Mise en œuvre de LEADER/DLAL : le point de vue des GAL
|
Découvrez les points de vue d’une série de Groupes d’action locale (GAL) européens sur la façon d’améliorer la mise en œuvre de LEADER/DLAL, notamment l’utilisation des principes de LEADER, son fonctionnement et les améliorations futures souhaitées dans le rapport des résultats de l’enquête auprès des GAL du REDR.
Les résultats de cette enquête, basée sur l’expérience des GAL, indiquent comment la mise en œuvre de LEADER/DLAL pourrait être améliorée. L’enquête révèle notamment que le principe le plus apprécié par les GAL est l’approche ascendante, que c’est au développement des projets que leur personnel consacre le plus de temps et que celui-ci souhaiterait y affecter encore plus de temps.
Beaucoup de répondants estiment que les exigences administratives et de reporting limitent le temps et les ressources qu’ils peuvent affecter à l’animation locale et au soutien à l’innovation. Ils ont tous le sentiment qu’une plus grande simplification et une meilleure coordination, à tous les niveaux et entre tous les acteurs associés à LEADER, en amélioreraient la mise en œuvre. L’enquête a également montré que les GAL souhaitent davantage d’autonomie et de responsabilités, ce qui, selon beaucoup d’entre eux, aurait un impact positif sur les résultats.
Avec 710 réponses reçues de 27 États membres de l’UE, il s’agit de l’enquête LEADER la plus importante et la plus complète réalisée à ce jour. Découvrez également d’autres résultats clés dans le dernier numéro du magazine Rural Connections, pp. 12-13.

Vers des stratégies pour le développement de « villages intelligents »
|
En réponse à l’intérêt croissant pour les « Villages intelligents », le Point de contact du Réseau européen de développement rural poursuit son travail thématique autour de ce thème. La prochaine réunion du Groupe thématique (GT) dédié aux Villages intelligents aura lieu le 4 octobre 2018.
Au cours des 12 prochains mois, le GT s’emploiera à recueillir et à élaborer des recommandations concrètes en vue de promouvoir l’utilisation de l’ensemble des outils stratégiques disponibles, ceci afin de faciliter la création et le développement de « Villages intelligents ». Le GT examinera en particulier comment élaborer des stratégies pour autonomiser réellement les communautés locales dans divers contextes nationaux tout en continuant à offrir une plateforme pour la mise en réseau et la coordination des différentes initiatives dans ce domaine.

Brochure de projets du FEADER : versions linguistiques disponibles
|
La Brochure de projets du FEADER « Des économies rurales efficaces dans l’utilisation des ressources » est en ligne. Elle est disponible en anglais, français, allemand, italien, espagnol et polonais sur le site internet du REDR.
Cette brochure réunit des exemples de projets cofinancés par les programmes de développement rural (PDR) qui soutiennent l’utilisation durable des ressources naturelles, en particulier l’eau et les sols. Cette brochure s’inscrit dans le cadre du travail thématique plus général du REDR sur l’« utilisation efficace des ressources ».

Exemples de projets inspirants dans le secteur de la pêche
|
Découvrez un recueil de projets inspirants soutenus par des Groupes d’action locale des zones de pêche (GALPA) et qui visent à développer des zones de pêche et d’aquaculture en Europe.
Cette base de données a été compilée par la cellule d’animation du réseau FARNET. On y trouve des descriptions de projet set des petits récits portant sur des projets locaux financés par des GALPA, ainsi que des méthodes qui illustrent les principes d’une gestion efficace du programme, allant du travail de proximité à l’autoévaluation des GALPA.

Simplification des fonds européens
|
Le 16 juillet 2018, le Conseil européen a adopté les nouvelles règles financières applicables au budget de l’UE pour les Fonds structurels et d’investissement européens (Fonds ESI), notamment le Fonds européen agricole pour le développement rural (FEADER).
Le règlement « Omnibus » introduit de nouvelles options simplifiées en matière de coûts afin d’accroître leur utilisation et de diminuer ainsi de manière significative la charge administrative qui pèse sur tous les acteurs associés à la mise en œuvre des Fonds ESI. Dans le domaine du développement rural, ces nouvelles règles concernent le Règlement portant sur les dispositions communes et complètent une première série de règles visant à simplifier la Politique agricole commune, adoptée en novembre 2017.

La parole aux jeunes des régions rurales
|
Une très grande majorité de jeunes des régions rurales envisagent l’avenir de manière optimiste malgré les problèmes de transport, d’accès aux services, d’emploi et de connectivité. C’est ce que révèlent les résultats d’une enquête réalisée par le Projet « Rural Youth » écossais.
Le projet s’emploie à présent à donner suite aux résultats, qui montrent par exemple que 13 % des jeunes des régions rurales estiment pouvoir influencer l’avenir de leur communauté. Trois initiatives pilotes, visant à autonomiser la jeunesse rurale, seront ainsi lancées en 2019.
L’enquête, réalisée entre janvier et juin 2018, a permis de recueillir les opinions de plus de 750 jeunes, âgés de 18 à 28 ans, qui vivent ou travaillent dans des zones rurales du Royaume-Uni, d’Australie, du Canada, de Suède et des États-Unis.

Nouvelles des réseaux ruraux géorgiens
|
Afin de préparer le lancement d’un tout nouveau Réseau de développement rural en Géorgie, prévu en septembre 2018, un événement de formation (26-27 juillet 2018 – Batumi, Géorgie) a exploré les objectifs, la composition et le travail thématique des réseaux européens et d’autres réseaux nationaux.
Le nouveau Réseau géorgien s’emploiera à soutenir la mise en œuvre de la Stratégie de développement rural du pays pour 2017-2020 ainsi que la participation active des acteurs concernés, notamment celle des Groupes d’action locale géorgiens existants.

Guide d’orientation sur les marchés publics à destination des praticiens
|
Un Guide d’orientation de la Commission européenne – disponible dans toutes les langues de l’UE – explique comment éviter les erreurs les plus fréquentes commises dans le cadre des projets cofinancés par les Fonds structurels et d’investissement européens (Fonds ESI), notamment le Fonds européen agricole pour le développement rural (FEADER).
Ce document, qui propose des recommandations générales, vise à faciliter la mise en œuvre des programmes et encourager l’utilisation des bonnes pratiques.

Investir dans les technologies agricoles irlandaises
|
Un nouveau contrat d’investissement, financé au titre du Plan d’investissement pour l’Europe, a octroyé un financement à long terme de 118 millions d’euros à la société d’agri-tech Devenish Nutrition afin de l’aider à déployer son plan de recherche, de développement et de croissance.
Ces investissements permettront la création d’un Centre mondial de l’innovation en Irlande où l’entreprise développera et présentera son programme de recherche, de développement et d’innovation « One Health – from Soil to Society ».

Stimuler la production de biens publics issus de l’agriculture et de la sylviculture
|
Une nouvelle plateforme de connaissances présente une série de solutions intelligentes et transférables pour la production durable de biens publics issus de l’agriculture et de la sylviculture dans l’UE.
Cette plateforme, développée par le projet Horizon 2020 PROVIDE, réunit des études de cas sur un large éventail de biens publics – paysages, biodiversité, qualité et disponibilité de l’eau, fertilité des sols, sécurité alimentaire, bien-être animal et vitalité des régions rurales.

Encourager l’apprentissage agricole entre pairs
|
Le projet Horizon 2020 AgriDemo-F2F s’emploie à améliorer l’apprentissage agricole entre pairs au sein de la communauté agricole commerciale en se penchant sur des activités efficaces de démonstration fondées sur une approche multiacteurs.
D’ici la mi-2019, le projet produira un catalogue de bonnes pratiques utilisées par des exploitations agricoles commerciales ouvertes qui mettent en œuvre des activités de démonstration. L’accent sera mis en particulier sur les secteurs, thèmes et sujets d’expertise, ainsi que sur les techniques de médiation utilisées.
