New and improved Building Stock Observatory is now online!

The European Commission has launched a new and improved version of the EU Building Stock Observatory (BSO). Established in 2016 and currently under significant revamping process, the BSO is a web tool that monitors energy performance and decarbonisation-related buildings data for all EU countries.

The BSO now includes more reliable data for basic building stock indicators, higher quality data visualisations and more user-friendly interface, which will be continuously updated and improved.

Whether you're a seasoned building stock analyst, a policy advisor or just getting started, the Building Stock Observatory is tailored to elevate your data overview for the European market.

What is new and better?

New, more reliable data 

Drawing from the latest and most reliable available data sources, Eurostat, National statistics offices in Member States, and the Horizon Europe Hotmaps project, the new BSO enables consistency when comparing diverse scenarios across various models, covering the years 2016 to 2020.

The data covers the fundamentals required for any building stock analysis*: 

  • Number of buildings per country  

  • Number of buildings for residential and non-residential) 

  • Surface rate of constructed floor area 

  • Renovation rate 

  • Total final energy consumption  

New indicators and an easy-to-navigate structure

Revamp of the Building Stock Observatory

This revamp of the BSO encompasses an ambitious set of upgrades, with the aim of establishing the platform as the central hub for European building stock data. Notably, it will contribute to improving transparency on energy efficiency across the EU’s building stock under the Energy Performance of Buildings Directive.

The platform update is focused on 2 overarching goals to improve EU buildings data: 

  • Ensuring the EU BSO is useful across the whole policy cycle from effective target-setting to implementation, enforcement monitoring and evaluation at both national and EU level. 
  • Improving the platform’s user interface, making it easier to navigate for a wide range of potential end-users including policymakers, investors, financial institutions, construction and real estate industry stakeholders, energy providers, local authorities and researchers.

A second version is set to launch early 2024. This version will include important revamp of the data structure, more new data and data granularity, better visualisations and user experience, and country factsheets!

Meet the development team

The BSO development work is funded through a LIFE service contract managed by CINEA (European Climate, Infrastructure and Environment Executive Agency) and is led by partners Guidehouse, BPIE (Buildings Performance Institute of Europe), EURAC Research, TU Wien and the Danish Energy Agency (DEA), in close coordination with DG ENER and DG DIGIT.
