Last days to share your beautiful images and inspiring quotes about rural networking!
|
In a special publication to be launched next spring, the ENRD Contact Point will illustrate rural networking in action through the eyes and voices of those who will lead networks forward in the future.
The photos should capture young people’s perception of topics such as rural people and employment, rural diversity and environment, food, and the spirit of LEADER/CLLD.
To be of good print quality, the photos must be 3 MB or larger and we would need to know who holds the copyright. Share your pictures and thoughts by emailing editor@enrd.eu by 5 November – and spread the word!

LEADER: Acting locally in a changing world
|
Over 100 LEADER/CLLD practitioners exchanged ideas and practical experience on how to best demonstrate the relevance and added value – the ‘LEADERness’ – of the approach in varying thematic areas and beyond the local rural context during a recent ENRD Seminar (15-17 October 2018 – Rust, Austria).
A number of inspiring projects and approaches – highlighted during field trips, a ‘marketplace’ of Austrian Local Action Groups (LAGs), and short EU LAG presentations – emphasised the importance of “doing things the LEADER way” and showcased successful strategies for current and emerging local challenges and opportunities.
A broader discussion sought to identify priority actions to boost LEADER’s role and achievements within the 2014-2020 period and to identify success factors for the programming of LEADER in the future, post-2020 period.

Key steps for CAP strategic planning
|
A recent ENRD Seminar (23 October 2018 – Brussels, Belgium) provided a platform for exchange on the practical implications of designing and drafting the post-2020 Common Agricultural Policy (CAP) Strategic Plans.
The event brought together EU Member State representatives from Rural Development Programme (RDP) Managing Authorities, Paying Agencies, Pillar I of the CAP, and the European Commission to explore the main elements to include and steps in process of preparing the Strategic Plans. These ranged from elaboration of a needs analysis which will underpin setting the specific objectives and targets for each EU Member State’s plan to opportunities when bringing together the two CAP Pillars in a single strategic document.

The CAP beyond 2020
|
A new briefing produced by the European Parliament’s Think Tank draws comparisons between the reform package of the Common Agricultural Policy (CAP) in the 2021-2027 period and the current regulations.
Additionally, the paper lists relevant legislation, research and policy documents which provide further information on the CAP reform.

Empowering smart rural communities
|
A ‘Smart Village’ is something to aspire to, rather than a measure or a method, according to the latest meeting of the dedicated ENRD Thematic Group (TG) held on 4 October 2018 in Brussels, Belgium.
Participants concluded that policies should be inclusive and flexible to account for varying national and regional circumstances, while avoiding additional layers of strategies and structures. In its second year, the TG will explore ways of designing strategies to empower rural communities in these different contexts.

How to mainstream the Bioeconomy?
|
The first meeting (9 October 2018 – Brussels, Belgium) of the newly launched ENRD Thematic Group (TG) on ‘Mainstreaming the Bioeconomy’ identified and agreed priorities, methodologies and communication tools to guide the work of the TG until June 2019.
A diverse group of stakeholders highlighted the need for synergies between policy instruments at various levels, the importance of developing territorial and local approaches, and attracting new investments. Better communication with and engagement of additional stakeholder groups were recommended.

Funding for Bioeconomy projects
|
A new call for research projects launched by the ‘Bioeconomy in the North’ network will provide € 5.5 million to actions dealing with forest biomass production, lignocellulosic biomass conversion and valorisation, and governance strategies and policy instruments.
The call is open to applicants from Germany, Finland and Norway and closes on 17 January 2019. The network brings together ministries and funding agencies from these countries and launches annual Research & Innovation calls for projects in non-food/non-feed biomass resource exploitation.

Knowledge on Financial Instruments for rural Europe
|
Explore a set of resources on Financial Instruments (FIs) under the European Agricultural Fund for Rural Development (EAFRD) produced by the advisory platform fi-compass.
The resources include publications, manuals, videos and case studies from various EU countries and regions. The resources provide an overview of practical experiences in the programming and implementation of Financial Instruments for agriculture and rural development. See also the main outcomes of the fourth annual EU conference on the topic (5-6 June 2018 – Sofia, Bulgaria).

Inspiring rural businesses
|
Browse through a set of good practice examples of rural entrepreneurship identified within the framework of the Rural SMEs project.
The project is funded under Interreg Europe and works to encourage rural business opportunities in areas such as energy, environment, eco-industries, ICT and social innovation. Discover more Interreg projects supporting rural businesses.

UN action on the rights of rural populations
|
The United Nations (UN) adopted in September 2018 a ‘Declaration on the Rights of Peasants and Other People Working in Rural Areas’.
The Declaration aims to protect the rights of peasants and other people working in rural areas, particularly those with special needs and victims of discrimination. It applies to any person engaged in artisanal or small-scale agricultural (and related) activities. This includes indigenous peoples and local communities, hired and seasonal workers.

Success factors of Italian young farmers
|
Twelve young farmers were recognised for setting up successful entrepreneurial projects, using rural development funding at the 2017-2018 edition of the annual ‘New success factors’ competition, organised by the Italian Rural Network support unit.
The award criteria, divided in the three broad categories of efficacy, transferability and sustainability, included technological innovation, international dimension and environmental protection. The top three winners are also the focus of short video documentaries – see a collection of award-winning practices from previous years.
