What’s the Buzz in DEFIS this week?
After SOTEU: DEFIS priority activities

In her State of the Union address on 14 September, President von der Leyen outlined flagship initiatives which the Commission plans to undertake in the coming year.

The initiatives among others include:

  • Continuing to strongly support Ukraine and its people, including by mobilising the full power of the EU’s Single Market;

  • Putting in place measures to support Europeans in weathering the energy crisis;
  • Supporting the business environment, particularly small and medium enterprises, to strengthen Europe’s future competitiveness;
  • Cutting the EU’s dependency on Russian fossil fuels, and working closely with reliable suppliers;
  • Investing further in renewable energy and hydrogen, in particular;
  • Leading globally on climate adaptation and protecting our nature;
  • Continuing to stand up for democracy, at home and across the world, and for the rule of law.

In a follow-up email to staff, DEFIS Director-General Timo Pesonen underlines “a number of elements which relate, directly or indirectly, to DG DEFIS’ competences […]. DG DEFIS will of course deliver on these initiatives under the leadership of Commissioner Thierry Breton”.

Director-General Pesonen in Oberpfaffenhofen

On Monday, DEFIS Director-General Timo Pesonen visited the Galileo Control Centre (GCC) in Oberpfaffenhofen, together with Germany’s State Secretary Stephan Schorr and EUSPA Executive Director Rodrigo da Costa.

The Galileo constellation is managed by two Control Centres.
In 2021, both GCCs were upgraded, enhancing their capabilities to support among others, Launch and Early Orbit Phase operations.

The DG DEFIS delegation included also Director Catherine Kavvada, Acting Director Evi Papantoniou, Head of Unit B1 Christoph Kautz, and Hugues Parmentier.

DG DEFIS speaks on EU Security and Defence at the EC Representation in Germany

Once a year, the Representation of the European Commission in Germany organises a national network-meeting. .

This year, the meeting took place in Munich from 13 - 14 September, with a 100+ strong audience.

Next to workshops and watching the SOTEU together, two panel discussions took place – one on REPowerEU and the second one on the European Security and Defence Policy.

To the latter, Head of Unit Sylvia Kainz-Huber from DG DEFIS A2 discussed the status of the European Security and Defence Policy – together with Andrea Rotter, Head of Division for Foreign and Security Policy, Hanns-Seidel Stiftung and Benedikt Franke, CEO of the Munich Security Conference.

The panel was moderated by Prof. Uli Brückner, Team Europe Direct.

“Cyber and Disruptive Technologies: PESCO and EDF Projects Common Approach”

On Wednesday, DG DEFIS Policy Officer Getter Oper presented the European Defence Fund and EU Cyber policy initiatives to an audience of Portuguese stakeholders and representatives from defence cluster organisations and government agencies.

Organised by IDD Portugal, under the auspices of the Portuguese Ministry of Defence, the Symposium gathered officials from the Commission, EDA, NATO and EEAS.

Portugal will host its national EDF Info Day on 21 September, spread the word!

Site visit to a CubeSats market leader

Last week, colleagues from DEFIS Unit B2 Innovation, Start-ups, and Economics, visited ISISPACE, a Dutch NewSpace company based in Delft dedicated to the design, manufacture and operation of CubeSats.

ISISPACE is one of the market leaders in Europe in the nano-satellite domain.

Talking Defence over lunch with DG BUDG

On Thursday, during a lunchtime webinar, DG DEFIS Unit A1 experts presented to Commission colleagues recent defence policy initiatives stemming from the “Defence Package” (adopted in February), with a focus on the “EDIRPA” instrument.

With over 110 participants, the appetite was high to discover more about the Commission’s proposal for a Regulation that sets out a framework for common purchasing of military capabilities.

Organigramme update

As of 16 September, Malwina Nowakowska-Ketterle is the new Deputy Head of Unit A1 “Defence Industry and Market Policy”.

Malwina comes to us from DG GROW, where she worked as Deputy Head of Unit 01.

We wish her a warm welcome and all the best in her new position.

Calls for expression of interest

Only two weeks left to express your interest in two new internal initiatives to be rolled out this fall:

Mentoring newcomers: senior, more experienced staff are invited to dedicate some of their time and know-how to the onboarding of new colleagues – to get them started in the business of DG DEFIS.

Job-shadowing opportunities: colleagues interested in getting to know better the work of other units will have an opportunity to do some job-shadowing during a few days.

Thank you to those who have already applied. If you are interested in taking a part in either mentoring or/and job-shadowing in the coming months and haven’t come forward yet, please email the HR Correspondent by 30 September.

QBox Away Day Specials

Part 3 of the Question Box special series recorded during the DEFIS Away Day last June is now released.

This month of September, each Thursday morning brings in a new video.

In each video, a different pair of randomly matched colleagues take informal and mostly non work-related questions, allowing us to get casually acquainted with one another.

As for parts 1 (Monica and Bastien), 2 (Vera and Marco) and now 3, the next episodes 4 and 5 will be available on DEFIS Channel.

Pausa caffè in BREY

# SchumanTrophy2023: Get your game up!

After a very first honourable participation in the Schuman Trophy last summer, DG DEFIS invites all interested staff to play football once a week after work in the Cinquantenaire park and step up our game with a weekly practice.

The idea is to build a base for the 2023 Schuman Trophy team and play sport in a cordial atmosphere.

Critical Raw Materials Act: securing the new gas and oil at the heart of our economy

In her 2022 State of the Union address, European Commission President von der Leyen recalled some hard facts: without secure and sustainable access to the necessary raw materials, our ambition to become the first climate neutral continent is at risk.

In fact, without critical raw materials, we will not lead the digital decade and will not be able to develop our defence capabilities either.

We are experiencing a global race for the supply and recycling of critical raw materials.

To act fast, with ambition, and according to our European values and standards, we will put forward a European Critical Raw Materials Act as announced on Thursday 15 September.

A European Sovereignty Fund for an industry “Made in Europe”

“Since the beginning of this mandate, we have developed an ambitious industrial policy. To take our Strategic Autonomy to the next level, we will launch a "European Sovereignty Fund"”, writes Internal Market Commissioner Thierry Breton.

“When it comes to digital, […] we also urgently need a strong cyber shield for Europe with an EU infrastructure of interconnected security operational centres to faster detect potential attacks and react jointly – a cyber equivalent of our border and coast guards.

“On defence, the EU instrument on common procurement we presented in July to reinforce European defence industrial capacities is admittedly of small magnitude in terms of budget. To live up to our ambition, we need to put our money where our mouth is and mobilise a much more significant budget”, warns Commissioner Breton.

Towards cybersecurity requirements for connected devices

The Cyber Resilience Act presented on Thursday in Brussels aims to become a global standard bearer by introducing mandatory cybersecurity requirements for every product with digital elements (Internet of Things) and make consumers more informed about the cybersecurity aspect of what they're buying.

Defence highlighted in the EP debate following SOTEU

In the debate following President von der Leyen’s address, two political groups were particularly vocal on defence matters.

The EPP leader deplored the lack of effort to coordinate the EU’s defence activities and called on the “Commission to launch, before December, a European defence action plan”.

In addition, Guy Verhofstadt and Hilde Vautmans (Renew Belgian MEPs) supported the creation of a Defence Union, that should be on the agenda of the European Convention.

Other MEPs from the ECR group shared the view that NATO’s role should be reinforced further to the accession of Finland and Sweden.

Finnish Prime Minister addresses the EP Plenary

Earlier this week, during the sixth “This is Europe” debate, Prime Minister Marin made a strong plea to foster EU unity vis-à-vis Russia and expressed pride in Finland and Sweden’s recent decisions to join NATO.

She also called to introduce qualified majority voting in foreign and security policy.

As it responds to crises and challenges, the EU needs a sufficient budget, while not losing sight of EU’s fiscal rules, she added.

Most political groups explicitly commended Finland’s decision to join NATO. Some even called for building a EU defensive system, backed by a European pillar within NATO.

EP takes critical stance on Council’s position on 2023 budget

On Tuesday evening, the CZ Presidency presented to the EP Plenary the Council’s position on next year’s EU budget and explained the proposed cuts and adjustments.

Commissioner Hahn warned against several risks, especially the possible detrimental impact on the implementation of new flagship initiatives, such as the Chips Act and Secure Connectivity.

During their interventions, MEPs underscored the need to secure sufficient budget for defence, referring to more investment in defence industry and military mobility. “Democracy and peace have a price”, the EP rapporteur added.

EP calling the ISS

On Wednesday evening, the EP paid tribute to another distinguished European lady.

EP President Metsola congratulated astronaut Samantha Cristoforetti as the first European woman to be the Commander of the International Space Station.

“Thank you for reminding us to reach for the stars, Samantha! We are so proud of you”, said President Metsola

19-20 Sep. Copernicus Polar Workshop

The Copernicus workshop will feature sessions on Climate Change, Artic Economy, Future missions for polar applications.

The climate-change issues the Polar Regions are facing might seem distant, but they are not isolated.

This workshop aims to address Polar resilience, the changing Arctic economy and the changing climate at both poles, and how Copernicus can support monitoring these key aspects and facilitate interactions and discussions between different stakeholders.

21 Sep. Innovation in dual-use technologies

The European Cluster Collaboration Platform, on behalf of the European Commission, organises the EU Clusters Talk “Civil, Defence & Space: Challenges and innovation in dual-use technologies” on 21 September, 8:30-9:30.

The panel will discuss the exploitation potential of dual-use technologies, opportunities for SMEs and start-ups across various (civilian) industrial ecosystems, and future trends.

Speakers include senior experts from the European Commission together with representatives of national defence cluster organisations (Estonia) and companies that will share their user-perspectives.

Policy Officer from Unit A2, Paul Anciaux, will participate in the conference to discuss the role of the ENDR. Registrations remain open until 21 September at 7.30AM.

30 Sep. Copernicus for Schools event in Brussels

"Around the world in 80…minutes!" is an educational activity for schools developed by the European Commission as part of the European Year of Youth.

This Brussels-based event represents an interesting opportunity to give 11–15 years old pupils an introduction to the EU Space Programme, Earth Observation and Copernicus!

The activity will be led by educators from Cité de l’Espace, along with Copernicus Support Office experts. The quiz will be offered in English, French and Dutch.

Please inform the Copernicus Support Office if your school is interested in participating in one of the sessions, and with how many students.

11-12 Oct. Copernicus Biodiversity in Coastal Ecosystems Workshop

If you want to learn more about Earth Observation’s role in protecting biodiversity, then this online workshop is for you!

Organised by DG DEFIS and EUSPA, four sessions will be dedicated across two days to:

  1. Biodiversity and Coastal Resources – Setting the Scene
  2. Biodiversity versus Economic Development
  3. Biodiversity Conservation in the Context of Climate Change
  4. A Future Green Copernicus for Coastal Ecosystems

The sessions will be a chance to share best practices and case studies, highlight opportunities for coupling digital technologies with science and research, and discuss how industry and businesses can leverage space technologies to help achieve such EU policy goals as the Biodiversity Strategy and Green Deal.

12 Oct. EU Regions panel on Space & Defence Ecosystems

Make sure to register to the online conference on 12 October at 11.00 AM.

In the context of the 2022 EU Week of Regions, DG DEFIS will host a 1-hour virtual session titled:

"Space and Defence Ecosystems - Fostering the Digital Economies of EU Regions" to showcase the regional dimension of DEFIS-led initiatives.
