The 28th UN Climate Change Conference (COP28) starts on 30 November in Dubai. The European Union will call on all Parties to take urgent action to bring down greenhouse gas emissions this decade and respect their commitments under the Paris Agreement to limit global warming to 1.5°C.

During COP28, President of the European Commission Ursula von der Leyen will attend the World Climate Action Summit. She will also launch the Global Pledge on Renewables and Energy Efficiency with the COP28 Presidency, aiming to triple installed renewables capacity and double energy efficiency measures by 2030.

At COP28, the Parties will for the first time examine the progress made towards achieving the Paris Agreement goals and define further necessary actions. European Commissioner for Climate Action Wopke Hoekstra will lead the EU negotiating team.

The EU negotiating goals include:

  • accelerating the phaseout of fossil fuel emissions
  • working towards post-2030 targets immediately
  • pushing for the speedy implementation of existing commitments
  • enabling adaptation to climate change with nature-based solutions
  • increasing climate finance contributions from developed countries.

The 28th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), is a significant international summit where world leaders, environmental experts, activists, and stakeholders gather to discuss and negotiate actions to combat climate change. The Commission takes part at COP every year and organises various side events addressing climate-related issues.
