Consultation on monitoring, reporting & verification of aviation non-CO2 impact on the climate

The European Commission is organising a meeting to consult with relevant stakeholders and the public on the objectives, scope and first steps for establishing a monitoring, reporting and verification system for non-CO2 effects in aviation.

This initiative stems from the revised EU Emission Trading System (ETS) Directive (amended by Directive (EU) 2023/958). The meeting will take place on 1 December 2023. 

Support to the Commission is provided by a consortium of To70, the German Aerospace Center (DLR) and AerLabs. The goals of the project are threefold:

  1. Define what data inputs and formats are required to accurately compute non-CO2 impacts,
  2. describe and simulate how best to collect and store this data through a software tool, including the creation of the tool itself in 2024, and
  3. assess the effort required to operationalize such a data collection tool for all relevant stakeholders.

Attendees will get insights into the project scope and targets, as well as to examine the first results from the ongoing analysis.
