Communication sur l'avenir de la PAC
|
La Commission européenne a publié le 29 novembre 2017 sa communication sur « L'avenir de l'alimentation et de l'agriculture – pour une politique agricole commune flexible, juste et durable » (PAC).
Le document présente la vision de la Commission sur la PAC post-2020 décrivant une approche plus simple et plus flexible pour garantir que la PAC génère des résultats en matière de soutien aux agriculteurs et stimule le développement durable de l'agriculture de l'UE. Il pose les fondations d'un nouveau système de mise en œuvre, qui ouvre la voie à une approche de la PAC davantage basée sur les résultats. Ce document sera suivi de propositions législatives détaillées avant l'été 2018.

Le nouveau numéro de Rural Connections est à présent en ligne
|
Le numéro automne/hiver 2017 du magazine du REDR, « Rural Connections », est à présent disponible sur le site web du Réseau.
Dans ce numéro, nous nous concentrons sur le test rural (rural proofing), en analysant en profondeur les approches britannique et nordique et en présentant les visions du commissaire européen à l'agriculture et au développement rural, Phil Hogan, ainsi que de Guillaume Cros, membre du Comité européen des régions. En plus de nos actualités et mises à jour habituelles, nous présentons une sélection de points de vue des parties prenantes sur des sujets allant des initiatives communautaires rurales sur le haut débit au tout premier Parlement rural des jeunes de l'UE.

Nouveau portail sur les Villages intelligents
|
Le Point de contact du REDR a récemment lancé un portail en ligne rassemblant des projets, initiatives et réseaux de toute l'Europe qui explorent des méthodes nouvelles et variées visant à redynamiser les services ruraux à travers l'innovation numérique et sociale.
Le portail présente des informations recueillies par le groupe thématique (GT) du REDR sur les « Villages intelligents » et sera continuellement alimenté pour refléter les nombreuses activités inspirantes à l'échelon européen, national et local. Participez-vous à un projet intéressant sur ce thème ? Faites-le nous connaître !
Le nouveau portail a été présenté lors de la deuxième réunion du GT (7 décembre 2017), qui était axée sur l'innovation sociale et a exploré des solutions locales créatives pour remédier aux lacunes des services ruraux, ainsi que des pistes pour mettre en place un contexte politique plus propice à de telles initiatives.

L'Assemblée des réseaux ruraux passe en revue les conclusions des auto-évaluations
|
La quatrième réunion de l'Assemblée des réseaux ruraux (14 décembre 2017 – Bruxelles, Belgique) a formulé des recommandations pour améliorer les activités des réseaux à la lumière du premier exercice complet d'auto-évaluation.
En outre, les membres de l'Assemblée ont pris connaissance et discuté de la communication de la Commission européenne sur l'avenir de l'alimentation et de l'agriculture et ont passé en revue les propositions d'activités prioritaires des Réseaux ruraux européens en 2018.

Sujets prioritaires en matière de gestion de l'eau et des sols
|
La deuxième réunion du groupe thématique (GT) sur la Gestion de l'eau et des sols (15 décembre 2017) a examiné les conclusions du travail de recherche initial mené par le Point de contact du REDR sur les systèmes de paiement basés sur les résultats, les approches collectives et la gestion des nutriments.
La réunion a rassemblé diverses parties prenantes du développement rural en vue d’approfondir ces sous-thèmes et d’échanger sur la manière dont les bonnes pratiques qui les entourent peuvent être transformées en recommandations pour une mise en œuvre plus efficace des PDR.

Revue rurale de l'UE n° 24 disponible dans sept langues
|
Le numéro 24 de la Revue rurale de l'UE sur le thème « Réinventer les opportunités commerciales en milieu rural » est désormais disponible en anglais, français, allemand, italien, espagnol, polonais et portugais sur le site web du REDR.
Ce numéro explore certaines des dernières réflexions et pratiques sur les approches de soutien à l'entrepreneuriat rural qui permettent d'exploiter les opportunités émergentes ainsi que le potentiel latent en vue de développer de nouvelles formes d'entreprises rurales prospères.

Travail du REDR sur l'innovation LEADER
|
Un récent atelier du REDR (30 novembre 2017 – Bruxelles, Belgique) a réuni 35 experts et praticiens de LEADER pour explorer les attitudes de « réduction des risques » et de « recherche d'opportunités » en matière d'innovation locale.
Les discussions ont été axées sur la proportionnalité des exigences réglementaires, la fourniture améliorée d'informations, le rôle de « facilitateurs de l'innovation » des groupes d'action locale ainsi que la coordination renforcée à travers l'ensemble du processus LEADER. Le Point de contact du REDR continuera à faciliter les échanges et collecter des informations sur ce sujet. Consultez notre nouvelle page sur l'innovation LEADER, à paraître en janvier 2018.

Un nouveau Réseau rural en Turquie
|
Un nouveau Réseau national de développement rural a été lancé le 28 novembre 2017 à Ankara, Turquie, offrant ainsi des opportunités de collaboration et d'échange avec les réseaux ruraux de l'UE.
L'événement de lancement a réuni un large éventail de parties prenantes y compris les 25 premiers groupes d'action locale turcs (GAL) financés au titre de l'instrument de préadhésion pour le développement rural (IPARD). Le réseau doit désormais être renforcé et définir ses tâches et priorités thématiques, processus qui commencera en 2018.

Haut débit dans les régions rurales de Grèce
|
Un projet qui s'emploie à développer l'infrastructure pour le haut débit dans les régions rurales et reculées de Grèce a été récompensé lors des récents European Broadband Awards 2017 pour sa contribution à la cohésion territoriale.
Le projet – qui a permis à plus d'un demi-million de personnes de profiter d'un accès à internet pour un prix abordable à travers une série de technologies de haut débit – a bénéficié de financements privés, nationaux et européens, en ce compris du soutien au titre du Fonds européen agricole pour le développement rural (FEADER) et du Fonds européen de développement économique et régional (FEDER).

Nouvelles vidéos des réseaux sur le développement rural
|
Trois des Réseaux ruraux nationaux (RRN) ont récemment publié de nouvelles vidéos illustrant les avantages et opportunités des programmes de développement rural (PDR) :
- des vidéos présentant des projets inspirants financés au titre du PDR écossais (source : RRN écossais) ;
- des vidéos sur le thème de la « Viabilité et compétitivité des exploitations agricoles » (source : RRN irlandais) ;
- des vidéos sur l'utilisation efficace des ressources naturelles dans l'agriculture résumant les conclusions du travail thématique mené par le REDR (source : RRN italien).

Catalogue des projets d'innovation agricole
|
Toute une série de projets d'innovation présentés lors du Sommet de l'innovation agricole (11-12 octobre 2017 – Lisbonne, Portugal) sont maintenant rassemblés dans un catalogue complet.
La publication reprend plus de 100 projets financés au titre de différents flux de financement et les classe dans les catégories suivantes :
- Utilisation des ressources : adaptation et atténuation ;
- Gestion des systèmes agricoles, alimentaires et sylvicoles et valorisation du territoire ;
- Agriculture 4.0 et développement rural.

Stimuler les partenariats rural-urbain pour l'innovation
|
Un nouveau projet Interreg Europe – RUMORE – s'emploiera à encourager la coopération entre les acteurs de l'innovation des milieux rural et urbain, tout en renforçant la capacité d'innovation des régions, en soutenant leur développement durable et en contribuant à la cohésion territoriale.
Le projet (2017-2021) cherchera à identifier et transférer les bonnes pratiques en matière de coopération entre les clusters, d'implication des parties prenantes et de transfert de connaissances, ainsi qu'à partager des expériences sur le développement de plans d'action pour améliorer les instruments politiques.
