Welcome to the SRI August 2022 update
We hope you had a great summer ! In this new edition of the SRI newsletter, we update you with :
  • Save the Date for the 2nd SRI platform plenary meeting: it will be held on 23 November 2022 and you can already register.
  • SRI test phases in EU countries: two additional EU countries have recently decided to launch an official test phase: Finland and Croatia.
  • SRI Explained: a new factsheet focused on Lighting has been released.
  • Upcoming online event: SRI awareness session in Italian on 21 September 2022 organized by SmartBuilt4EU.

SRI Platform: 2nd plenary stakeholders meeting
Save the Date ! 🗓️ When: 23 November 2022, from 09.30 to 12.00 (CET), online

The SRI platform serves to promote and support the testing and implementation of the SRI. It gathers Member States and all stakeholders interested in the SRI to facilitate interaction and discussion on technical, regulatory and implementation aspects of the SRI.

This meeting will provide an update on the work achieved over the past months to support SRI roll-out in Europe. It will also present the work plan of the three Working Groups of the platform which are now up and running:

  • Group 1: Member State SRI test phase
  • Group 2: Maintenance & potential extension of the SRI calculation methodology
  • Group 3: SRI value proposition and supporting measures

SRI test phase in EU countries (August 2022 Update)
Two EU countries have recently decided to launch an official test phase of the Smart Readiness Indicator (SRI): Finland and Croatia. They are joining the 4 countries which had already made this decision a few months ago (Austria, Czech Republic, Denmark and France). Other Member States are encouraged to join the move and test the SRI on their territories. In each of the 6 front-running countries, the national administration is supported by one or several local technical partners and by the SRI Support Team.

🇫🇮 Finland

The SRI test phase in Finland is led by the Ministry of the Environment with the support of MOTIVA, a company dedicated to promoting and supporting sustainable development. External assessors are going to be trained in order to conduct SRI assessments for a target of 150 buildings of different types. The test phase should last around two years, comprising a social impact assessment and an evaluation of the suitability of the scheme to Finland.

🇭🇷 Croatia

The SRI test phase in Croatia is led by the Ministry of Physical Planning, Construction and State Assets and is supported by the non-profit scientific institution Energy Institute Hrvoje Pozar (EIHP). The test phase will be conducted thanks to a recently selected project of the EU Programme for the Environment and Climate Action (LIFE). The test phase aims at exploring the potentials and opportunities for SRI in the Croatian context and at contributing to the overall development and refinement of the SRI calculation methodology.

➜ The SRI Support Team will provide Croatia and Finland with communication, training and assessment material.

🇦🇹 Austria

The Austrian test phase is led by the Austrian Institute of Construction Engineering (OIB) and the Austrian Climate Ministry (BMK), with the involvement of AEE Intec and of the University of Natural Resources and Life Sciences Vienna (BOKU) who are conducting the assessments. The focus of the test phase is to benchmark the SRI methodology against other methods developed in Austria with a focus on energy flexibility. A large number of different building typologies are examined and assessed on the basis of detailed documented buildings from Austrian regions or the federal government.

➜ The SRI Support Team has provided Austria with support material in German (SRI calculation sheet, practical guide, training slide deck).

🇨🇿 Czech Republic

The Czech test phase is led by the Ministry of Industry and Trade (MPO), with support from the Department of Environmental and Building Services Engineering of the Czech Technical University in Prague (CTU). During the test phase the common SRI methodology is applied, and depending on the sensitivity of the results, some adaptations may be undertaken in a later phase. SRI evaluations are conducted by the team of the University. The test phase should last around one year.

➜ The SRI Support Team has provided Czech Republic with some communication and technical material, and is supporting the recruitment of buildings to be assessed.

🇩🇰 Denmark

The Danish test phase is led by the Danish Energy Agency (DEA) in cooperation with the Danish Technological Institute (DTI). The purpose is to investigate potentials and opportunities for the SRI in a Danish context. Assessors from DTI will conduct the SRI assessment for 25-30 buildings, including offices, dwellings, multi-familiy homes, educational institutions – old and new, and with different energy supplies.

➜ The SRI Support Team has provided Denmark with an ad-hoc tool to generate SRI certificates from the SRI calculation sheet.

🇫🇷 France

The French test phase is led by the Ministry for Ecological Transition with the support of CEREMA. SRI assessments are going to be conducted by independent third parties: EPC assessors are going to be recruited and trained for that purpose by CEREMA, who will in turn deliver formal SRI certificates. The target is to assess at least 30 buildings as a first step.

➜ The SRI Support Team has supported France in adapting the SRI assessment package and the SRI training slide deck to the French context; and has provided a tailored and automated certificate template enabling CEREMA to easily generate SRI certificates, and a tailored online validation questionnaire to check external assessors’ capacity to conduct SRI assessments.

SRI Explained | Lighting factsheet
The SRI support team is developing a series of factsheets to illustrate with practical examples how smart readiness of buildings is assessed with the SRI indicator.

A second factsheet has been released: it is focused on Lighting which is one of the nine technical domains addressed by the SRI.

Additional factsheets will be released in the coming weeks to provide further examples adressing the other SRI technical domains.

Events
SRI awareness session in Italian
On September 21st, 2022, 14:00 to 16:30, an online SRI awareness session is proposed in Italian 🇮🇹.

Organised by the EU H2020 SmartBuilt4EU Project, this webinar will present the main operating principles of the SRI indicator. It will highlight relevant ongoing initiatives in Italy, and a selection of work and tools developed to facilitate the understanding and deployment of the SRI.

Presentations will be delivered by EURAC, ANIE CSI, ENEA, Schneider Electric, Cassino and Mercatorum Universities.
