging contemporary fiction writers from the European Union and beyond and celebrates outstanding new literary talents from all 41 countries participating in Creative Europe. For this year’s edition, emerging authors from 13 countries had been nominated, and an international jury composed of seven literary personalities chose the winner Martina Vidaić and five special mentions: Hari N. Spanou, Tõnis Tootsen, Iida Rauma, Maud Simonnot, Ag Apolloni. Commissioner Gabriel attended the award ceremony, taking place in Frankfurt this autumn.

Opening MSCA Postdoc Fellowships 2023

On 12 April 2023, the Commission opened a new call for the 2023 Marie Skłodowska-Curie Actions (MSCA) Postdoctoral Fellowships. With a budget of EUR 260.47 million, the grants give researchers holding a PhD a chance to gain new skills and experience whilst carrying out their own research project abroad. The call is open to researchers of any nationality and applications in any scientific field. These Fellowships include European Postdoctoral Fellowships, which allow researchers to carry out a personalised project in the EU or countries associated to Horizon Europe, and Global Postdoctoral Fellowships, open to European nationals or long-term residents wishing to work with organisations in third countries before returning to Europe. Mobility Scoreboard – new report and updated website

The Mobility Scoreboard provides an overview of how easy – or difficult – it is to embark on studies abroad from European countries. New updates to the Mobility Scoreboard website reflect changes that took place in the past few years. The update is accompanied by a report covering the shifts in several indicators since 2015, and examining the progress made by different countries.

The European Commission’s Mobility Scoreboard is managed and developed by EACEA. It covers six key areas that enable outward learning mobility: information and guidance, foreign language preparation, portability of grants and loans, support for disadvantaged learners, recognition of learning outcomes through the European Credit Transfer and Accumulation System (ECTS) and recognition of qualifications. The conditions are colour-coded in five categories from green (best) to red (worst).

European Solidarity Corps

The European Solidarity Corps launched a new volunteering action allowing young people to contribute to humanitarian aid operations around the world. Young volunteers can hence contribute to increase the resilience of vulnerable or disaster-affected local communities, and at the same time develop their skills and get valuable experience in the process. The first volunteering opportunities have been published on the European Solidarity Corps Portal at the end of March. More than 300 volunteers are expected to be involved in volunteering activities in third countries in 2023.

Culture Moves Europe

As part of Creative Europe’s Culture strand, the rolling call for individual mobility of artists and cultural professionals under Culture Moves Europe, our scheme that supports the mobility of artists, creators and cultural professionals, remains open until 31 May 2023. Seven sectors are eligible: music, literary translation, architecture, performing arts, visual arts, design and fashion design, as well as cultural heritage.

Open Access to JRC Research Infrastructures

The European Commission’s Joint Research Centre (JRC) opens its scientific laboratories and facilities to people working in academia and research organisations, industry, small and medium enterprises (SMEs), and more in general to the public and private sector. Scientists will have the opportunity to work in the following fields: nuclear safety and security (Euratom Laboratories); chemistry; biosciences/life sciences; physical sciences; ICT; Foresight.

We currently have an open call for proposals in our Battery Energy Storage Testing for Safe Electric Transport laboratory. Apply by 15 May!

REPowerEU info event on financial opportunities for R&I in energy & mobility

On 23 May from 9:30 to 12:00, DG Research and Innovation is organising an information event in Brussels on financial and business opportunities beyond Horizon Europe, which can support the market uptake of new technologies and systems.

After an introduction by Marc Lemaître, Director General of DG Research and Innovation , speakers from the Innovation Fund, the European Investment Bank, the Connecting Europe Facility and the European Innovation Council will present tools and programmes that can bring innovative solutions to the next level.

This event will also be an excellent opportunity to network with companies in your area.

The event is organised by the European Commission in close cooperation with the Italian Ministry of University and Research and with the support of the BlueMissionMed Co-ordination and Support Action for the Mediterranean.  This event will witness the political commitments of the Mediterranean countries towards the Mission ‘Restore our Ocean and Waters’ and present the communities of actors and the initiatives contributing to the Mission objectives, particularly to reduce pollution. The programme will include demonstrations of EU projects contributing to the Mission’s objectives, side visits to marine protected areas as well as a Blue Islands Day ceremony, with exchanges of best practices, awards to islands championing the Mission and with strong participation from youth and blue schools. Register here

EU Sport Forum + #BeInclusive EU Sport Awards

From 2-3 May, the 2023 EU Sport Forum will be held in Stockholm with around 400 participants, from athletes and policy makers, professional federations and grassroots sport, to academics and researchers. This year’s Forum will focus on integrity, good governance and gender equality, while also looking at the impact and potential of major sporting events in Europe. Commissioner Gabriel will open the Forum online. The three winners of this year’s #BeInclusive EU Sport Awards will be announced during the EU Sport Forum. This year, the Awards include a Sport for Peace award, recognising projects promoting the inclusion of refugees from war.

European Theatre Forum

From 11-13 May, the 2023 European Theatre Forum will take place in Opole, Poland. It will bring together representatives of the European and Polish culture community with decision-makers and representatives from all EU Member States, the European institutions and civil society to discuss the challenges the European theatre sector currently faces. The three-day programme will touch upon the significance of international artistic collaboration and cross-border cooperation, and highlight the difficulties, opportunities and political necessity of the theatre sector. Japan G7 Education Summit, Commissioner attending

Commissioner Gabriel will attend the G7 Education Ministers' meeting in Japan on 13-14 May, in conjunction with Japan’s presidency of the G7 in 2023. The topic of discussions will be “Education after the COVID-19 pandemic” focused on four key themes: the role of schools, the role of education in unlocking children’s potential, preparing learners to adapt to social change and global challenges and reconnecting the world through international education exchange.

Sport and Innovation Summit

On 30 May, Commissioner Gabriel will host the first Sport and Innovation Summit in Brussels. The Summit will bring together innovators, researchers, companies, and policymakers involved in innovation in sport to highlight some of the best practices and trends, as well as the challenges and opportunities related to the twin green and digital transitions. In the morning, a closed session will be dedicated to speed dating for innovators to find partners to develop their ideas as well as meeting European Commission Programme Managers to learn more about EU funding programmes.
