LE COIN DES VILLAGES CONNECTÉS
|
Revitaliser les services ruraux par l’innovation sociale et numérique
Un séminaire du REDR (22 mai 2018 – Bruxelles, Belgique) a réuni un large éventail de praticiens du développement rural et de décideurs politiques afin qu’ils identifient les prérequis et les étapes concrètes nécessaires à la mise en place d’un environnement propice au développement des « Villages connectés ».
L’événement a mis en avant les très nombreuses innovations sociales et numériques qui émergent actuellement un peu partout en Europe et en particulier les initiatives des communautés rurales visant à renforcer l’offre de services grâce aux outils disponibles. Ce séminaire était organisé dans le cadre du travail thématique général du REDR sur les « Villages connectés », thème du n° 26 de la Revue rurale de l’UE (voir ci-dessous) et d’une prochaine édition de la Brochure des projets du FEADER.

Découvrez comment, aux quatre coins de l’Europe, des communautés rurales prennent l’initiative d’identifier des solutions pratiques aux défis qu’elles rencontrent et de saisir de nouvelles opportunités – lisez le nouveau numéro de la Revue rurale de l’UE sur les « Villages connectés : revitaliser les services ruraux ».
Ce numéro examine comment l’innovation sociale et numérique peut être utilisée de manière créative pour améliorer les services de base dans les régions rurales. Il se penche ensuite sur une série d’approches nationales et régionales visant à créer un environnement propice au développement de villages connectés et explore également comment les programmes de développement rural peuvent catalyser la création de services ruraux innovants et mobiliser des ressources financières supplémentaires pour une efficacité toujours plus grande.

Villages éco-sociaux connectés
|
Un nouveau projet pilote, financé par l’UE entre décembre 2017 et avril 2019, cartographiera les défis et les perspectives dans les zones rurales, proposera une définition des « villages connectés » et identifiera des exemples de bonnes pratiques et des études de cas dans ce domaine.
Dans le cadre de son analyse des stratégies et approches pour la création de « villages connectés », le projet s’emploie à recueillir des données sur les méthodes innovantes utilisées dans les zones rurales pour relever les défis qui les concernent.

Un nouveau budget pour la PAC 2021-2027
|
Le 2 mai 2018, la Commission européenne a proposé le nouveau budget pour l’UE-27 (« Un budget de l’UE pour l’avenir ») y compris en vue d’une politique agricole commune (PAC) réformée et modernisée.
La Commission propose d’affecter un budget de 365 milliards à la nouvelle PAC lequel continuera à soutenir les aides directes aux agriculteurs et le développement rural. Le budget donnera une plus grande priorité à l’environnement et au climat et soutiendra la transition vers un secteur agricole plus durable ainsi que le développement de zones rurales dynamiques.

Améliorer l’attrait des zones rurales pour les jeunes
|
Un récent atelier du REDR (3 mai 2018 – Bruxelles, Belgique) a réuni de jeunes agriculteurs, des entrepreneurs et des décideurs politiques afin qu’ils explorent des pistes pour la création d’emplois et de services pour les jeunes dans les zones rurales.
L’atelier a présenté des exemples inspirants d’initiatives et de projets en faveur de la jeunesse, axés sur l’esprit d’entreprise, les liens ruraux-urbains, la communication et la numérisation. Les participants ont examiné comment divers instruments de politiques et fonds peuvent être combinés stratégiquement pour améliorer l’attrait des zones rurales pour les jeunes.
Cet événement s’inscrivait dans le cadre du travail thématique général du REDR sur l’« Inclusion sociale ».

Soutenir l’utilisation efficace de l’eau et des sols
|
Participez au séminaire du REDR sur la « Gestion durable des ressources en eau et des sols » qui aura lieu à Bruxelles (Belgique), le 14 juin.
Le séminaire examinera comment les programmes de développement rural (PDR) peuvent soutenir la réalisation des objectifs d’utilisation efficace des ressources, notamment les facteurs favorables et les obstacles à la mise en œuvre des mesures des PDR dans ce domaine.

|
Un financement simplifié pour les projets de développement rural
|
Dans son nouveau rapport sur l’utilisation des options de coûts simplifiés (OCS) pour les projets de développement rural, la Cour des comptes européenne conclut que les OSC allègent la charge administrative pour les bénéficiaires comme pour les autorités nationales, et qu’elles doivent donc être utilisées à plus grande échelle.
Ce rapport révèle que les OSC ne concernent qu’une part modeste des dépenses pour la période 2014-2020, en raison de la nature hétéroclite des projets de développement rural. Les OSC peuvent permettre de maîtriser les coûts des projets, mais uniquement si elles sont fixées au niveau approprié et reposent sur une méthodologie juste, équitable et vérifiable.

Instruments financiers pour le développement rural
|
Une nouvelle publication de la plateforme de conseil fi-compass se penche sur la mise en œuvre du Fonds européen agricole pour le développement rural (FEADER) par le biais des instruments financiers, sur base des expériences pratiques dans les États membres de l’UE.
L’étude examine le travail préparatoire effectué par les Autorités de gestion, le cadre juridique et ses répercussions sur la mise en œuvre des instruments financiers. Il analyse aussi comment ceux-ci ont été programmés dans les programmes de développement rural pour la période 2014-2020.

Numérisation inclusive dans la région de la mer Baltique
|
Une récente note de politiques publiée dans le cadre du projet BSR Stars S3 examine comment réaliser l’objectif de numérisation inclusive dans la région de la mer Baltique. Elle identifie aussi les avantages potentiels et les défis uniques pour les zones rurales de la région.
Cette note formule des recommandations de politiques – par exemple une politique distincte de numérisation des zones rurales et le soutien d’un expert en TIC aux PME des zones rurales – et présente quatre exemples de bonnes pratiques d’action commune entre gouvernement local, institutions publiques et entreprises rurales.
