Good morning,

Europe is on equal footing with Silicon Valley in ground-breaking deep-tech innovations. We promote innovation by investing in R&I, creating favourable policies, and supporting entrepreneurship to attract talents and increase investments in Europe. So on the 21 and 22 March I lead a high-level Delegation of over 50 entrepreneurs, university rectors, investors, innovation actors and policy makers to the Silicon Valley, USA. During the first European Innovation Days, delegates engaged in discussions with the Silicon Valley innovation community. It was a call to attract talents and increase investments in Europe, share best practices among senior executives in open innovation and venture capital, and bridge the gap between two ecosystems to strengthen the way forward. The European Innovation Agora on 22 March provided venture capitalists, entrepreneurs, investors, and businesses the opportunity to share their distinctive perspectives of the European innovation model. The EU Innovation Days have proved that Europe is the place to invest and grow!

They have also been the opportunity for me to launch the Innovation Talent Platform under the New European Innovation Agenda. The Platform will help European businesses, including start-ups, to attract talent from outside the EU, offering new opportunities to the EU labour market. In a first phase, the platform will offer information about funding opportunities, contact points in several countries, as well as digital tool kit for start-ups to launch businesses in the EU. In the second phase, it will be a matchmaking tool for innovators, entrepreneurs, and all talent across the globe who wish to create, work, and live in Europe.

Europe is also a place for great literature. On 27 March, we celebrated the first annual Day of European Authors, during which younger generations were invited to connect with books through reading, sharing, and discovering the diversity of European literature. The Day featured reading aloud sessions in more than 1,000 schools across the EU and the reading tour of 100 European Authors. I also had the pleasure to open the conference on reading promotion in Sofia, Bulgaria. The conference gathered Member States’ representatives of the ministries of Culture and Education, public institutions and national NGOs active in this field as well as organisations representing the book and cultural sectors at European level. Literature is a powerful tool to discover the vast and rich European culture, and I truly look forward to seeing how this exciting new initiative will grow in the future.

I am excited to share that I opened the first session of the new Citizen’s panel on learning mobility on 3-5 March. Learning mobility is already a reality for many thanks to Erasmus+ and its predecessor programmes. Despite this and although interest in learning mobility is high, EU citizens still face a range of obstacles to access and participate in learning mobility opportunities. Identifying and tackling these obstacles is vital to make learning mobility opportunities accessible for everyone. The panel is composed of about 150 randomly selected citizens. They are representative of the EU's diversity in terms of geography (national and urban/rural origin), gender, age, socio-economic background and level of education. Moreover, one third of the participants in the panel are under 25 years old. I am looking forward to the next two sessions and to receiving the results that will undoubtedly give us important impulses for our future work.

Related to Erasmus+, I was delighted that on 9 March, the Commission has adopted a revision of the Erasmus+ Annual Work Programme for 2023. The overall budget of the programme for this year has been revised upwards to €4.43 billion, the highest annual financial envelope ever reached by the Erasmus+ programme. I am proud to contribute to this very important work, as the increased budget not only reinforces the Erasmus+ priorities on inclusion, active citizenship and democratic participation, and on the green and digital transformations in the EU and abroad, but also supports projects that promote educational activities and facilitate the integration of people fleeing the war in Ukraine into their new learning environments, as well as activities supporting organisations, learners and staff in Ukraine.

Continuing with education, on 7 March, I attended the Education Council organised by the Swedish Presidency where the crucial role of higher education, vocational training, and adult education in the ecological transition and the shortage of teachers in Europe was discussed. Following fruitful exchanges, I was happy to announce 16 new Erasmus+ Teacher Academies to promote excellence in teacher education in Europe. We also discussed our unwavering support to our Ukrainian friends. I had the pleasure to unveil that, in an effort to help Ukrainian pupils who have remained in the country to continue their education despite the ongoing war, the Commission will provide Ukrainian language textbooks for fifth graders.

The Covid-19 pandemic and the Russian war of aggression against Ukraine have enhanced and highlighted the importance to address the many challenges around well-being at school. On 30 March, the Expert Group on Well-Being at School kicked-off its first meeting. Over the next 15 months, the group composed of researchers, academics, teachers, school principals, teacher trainers, school and child psychologists will discuss and develop recommendations and guidelines to address well-being challenges young people and teachers are facing. Some of the key aspects include the promotion of mental health and well-being through the curriculum, the prevention of violence and (cyber-) bullying in schools, as well as the creation of supportive, safe, and inclusive learning environments. The group will build synergies with other initiatives under the European Education Area and beyond, in particular Pathways to School Success.

On 16 March, I was delighted to meet the meeting with the European Network of Innovative Higher Education Institutions (ENIHEI) at the InnoRenew Centre of Excellence in Izola, Slovenia. We discussed the concrete measures taken in response to the 10 recommendations made by ENIHEI to develop innovation-related actions of the European Strategy for Universities and to foster the role of universities in the implementation of the New European Innovation Agenda. The recommendations, which were presented at the Education Summit in December 2022, address a wide variety of topics: equipping students with the skills they need, developing solutions for supporting and financing higher education companies, promoting the creation of living labs, ensuring that women do not miss the wave of ep-tech innovations.

One day later, on 17 March, the European Commission adopted the Euratom Work Programme 2023-2025, implementing the Euratom Research and Training Programme and supporting nuclear researchers with €132 million in funding. This call for proposals will focus on the safety of Small Modular Reactors (SMRs), development of nuclear materials and the secure management and disposal of radioactive waste. Its general objective is to pursue nuclear research and training, including the continued improvement of nuclear safety, security of supply and radiation protection, and complements the achievement of Horizon Europe’s objectives. I am proud to mention that the Programme further strengthens the cooperation with Ukrainian research entities and academia.

The Euratom Research and Training Programme is a crucial part of the European Union’s efforts to keep technological leadership and to promote excellence in nuclear research and innovation. Most of the research and innovation – fusion energy, nuclear materials, radioactive waste management and radiation protection – will be carried out through co-funded European Partnerships. This new generation of Partnerships, involving a wide range of public and private partners, should achieve a greater impact.

Alongside nuclear power, we are also working on other sources of energy. Large investments all along the hydrogen value chain are required to increase the competitiveness of the EU renewable hydrogen industry. Renewable hydrogen plays a strategic role for our autonomy and we have to accelerate our path to foster a new growth. It is the momentum to move our renewable hydrogen economy from niche to scale. To this end, Horizon Europe invests €1 billion in the Clean Hydrogen Partnership for research and innovation in the field. That’s why I opened on 1 March the high-level event Repowering the EU with Hydrogen Valleys: showcasing innovative solutions. It brought together over 300 leading stakeholders from the EU hydrogen community to stage the EU R&I support for a clean energy transition and end our dependence on Russian fossil fuels.

Additionally, I signed a Joint Declaration together with prominent figures from industry, research, and various European regions to encourage continuous investment in research and innovation, promote collaboration between funding resources, knowledge sharing, education, and skills training, and calls for the development of regional hydrogen networks and interconnections among Hydrogen Valleys.

Finally, in March we celebrated the International Women's Day. On 8 March, in recognition of the noteworthy strides towards gender equality carried out by academic and research organisations, the European Commission announced the winners of the EU Award for Gender Equality Champions in the framework of the first EU Female Founders Summit. Promoting and ensuring gender-equal and safe working environments are a priority for the European Research Area. We are rewarding EU Gender Equality champions, and thanking them to be an inspiration to other organisations to close the gender gap.

During the award ceremony, I had the pleasure to launch the Women Innovate campaign to celebrate the women behind game-changing innovations. We will make better-known researcher, academic, and entrepreneurial women from all EU countries, who are creating breakthroughs across our current most challenging topics. These women leaders are pioneering new frontiers and building legacies in education, high tech, research, agriculture, culture, healthcare, and sport, among many other fields. With this campaign, I seek to raise awareness on women innovators and create role models for women and men, girls and boys, everywhere.

EIC Pathfinder Open call 2023 closed with high interest

The European Innovation Council (EIC) received 788 project proposals from the research community by 7 March 2023 deadline (4758 participants in total), requesting €2.4 billion of grant support. Applicants are coming from 55 countries. The results will be available in August 2023.

The EICl Pathfinder Open provides funding for projects in any field of science or technology, based on high-risk science-towards-technology breakthrough interdisciplinary research.

Commission recommendations: Code of practice for standardization & Code of practice for the management of intellectual assets

On 7 March, the European Commission adopted two codes of practice published a Recommendation on a Code of practice on the management of intellectual asset for knowledge valorisation and a Recommendation on a Code of practice on Standardisation to support the implementation of the Council Recommendation on the guiding principles for knowledge valorisation. The first provides guidance on how to successfully manage intellectual assets in order to maximize the socio-economic benefits of research results and innovative technologies. The second one explores how to use standards to bridge the gap between research and market up-take. 

EU and LAC open a new chapter in R&I dialogue

A new study on open access to scientific results in Latin America and the Caribbean (LAC) prepared by independent experts, working under the umbrella of the EU-LAC Policy Dialogue Support Facility, was published on 6 March. The study, an initiative funded and managed by the EEAS and the FPI, examines the open access landscape in LAC, covering very diverse aspects, such as open access policy, open access legislation, institutional open access policies, national repositories and journal aggregators and other topics. 

Start of a close collaboration with Latvia on research and innovation

Enhanced dialogues with EU countries are a new, bottom-up channel of cooperation with the European Commission. The goal of these dialogues is to create a country-tailored approach to foster research and innovation in the participating EU country. They are organised on a voluntary basis and built around topics depending on the interests of the country. Latvia is the 6th Member State to take part in an Enhanced Dialogue. On 9 and 10 March the EC delegation met in Riga with Latvian counterparts, including State Secretary Līga Lejiņa, to discuss Latvia’s R&I state of play and the potential support DG Research & Innovation can offer to help the Latvian R&I become more robust.

The discussions in Riga covered a wide range of topics including the New European Innovation Agenda, research assessment and careers, Open Science, Synergies between Horizon Europe and ERDF, EU Missions as well as recent policy development in Latvia on higher education, innovation and open science.

CSA NetworkNature in cooperation with WWF Ukraine will launch the Ukraine Nature-based Solutions Hub

NetworkNature is a Horizon 2020-funded coordination and support action bringing together EU-funded research and innovation projects on Nature-based Solutions (NbS). It has partnered with WWF-Ukraine to launch the Ukraine Nature-based Solutions Hub. The official launch took place online on 9 March 2023, bringing together NetworkNature, WWF-Ukraine, the European Commission, Ukrainian officials and prospective partners, along with members of other existing NbS Hubs to share their experience.

DG Research and Innovation welcomes the Intergovernmental Panel on Climate Change (IPCC) report

The Intergovernmental Panel on Climate Change (IPCC) issued a Synthesis Report on 20 March, bringing forward the most powerful messages produced by the Panel over the past 8 years. It highlights that the scale of the changes in the climate system caused by anthropogenic emissions of greenhouse gases is unprecedented in the history of humanity with grave implications for people and the planet. The findings demonstrate that the European Green Deal is just as valid now as it was at the inception. Arriving amid the global energy crisis, the IPCC’s messages confirm the need for the EU to stay at the forefront of the fight against climate change by progressing with its efforts to become climate-neutral, climate resilient, and to accelerate the clean energy transition.

The EU, through its successive research and innovation funding programmes, has a long history of financing impactful research on climate change. EU-funded projects have mobilised some of the best European scientists to work on filling critical knowledge gaps and are delivering policy relevant outcomes, which inform the implementation of the European Green Deal and of the Paris Agreement.

EU research and innovation support to reduce our dependency on materials and accelerate the roll-out of the EU’s strategic net-zero technologies

On 16 March, the European Commission launched the Critical Raw Materials Act and the Net Zero Industry Act. The Critical Raw Materials Act will help ensure that Europe has sufficient access to materials, like rare earths, which are vital for key manufacturing technologies for the green transition. The Net Zero Industry Act is part of the first pillar of the Green Deal Industrial Plan, supporting  Europe’s green transition and energy security.

Projects from National Academic Recognition Information Centres selected

EACEA has selected 13 projects from the 2022 NARICs call (National Academic Recognition Information Centres) which will support the implementation of the Council Recommendation on automatic recognition and deliver on the European Strategy for Universities. Three of these projects will address automatic recognition of qualifications in upper secondary education and vocational education and training. The 13 selected projects have an overall budget of about €2 million.

On 9 March, the European Education and Culture Executive Agency (EACEA) held a kick-off meeting to welcome the new projects, present key aspects of project management and share the policy expectations. This follows the recent report published by the Commission which assesses the progress achieved since the adoption of the Council Recommendation.

DiscoverEU

The first DiscoverEU 2023 application round of 2023 opened on 15 March. Young people aged 18 throughout the EU have until 29 March 2023 to apply and possibly be selected for one of the free Interrail Tickets to take them across selected discovery routes in Europe.

This year, participants will be able to discover the New European Bauhaus route, launched in January 2023. It aims to inspire young people when choosing their destinations and raise awareness on the importance of making the European Union ‘beautiful, sustainable, together'. Participants will also continue to benefit from the initiatives launched in 2022 during the European Year of Youth, such as ‘Youth discovers culture thanks to DiscoverEU in 2022' and the DiscoverEU Culture Route. The latter combines various destinations and cultural branches, including architecture, music, fine art, theatre, fashion, design and more.

MSCA Doctoral Networks 2022

The Commission announced the results of the Marie Skłodowska-Curie Actions 2022 (MSCA) call for Doctoral Networks. A total of €429.4 million will be awarded to 149 excellent doctoral programmes to train over 1,650 highly skilled doctoral candidates, boost their talents and their long-term employability.

Science is Wonderful

The annual Science is Wonderful! Fair took place at Maison de la Poste in Brussels on 16 and 17 March 2023. It showcased the very best of European science to children and all publics through hands-on experiments, science shows, games and interactive activities.

From tiny antibodies to the vastness of the universe, 100 researchers from across Europe displayed their research and inspired visitors with their work, covering all scientific disciplines. While kids as well as parents were mesmerized at the fair, Science is Wonderful! also provides activities for teachers and pupils to be used in the classroom all year round.

The science fair has been organised annually since 2015 by the Marie Skłodowska-Curie Actions, the European Union’s flagship programme for doctoral education and postdoctoral training.

Eurydice Report

Eurydice’s first interactive e-publication was published on 21 March. Produced by EACEA, Student Fees and Support Measures – 2023 focuses on fees and support in higher education in Europe.

Student fees and financial support measures are important instruments for supporting access to and progress in higher education. In European countries, national policy and practice varies significantly. The report includes information on who pays fees and who receives support in each higher education cycle. It covers 39 education systems, including data for several non-EU Member States.

The new interactive and dynamic format makes it easier to navigate the wealth of data and find the information you are looking for. Digital maps and graphs guide you through both comparative analysis and national information on a comprehensive set of topics and subtopics.

Eurydice Report

Over the past two decades, students in primary education have started learning foreign languages at an increasingly early age. This is one of the key findings of the fifth edition of the Eurydice report on Key data on teaching languages at school in Europe, which is out on 30 March.

This new report from EACEA aims to support the monitoring of policy developments in foreign language teaching in schools in Europe. It examines 51 indicators, such as foreign language teachers’ transnational mobility and language learning support measures for newly arrived migrant students. The report also looks at regional or minority languages, as well as classical languages.

Deep Tech Talent Initiative

The first big milestone of the Deep Tech Talent Initiative, led by the European Institute of Innovation and Technology (EIT) was announced with the pledges of JA Europe, Intel, the Technical University of Cluj-Napoca, Abodoo, Computer Vision Center Barcelona, Generation and Tampere University of Applied Sciences. Together with the EIT and its network of 3 400 partners, they will develop trainings and courses to equip learners with the skills needed in highly innovative deep tech sectors. The new pledgers are expected to train over 500 000 Europeans, a major step towards achieving the ambitious goal of training 1 million talents in deep tech domains by 2025.

European Prize for Humanitarian Innovation: 2023 edition kicks off

The Commission launched the first edition of the European Prize for Humanitarian Innovation (InnovAid). It will be awarded to organisations and companies that are developing technology to deliver better quality humanitarian assistance to vulnerable people affected by crises and natural hazards. The Prize, supported by the European Innovation Council (EIC) under Horizon Europe, recognises the European actors that have developed game-changing and life-saving technological solutions which have enhanced the efficiency and cost-effectiveness of humanitarian response. The prize aimes at incentivising change and inspiring other humanitarian actors to scale up actions and foster innovation. Apply by 3 October 

EIC Accelerator – welcome to 32 new companies!

Welcome to 32 companies have been selected under the European Innovation Council (EIC) Accelerator in the January 2023 cut-off. They will receive altogether almost €196 million. The EIC Accelerator offers start-ups and SMEs grants of up to €2.5 million combined with equity investments through the EIC Fund ranging from €0.5 to €15 million or more. In addition to financial support, all projects benefit from a range of Business Acceleration Services that provide access to leading expertise, corporates, investors and ecosystem actors.

European Social Innovation Competition: 2023 edition now open for applications

We launched the 11th edition of the European Social Innovation Competition. The prize promotes the potential of social innovation to provide solutions to societal challenges and to foster sustainable and inclusive growth in Europe. This year’s challenge concerns ”fighting energy poverty – Repower EU”.

Regions in the EU’s east and south are catching up on competitiveness

The EU’s most competitive regions are still overwhelmingly located in western and northern Europe, according to the new edition of the EU Regional Competitiveness Index, which the Commission launched today. 

Commission boosts research and innovation budget under Horizon Europe for civil security for society and renewable energy

The Commission has adopted an amendment to the main Horizon Europe Work Programme 2023-2024 on Friday 31 March. The aim of this amendment is to further support research and innovation for civil security for society and renewable energy by increasing the overall budget of the work programme for 2023 and 2024, which now exceeds €13.5 billion.

This revision allocates additional €50 million the Work Programme to boost support to civil security for society by increasing the budget of existing calls and adding six new topics. These actions consolidates the Commission’s commitment to research and innovation on key issues for society, such as fighting hate speech, developing further capabilities for border surveillance and situational awareness, increasing cybersecurity, and improving crisis preparedness and disaster risk management.

A further €14 million in 2023 will promote European global leadership in renewable energy, by investing in digital solutions for defining synergies in international renewable energy value chains. These actions will support the implementation of a strategic research and innovation agenda on green hydrogen.

In addition, the call for the topic ‘Implementing co-funded action plans for connected regional innovation valleys’ has been brought forward to 2023, opening on 17 May 2023 and closing on 17 October 2023 and aiming to create connected regional innovation valleys across the European Union. 

REPowerEU – Financial opportunities for research and innovation

On 23 May 2023, DG Research & Innovation will organise an information event in Brussels on financial and business opportunities beyond Horizon Europe, which can support the market uptake of new technologies and systems.

The programme includes different presentations from the Innovation Fund, the European Investment Bank, the Connecting Europe Facility, and the European Innovation Council, followed by a Q&A closing part.

DG Research & Innovation has a great potential to boost the development of alternative energy solutions, and to reduce the energy consumption in transport, housing and industry.

This hybrid event will be an excellent opportunity to learn more about how to bring your innovative solutions to the next level, and to network with other companies in your area.

Announcement of the new EIC president on 29 March

On the 29 March, the Commission announced the appointment of Michiel Scheffer as the President of the Board of the European Innovation Council (EIC). The EIC was established under the Horizon Europe programme and has a budget of over €10 billion, to identify and scale up breakthrough technologies and disruptive innovation. Michiel Scheffer, a Dutch national with over 20 years of professional experience in the innovation field, will bring his extensive network and expertise to the position. He has worked in business, academia, and public policy and is the founder and CEO of Polisema BV, which provides advice and investment to start-ups. The starting date of the appointment is still to be determined. Commissioner Gabriel congratulates Dr Michiel Scheffer on his appointment and thanks Professor Mark Ferguson for his outstanding commitment and achievements.

Call for 100 Regional Innovation Valleys to bolster local and regional innovation

During the ‘Partnerships for Regional Innovation' event, the Commission has launched a call for expression of interest for Regional Innovation Valleys to advance European innovation ecosystems and better connect innovation players across Europe, including in regions lagging behind; address pressing societal challenges; and foster stronger cohesion. As a flagship initiative under the New European Innovation Agenda, the Regional Innovation Valleys will focus on addressing the innovation divide by harnessing deep-tech innovation.

New Success Story: First drug against a blinding eye infection within reach

Oxygen and light are once again playing a key role in medicine, this time in the fight against cancer. EU-funded OXIGENATED project has developed drug delivery nano-carriers to bring oxygen to the tumour site. By restricting light and photosensitisers to the tumour, collateral damage of healthy tissue in other regions of the body can be largely avoided. This strategy could improve the effectiveness of this photodynamic therapy and help to save the lives of citizens affected by cancer.

The EU-funded RESPONDRONE project has developed new drone-based technology that provides situational awareness in real time. New R&I Success Story - Harnessing sensor technology to boost situational awareness in emergencies

When disaster strikes, emergency services are first on the scene. Dealing with crises often requires separate teams – firefighters, law enforcement and paramedics – to cooperate quickly and efficiently in order to save lives. By harnessing the power of sensory data, the EU-funded ASSISTANCE project has developed ways to increase situational awareness at disaster scenes enabling emergency services to work more effectively, helping to keep Europeans safe.

Danube-Black Sea Lighthouse Conference, 3-4 April, Bucharest

This high-level event is organised by the European Commission together with the Government of Romania and with the support of the EcoDaLLi Coordination and Support Action for the Danube basin and its delta. The aim of the event is to present the Mission “Restore Our Ocean and Waters by 2030” and mobilise stakeholders to join the Danube-Black Sea basin lighthouse and endorse the Mission Charter. The conference will build an appropriate framework to put together community and sectoral stakeholders in the Danube and Black Sea marine region to find the solutions to restore and achieve the good environmental status of the waters system and climate neutrality. Baltic and North Sea Lighthouse Conference, 25-26 April Hamburg

This high-level event organised by the European Commission in close cooperation with the German Ministry of Education and Research and with the support of the BlueMissionBANOS Co-ordination and Support Action for the Baltic & North Sea.  The aim of this event is to launch the Baltic and North Sea lighthouse of the Mission “Restore our Ocean and Waters by 2030”, with a broad mobilisation of the communities of actors to implement this Mission across this lighthouse. The event will focus on the political commitments to implement the Mission and agree on concrete measures and actions in the Baltic and North Sea basin, particularly to make the blue economy carbon-neutral and circular. Learning mobility
The aforementioned Citizens' Panel on learning mobility already met twice, its final session will be held on 28-30 April in Brussels, and Vice-President for Promoting our European Way of Life, Margaritis Schinas, will take part in the closing session. During these last rounds of exchanges, recommendations will be drafted from the participants which will be adding value and drawing a directive to the work already being done to make education within the European Education Area as accessible as possible.
