From helping early-stage startups get off the ground to backing bigger rounds alongside private capital, public funds continue to de-risk innovation and fuel competitiveness. This quarterly ranking highlights the public funds that made the most bets — either with equity, debt or grant funding — on European tech startups this quarter.

EU Commission reallocates cash to defence, again

Euractiv | 22/04/2025 | Europe - Concretely, the European Innovation Council (EIC) of Horizon Europe – whose role is to support the commercialisation of high technologies – would do the same for dual-use and defence-related innovations in the future. “The objective is to foster a dynamic innovation ecosystem that speeds up the development and deployment of cutting-edge dual-use and defence technologies, like AI and cybersecurity,” the executive’s press release says.

Commission wants Horizon Europe to fund dual-use technologies

Science Business | 24/04/2025 | Europe - The European Commission is proposing a “targeted exception” to Horizon Europe’s exclusively civilian focus that would allow the European Innovation Council (EIC) to support dual-use technologies. Plans to allow the EIC to invest in technologies with both civil and military applications were previewed in March in the Commission’s white paper on the future of European defence.

Macron launches an appeal to international researchers
|
Les Echos | 18/04/2025 | France - The "Choose France for Science" platform calls on universities and research organisations to submit projects to host international researchers, "particularly in the areas of" health research, climate and biodiversity, digital technology and artificial intelligence, space studies, agriculture and food, and low-carbon energy. Successful candidates must commit to "submitting a competitive European or international project" (ERC, EIC pathfinder, etc.) within two years of their arrival.

Earlier this week, the Commission said the European Innovation Council—which supports the development and commercialisation of breakthrough technologies—should start funding “defence-related innovations…to foster a dynamic innovation ecosystem that speeds up the development and deployment of cutting-edge…technologies, like artificial intelligence and cybersecurity”.

Lace Lithography uses atoms to go beyond EUVL

FabouLACE is a European Union funded project to develop dispersion force masked-based helium atom lithography with a budget of €2.5 million provided by the European Innovation Council. The project’s start date was December 1, 2023 and its runs until November 30, 2026.

DataQuest | 24/04/2025 - EIC and Business Finland funds take SemiQon’s total fundraising to EUR 24 million in form of blended finances combining private investments and project funding over the last 2.5 years. With the EIC backing, SemiQon will speed up commercialization and diversify its business to domains beyond the quantum industry. The highly competitive EIC funding consists of EUR 2.5 million in a competitive, non-dilutive grant and an additional EUR 15 million of equity-based ear-marked funding.
