Good morning

On 17 February, I attended a virtual event for the signing of a grant agreement between the European Commission and representatives of the VACCELERATE consortium.

VACCELERATE will receive a €12 million grant to support the rapid establishment of a clinical research network already spanning 21 countries, with other countries being encouraged to join. It will work in close collaboration with the European Medicines Agency (EMA) to enable clinical trials for COVID-19 vaccines and prepare Europe for other infectious diseases that may emerge in the future. In particular, it will help determine the safety and efficacy of vaccines in priority groups (such as the elderly, pregnant women, and children) and it will assess efficacy of vaccines for new SARS-CoV-2 variants, or for different combinations of different existing vaccines (“mix and match”). VACCELERATE will act as a single entry point for vaccine developers, including SMEs, who are looking for European infrastructure to carry out vaccine trials, and also tap into CLIN-Net and LAB-Net - a Europe-wide network of more than 1000 clinical study sites and laboratories in 41 countries.

I am also pleased to announce that the third edition of the European Research and Innovation Days will be held virtually on 23 and 24 June 2021.

This year’s edition will mark the official launch of Horizon Europe, the new EU research and innovation programme for 2021-2027. It will focus on new initiatives to strengthen the European Research Area and it will highlight the importance of collective research and innovation in the coronavirus recovery and for a greener and more digital future.

On 11 February, to mark the International day of Women & Girls in Science, I shared a video message encouraging girls and women in Europe to unlock their full potential to help lead Europe towards a green, digital, healthy and resilient future.

I am determined to step up our efforts on gender equality and support more talented women in research and innovation. I am also committed to ensuring that the gender dimension is fully integrated into research and innovation supported by Horizon Europe, and that it is fully acknowledged in the European Research Area.

We have also published a new factsheet entitled “Gender equality, a strengthened commitment in Horizon Europe”, setting out the challenges and how we will tackle them.

I am also proud to present the new Horizon Europe video, premiered on 2 February during a Portuguese Presidency event celebrating the new EU research and innovation programme. Horizon Europe is our most ambitious research and innovation programme. With a budget of around €95.5 billion, it will support top researchers, innovators and citizens to develop the knowledge and solutions needed for a green, digital and healthy future for everyone. 4 February was World Cancer Day. Cancer affects everyone regardless of age, gender or social status and represents a tremendous burden for patients, families, and societies at large. There are more than 200 types of common and rare cancers. If no further action is taken, the number of people newly diagnosed with cancer every year in Europe will increase from the current 3.4 million to more than 4.0 million by 2035.

Fighting cancer and improving the lives of Europeans suffering from this disease is one of the priorities of the European Health Union. Horizon Europe and the Mission on Cancer will play a crucial role by boosting funding for research and innovation, enabling better prevention, optimised care and improved quality of life for cancer survivors. On 4 February, I took part in the 142nd plenary debate of the Committee of the Regions on the recovery of the cultural sector. Cooperation with the regions ensures that local and regional authorities can make the best use of the funding available to the cultural sectors through EU programmes such as Creative Europe, Horizon Europe and Erasmus+. On top of these, horizontal measures like the Coronavirus Response Investment (CRII) and the SURE initiative can enable targeted support, if Member States so decide. With our joint support, we will make sure that culture can and will play a key role in building a greener, more vibrant and more resilient Europe.

On 10 February, I took part in the plenary debate of the European Parliament on the impact of COVID-19 on youth and sport. I am glad that the Parliament has adopted a resolution to guarantee recovery measures for the sports sector and to concretely help young people cope with the pandemic. Only through an EU-wide approach can we be equipped with the right means to overcome this crisis.

On 19 February, I represented the Commission at the informal videoconference of Education Ministers, together with Commission Vice-President Margaritis Schinas and Commissioner for Employment and Social Rights Nicolas Schmit. We discussed access, inclusion and success for all in education and training, which are among the priorities of the European Education Area. We welcomed the Council resolution on European cooperation in education and training, which will establish a strategic framework for cooperation between the Commission and will guide our work towards the achievement of the European Education Area. I stressed once again that targeted investment in education is key – as shown in a study soon to be published by the Commission. I also announced the creation of an expert group on quality investment in education and training – you can find the call for applications here.

Our own scientists at the Joint Research Centre continue to provide invaluable insights and robust scientific evidence to help the Commission take the right actions to seize the opportunities and address the challenges of major trends impacting Europe. Last month, this included a report on the Demographic Landscapes of EU territories, which moves beyond country-level analysis to explore Europe's demographic change in fine detail, right down to individual neighbourhoods. Together with the European Union Agency for Cybersecurity (ENISA), JRC experts also released a report shedding light on the cybersecurity risks linked to the uptake of AI in autonomous vehicles, and how to address these risks.

My warm congratulations go to Professor Giorgio Parisi who has been awarded the prestigious Wolf Prize in physics for “being one of the most creative and influential theoretical physicists in recent decades”. I’m proud that the EU has supported his breakthrough research with substantial long-term founding – the European Research Council (ERC) backed him with two Advanced Grants. The Wolf Prize in physics has gained a reputation for identifying future winners of the Nobel Prize.

Finally, let me pay tribute to Nobel laureate Professor Paul Crutzen, who has passed away aged 87. As one the founding members of the Scientific Council of the European Research Council (ERC), Professor Crutzen played an instrumental role in the launch of the ERC. His truly pioneering work earned him a joint Nobel Prize in 1995. He was the first to show how human activities damage the ozone layer. His basic research lay the foundations for the worldwide ban on ozone-depleting substances within just a few years. He is also credited with coining the term “Anthropocene” to denote a new geological era characterised by the increasing impact of humanity. My thoughts go out to his family.

EU to set up new European Partnerships and invest nearly €10 billion for the green and digital transition

On 23 February, the Commission proposed to set up ten new European Partnerships between the EU, Member States and/or industry. The goal is to speed up the transition towards a green, climate neutral and digital Europe, and to make European industry more resilient and competitive. The EU will provide nearly €10 billion of funding that the partners will match with at least an equivalent amount of investment. This combined contribution is expected to mobilise additional investments in support of the transitions, and create long-term positive impacts on employment, the environment and society.

The proposed Institutionalised European Partnerships aim to improve EU preparedness and response to infectious diseases, develop efficient low-carbon aircraft for clean aviation, support the use of renewable biological raw materials in energy production, ensure European leadership in digital technologies and infrastructures, and make rail transport more competitive.

First calls under Horizon Europe to be launched by the European Research Council
On 22 February, the European Commission presented the 2021 Work Programme for the European Research Council. This is the first work programme under Horizon Europe, Europe's new Framework Programme for Research and Innovation for 2021-2027. It includes three main calls for proposals for frontier research actions for a total amount of €1.9 billion. The European Research Council (ERC) offers grants to top researchers from anywhere in the world who are ready to come or to stay in Europe to pursue their breakthrough scientific and technological discoveries that can form the basis of new industries, markets, and social innovations of the future.

European Green Deal Call raises high number of proposals under Horizon 2020
On 27 January, the Commission received 1550 proposals for the €1 billion Green Deal call, demonstrating an impressive response from the research community in Europe and beyond. The great interest in this last Horizon 2020 call shows the eagerness of research teams in the EU and beyond to find solutions that will tackle the climate crisis, restore and preserve our ecosystems and protect our societies, driving them through sustainable recovery. We look forward to their breakthrough discoveries and innovations.

35 projects awarded €3.5 million from the European Innovation Council to bring innovations closer to market
In the last Innovation Launchpad call, the European Innovation Council Pathfinder Pilot has selected 35 innovative projects aiming to contribute to strengthening European competitiveness and stimulate an open mind-set towards innovation and exploitation.

With these grants, the successful proposals will be able to analyse potential markets and ways to commercialise products, assess technology level and consolidate intellectual property rights, often with the goal of creating a start-up or spin-off.

This Innovation Launchpad call received a record number of proposals with 118 submitted. The 35 winning projects include: higher education institutes (23%), SMEs (38%), research organisations (23%) and private organisations (17%). Some of the higher education institutes will focus on bridging the gap from research prototypes to pre-commercialisation with the creation of spin–off companies.

Graduate tracking expert group report
On 19 February, Commissioner Gabriel welcomed the publication of the Graduate Tracking Report. The report provides, for the first time, high-quality data on graduate outcomes that are comparable at European level. It provides valuable feedback from European students that can help policy-makers, educational establishments and researchers make better-informed decisions when designing education curricula, offering career guidance, or identifying skills-development needs. The Commissioner described the report as an important step towards achieving a European-wide implementation of graduate tracking by 2025, which is crucial for the upcoming Higher Education Transformation Agenda and part of the European Education Area policy framework.

Meeting with High-level group on Gender Equality in Sport
On 16 February, Commissioner Gabriel attended the first meeting of the High Level Group on Gender Equality in Sport, which she appointed during the recent conference on ‘The recovery of the sport sector after the COVID-19 crisis: the way ahead’. Gender equality is a cross-cutting priority of the EU, and sport is no exception: we are seeing more and more women and girls practising sport and taking leadership positions, inspiring us through their dedication and contributing to broadening the perspective in our communities. Now is the time to build on this momentum, taking advantage of recently adopted EU policies and programmes. In this context, the expertise of the High-Level Group – involving athletes, sport federation presidents, academics and politicians – is key to bring gender equality to the table, define future strategic actions and have a real impact.

Meeting with chess Grand Master Ms Judith Polgar
On 22 February Commissioner Gabriel met with chess Grand Master Ms Judith Polgar, universally considered as the greatest female chess player of all time. She was trained to play chess from a very young age, as part of an “educational experiment” by her parents, whose aim was to prove that anyone is capable of high achievement in any field, as long as they receive appropriate and specialised training starting in early childhood. And indeed, Ms Polgar was the youngest chess Grand Master ever, obtaining the title at the age of 15. Her accomplishments are shattering gender stereotypes in a field traditionally dominated by men. Ms Polgar and the Commissioner exchanged on gender equality in education – especially in the STEM area, where girls and women are still under-represented – and on the contribution that chess can give to education and to achieving the European Education Area, as a powerful educational tool in schools all over the world.
New Transitions Performance Index tracks EU progress towards fair and prosperous sustainability: check how your country is doing

On 18 February, the European Commission published the new Transitions Performance Index (TPI).

It ranks EU Member States and 45 other countries across the globe on how they have performed from 2010 to 2019, both overall and in the four sustainability dimensions - economic, social, and environmental and governance, helping the EU achieve the Sustainable Development Goals and delivers on its priorities. The index shows that European Union is a strong global performer in the transition towards sustainability, with Denmark and the Netherlands topping the EU ranking and outperforming the US and China. EU countries have all progressed well over the last decade in their transitions performance, with an average improvement rate of 6.5%, compared to the global average rate of 5.4%. Moreover, the different starting points have not proven to be key to progress: some strong performing countries have continued to advance impressively and lesser performers have succeeded in catching-up. The JRC performed an independent statistical audit to validate the index’s methodology and ensure it returned robust results.

R&I at EU Industry Days as a key enabler for green and digital transition

The European industrial strategy builds a business case for greener, more digital and resilient industry. Research and innovation (R&I) is a key enabler for the green and digital transition and can help reduce strategic dependencies to ensure an open strategic autonomy for EU industry.

At the EU Industry Days (23-26 February), Jean-Eric Paquet discussed how our new concept of Industry 5.0 supports industrial leadership to make the transitions a reality, while keeping the human and societal aspects at the core. It reaches beyond industrial policy, which is why we envisage to engage in the broadest possible discussions with all stakeholders, this is just the beginning. He reiterated how the New ERA helps to speed up the transfer of research results into the real economy through the development of Common Industrial Technology Roadmaps with Member States, industry and other stakeholders, to include R&I investment agendas from basic research to deployment. The aim is to link these roadmaps closely to the Strategic Research and Innovation Agendas, agreed with Member States and industry under the Horizon Europe R&I Partnerships. We will stimulate business acceleration and growth by bridging the gap between SMEs and large companies through the European Innovation Council. In addition, the Open Innovation Textbeds for building materials, funder under Horizon 2020, contributes to the New Bauhaus initiative by providing SME’s the access to physical testing environment, digital twin services and energy efficiency modelling.

JRC analysis reveals diverse picture of population growth, decline and ageing in Europe

Europe’s population is getting older, but not all places are ageing equally. And the gap between regions of population growth and regions of population decline is set to get wider in the coming decades, according to a new report on demographic change from the Commission’s Joint Research Centre.

'The Demographic Landscape of EU Territories' moves beyond traditional country-level analysis to explore demographics at different scales: from regions, right down to individual neighbourhoods.

Cybersecurity challenges in the uptake of artificial intelligence in autonomous driving

A report by the JRC and the European Union Agency for Cybersecurity (ENISA) looks at cybersecurity risks connected to artificial intelligence (AI) in autonomous vehicles and provides recommendations for mitigating them.

By removing the most common cause of traffic accidents – the human driver – autonomous vehicles are expected to reduce traffic accidents and fatalities. However, they may pose a completely different type of risk to drivers, passengers and pedestrians. These systems, like all IT systems, are vulnerable to attacks that could compromise the proper functioning of the vehicle.

MSCA COFUND and Individual Fellowships

On 4 February, the Commission announced the results of the Marie Skłodowska-Curie Actions (MSCA). With up to €100 million over five years it will support 19 doctoral and 24 post-doctoral researcher training programmes of outstanding quality from 11 EU Member States and three associated countries. These programmes will foster the high-quality training, supervision and career development of almost 1,200 excellent scientists carrying out their research in a wide range of disciplines, from health to computer science, advanced manufacturing, energy, rural development or prehistory.

On 8 February the Commission also announced the results of the 2020 MSCA call for Individual Fellowship: the EU Horizon 2020 programme for research and innovation will fund – with a total of €328 million – 1,630 excellent, experienced post-doctoral researchers to work on projects in all research fields while receiving training and supervision to enhance their skills and boost their careers.

DiscoverEU webinar

On 15 February, Commissioner Gabriel was invited by Mr István Ujhelyi, Member of the European Parliament (S&D), to a brainstorming webinar with MEPs, cultural and tourism organisations, and representatives of the Portuguese presidency on the future of DiscoverEU. The Commissioner highlighted that the implementation of DiscoverEU under the new Erasmus+ will focus even more on the learning, inclusion and green dimensions, and thanked the MEPs for setting up a mentorship group that will provide useful input into the functioning of DiscoverEU, especially on these three dimensions. The mentorship group will allow the Parliament and the Commission to cooperate even more closely on the common goal of providing as many young people as possible with the opportunity to become mobile and discover Europe and themselves thanks to DiscoverEU.

FIBA WiLEAD webinar
On 18 February, Commissioner Gabriel took part in the first of the three WiLEAD (Women in Leadership) webinars, organised by FIBA to share the experiences and the professional challenges of women of high corporate and business repute, with the goal to inspire and unlock the potential in young leaders who require guidance and path-breaking ideas. Gender equality is a big priority for the EU and sports are the perfect ground to show that women can dream big and become leaders.

Commissioner Gabriel had the opportunity to stress that leadership is a great privilege: it is a matter of bringing people together, listening to the needs of the team, and making sure everyone feels motivated to do their best. Building something together with a team is empowering and nobody with the talent and skills to lead should be locked out – especially on the basis of gender. This is why gender equality is a big part of many EU programmes in the field of education: primarily Erasmus+, which is rooted exactly in the same spirit as projects like WiLEAD.

Opening Ceremony of the Alpine Ski World Championships
On 7 February, Commissioner Gabriel took part in the opening ceremony of the Alpine World Ski Championships in Cortina d’Ampezzo, the Italian ‘Queen of the Dolomites’. The Commissioner was particularly grateful to the Italian authorities, FIS and the volunteers who successfully organised the competition, despite the difficult circumstances. Sport teaches us resilience, not to give up, to look ahead, and now more than ever we all need to be reminded of these teachings.
Calls and collaborations
Get involved in the New European Bauhaus co-design phase

The New European Bauhaus initiative connects the European Green Deal to our living spaces. It calls on all Europeans to imagine and build together a sustainable and inclusive future that is beautiful for our eyes, minds, and souls.

In the co-design phase, running until Summer 2021, we are shaping the movement by gathering and connecting contemporary examples that showcase principles of the New European Bauhaus. We have also launched a call for partners to act as promoters, community managers, sounding boards and key interlocutors throughout the development of the initiative.

To start things off, we ran several info sessions aimed at regions,cities, businesses and other potential stakeholders. You can view the recordings of those sessions here.

On 22 February, we announced the finalists for the DigiEduHack Global Award, selected among the 51 winners of the 2020 DigiEduHack challenges, designed to produce ideas and concepts with a high impact on society as well as ready-to-be-developed solutions. EU Youth Conference, 12-15 March
On 12 March, Commissioner Gabriel will take part in the opening ceremony to the EU Youth Conference under the newly inaugurated Portuguese Presidency. Taking stock of the topic of the 8th cycle of the EU Youth Dialogue, in line with Youth Goal #9 “Space and Participation for All”, the Portuguese National Youth Council and the Portuguese Presidency of the Council of the EU proposed to hold a European 48-hour digital hackathon. The hackathon will challenge young Europeans to develop a digital tool to foster and boost youth participation. Stay tuned to find out more @euYOUTHconf

Open Research Europe publishing platform launch

On 24 March, the European Commission will officially launch Open Research Europe, an open access, free-of-charge and high quality publishing platform for scientific papers. The platform offers fast publication and open peer review for research conducted by Horizon 2020 and Horizon Europe beneficiaries. Open Research Europe is a publishing solution that goes beyond the standard offering of the current journal-based system in a way that is faster, more open and more transparent.
