Plus que quelques jours pour partager vos superbes photos et citations inspirantes sur les réseaux ruraux!
|
Dans une publication spéciale qui sera lancée au printemps prochain, le Point de contact du REDR illustrera les réseaux ruraux en action à travers les yeux et avec les mots de ceux et celles qui assureront leur réussite et leur efficacité futures.
Ces photos doivent refléter la façon dont les jeunes perçoivent des thèmes comme les populations rurales et l’emploi, la diversité rurale et l’environnement, l’alimentation et l’esprit de LEADER/DLAL.
Pour une bonne qualité d’impression, nous vous demandons de nous envoyer des photos d’au moins 3 Mo. Indiquez-nous aussi le titulaire des droits d’auteur. Partagez vos images et vos impressions écrites en envoyant un courriel à editor@enrd.eu pour le 5 novembre – et parlez-en autour de vous !

LEADER : Agir au niveau local dans un monde en mutation
|
Lors d’un récent séminaire du REDR (15-17 octobre 2018 – Rust, Autriche), plus de 100 praticiens LEADER/DLAL ont échangé des idées et des expériences concrètes permettant de démontrer le plus efficacement possible la pertinence et la valeur ajoutée de l’approche LEADER – la « LEADERité » – dans divers domaines thématiques, même au-delà du contexte rural local.
Une série d’approches et de projets inspirants – mise en avant lors de visites de terrain, d’un « marché » des Groupes d’action locale (GAL) autrichiens et de brèves présentations de GAL européens – ont souligné l’importance d’utiliser la « méthode LEADER » et ont présenté des stratégies efficaces pour exploiter les opportunités et relever les défis qui apparaissent ou existent déjà au niveau local.
Un débat plus général a permis d’identifier les actions prioritaires pour renforcer le rôle et les réalisations de LEADER au cours de la période 2014-2020 ainsi que les facteurs de succès pour la prochaine période de programmation, après 2020.

Étapes clés pour la définition des plans stratégiques relevant de la PAC
|
Un récent séminaire du REDR (23 octobre 2018 – Bruxelles, Belgique) a offert aux participants une plateforme pour l’échange des implications pratiques de la conception et de l’élaboration des plans stratégiques relevant de la politique agricole commune post-2020.
L’événement a réuni des représentants européens des autorités de gestion des programmes de développement rural (PDR), des agences de paiement, du pilier I de la PAC et de la Commission européenne. L’idée était de leur permettre d’examiner les principaux éléments à y inclure et les étapes du processus de préparation des plans stratégiques. Ces étapes vont de l’élaboration d’une analyse des besoins, qui servira de base à la définition des objectifs et buts spécifiques à inclure dans le plan de chaque État membre, aux possibilités offertes par l’intégration des deux piliers de la PAC dans un document stratégique unique.

La PAC post-2020
|
Un nouveau briefing produit par le Think Tank du Parlement européen compare le train de réformes de la politique agricole commune (PAC) prévu pour la période 2021-2027 à la réglementation actuelle.
Ce document énumère en outre les textes législatifs, les études et les documents de politiques qui fournissent des informations supplémentaires sur la réforme de la PAC.

|
Autonomiser les communautés rurales intelligentes
|
Un « Village intelligent » est bien plus un objectif à poursuivre qu’une mesure ou une méthode. C’est ce qui ressort de la dernière réunion du Groupe thématique (GT) du REDR dédié à cette question, organisée le 4 octobre 2018 à Bruxelles, en Belgique.
Les participants ont conclu que les politiques doivent être inclusives et flexibles afin de tenir compte des différents contextes nationaux et régionaux mais également d’éviter de multiplier davantage les stratégies et les structures. Tout au long de sa deuxième année d’existence, le GT se penchera sur les stratégies à mettre en place pour autonomiser les communautés rurales dans ces différents contextes.

Comment accorder systématiquement une place à la bioéconomie?
|
La première réunion (9 octobre 2018 – Bruxelles, Belgique) du récent Groupe thématique (GT) du REDR « Intégrer la bioéconomie » a identifié et adopté des priorités, des méthodologies et des outils de communication qui orienteront ses travaux jusqu’en juin 2019.
Un groupe diversifié d’acteurs a mis en avant la nécessité de développer des synergies entre les instruments de politiques aux différents niveaux et l’importance de développer des approches territoriales et locales tout en attirant de nouveaux investissements. Les participants ont également recommandé d’améliorer la communication avec d’autres groupes de parties prenantes et de les impliquer davantage.

Des fonds pour les projets de bioéconomie
|
Un nouvel appel à projets de recherche lancé par le réseau « Bioeconomy in the North » affectera 5,5 millions d’euros à des actions en lien avec l’exploitation de la biomasse forestière, la transformation et la valorisation de la lignocellulose ainsi qu’avec les stratégies de gouvernance et les instruments de politiques.
L’appel, auquel sont éligibles les candidats d’Allemagne, de Finlande et de Norvège, sera clôturé le 17 janvier 2019. Ce réseau réunit des ministères et des agences de financement des pays précités. Il lance chaque année des appels à projets de recherche et d’innovation axés sur l’exploitation de la biomasse dans le secteur non-alimentaire.

Ressources sur les Instruments financiers au service de l’Europe rurale
|
Découvrez une série de ressources sur les Instruments financiers (IF) du Fonds européen agricole pour le développement rural (FEADER) produites par la plateforme de conseil fi-compass.
Ces ressources comprennent des publications, manuels, vidéos et études de cas de divers pays et régions de l’UE. Elles donnent un aperçu des connaissances pratiques issues de l’expérience en matière de programmation et d’’utilisation des IF dans le domaine de l’agriculture et du développement rural. Lisez également les principales conclusions de la quatrième conférence annuelle européenne sur ce thème (5-6 juin 2018 – Sofia, Bulgarie).

Des exemples inspirants d’entreprises rurales
|
Parcourez une série d’exemples de bonnes pratiques dans le domaine de l’entrepreneuriat en milieu rural identifiées dans le cadre du projet PME rurales.
Ce projet, financé au titre d’Interreg Europe, entend promouvoir les opportunités commerciales en milieu rural dans des secteurs tels l’énergie, l’environnement, les éco-industries, des TIC ainsi que l’innovation sociale. Découvrez d’autres projets Interreg de soutien aux entreprises rurales.

Action des Nations Unies en faveur des droits des populations rurales
|
En septembre 2018, les Nations Unies (ONU) ont adopté une « Déclaration sur les droits des paysans et d’autres personnes travaillant dans les zones rurales ».
Cette déclaration vise à protéger les droits des paysans et des personnes travaillant dans les zones rurales, notamment les personnes ayant des besoins spéciaux ou qui sont victimes de discrimination. Elle s’applique à toute personne active dans le secteur de l’artisanat ou de l’agriculture à petite échelle et activités connexes et concerne donc aussi les populations autochtones et les communautés locales ainsi que les travailleurs saisonniers ou sous contrat.

Les facteurs de succès des jeunes agriculteurs italiens
|
Douze jeunes agriculteurs qui ont vu leur projet d’entreprise aboutir ont été récompensés lors de l’édition 2017-2018 du concours annuel « Nouveaux facteurs de succès » organisée par la cellule d’animation du réseau rural italien. Ce concours est financé au titre du développement rural.
Les critères d’éligibilité – subdivisés en trois grandes catégories, « efficacité », « transférabilité » et « durabilité » – incluaient l’innovation technologique, la dimension internationale et la protection environnementale. Les trois premiers lauréats sont également présentés dans de brefs documentaires vidéo – Visionnez une sélection de pratiques récompensées lors des précédentes éditions.
