Summary

The Ctrl + Alt + Emprego (in English, Ctrl + Alt + Employment) project, run by the Jesuit Refugee Service, works to facilitate the access of migrants to the labour market in Portugal by increasing digital literacy among them and by enhancing their social, cultural, personal and professional skills. 

The COVID-19 pandemic led to an increase in unemployment in Portugal, particularly for those who are migrants. The Ctrl + Alt + Emprego project is working to mitigate this as far as possible.

Issue/Challenge and Goal/Assumption

Challenge:

Given the difficulties faced by migrants when it comes to labour market integration - an essential element in their economic empowerment and autonomy - it is necessary to create support mechanisms that promote their employability, taking into account not only the skills they already have but also, above all, the dynamics of current labour market.

Due to the COVID-19 pandemic significant shrinkage of the Portuguese economy is expected, which will have a direct impact on the labour market. It is therefore urgent to train migrants so that they are not, once again, disadvantaged and excluded in the face of social change. In this sense, the introduction to ICT is very important, both as a means of job seeking and as a tool for the execution of any work tasks assigned.

Goals:

The project aims to:

  • increase the digital literacy of the migrant population;
  • develop and streamline a web platform that promotes professional guidance and job seeking autonomously;
  • enrich the skills of migrants at a social, cultural, personal and professional level;
  • enable migrants to access more employment opportunities with better working conditions (through the development of their skills);
  • facilitate access to information regarding and increase knowledge of citizenship rights and duties related to labour matters in the country.

So far in the first six months of 2021, the JRS employment office has already assisted 1 343 individuals. The web platform - currently under construction - will offer significant skills building help for migrants looking for a job.

Working with the migrant population, this project aims to develop a set of incisive actions in the field of employability, and thus contribute to the empowerment of migrants.

How does it work

Project activities are being implemented by the JRS employment office, which supports refugees and migrants to find employment. In 2019 the office assisted 1 372 people of different nationalities, and this number increased significantly in 2020 (1 898 people). Within the pandemic context, the employment office considers this project a mechanism for empowerment, offering individuals essential support in IT skills development in order that they can insert themselves more readily into the changing work environment.

Tasks to be implemented:

  1. Preparation of four focus groups (one with associations, one with employers, and two with migrants);
  2. Production of a report including analysis and identification of the difficulties and challenges surrounding the employment of migrants;
  3. Creation of a virtual platform, with access through registration, and fixed informative content (information, manuals, guides) and interactive (chat, tutorials);
  4. Establishment of an ICT training programme specially designed for a vulnerable migrant population and aimed at employability;
  5. Writing of a manual with basic information on ICT and guidelines for platform users;
  6. Production of various contents developed for publication on the platform, specially designed for employability and for use by vulnerable migrants.

Results

The project seeks to support migrants whose knowledge of IT is limited and who, within the context of the pandemic and the shift in many sectors to online working and delivery, have great difficulty in finding a job. The platform is therefore being developed in order to reach the greatest number of people. Expected results include:

  • web platform and support is developed in three languages - Portuguese, English and French;
  • 500 migrants living in Portugal are reached through the project and platform;
  • 40 hours of face-to-face IT training is delivered to 30 migrants.

Focus group sessions have already been conducted, and feedback received was very positive. Participants said they considered the project a great opportunity for both immigrants and nationals.

Evaluation

An evaluation of the project has not yet been carried out.

Who will benefit?

The project's target group is migrants of working age who are living in Portugal and seeking employment. JRS in Portugal annually assists around 1 300 migrants from more than 60 countries, specifically Guinea-Bissau, Saint Tomé and Príncipe, Angola, Brazil, Cape Verde and Ukraine. About 70% are women of working age, specifically those between 18 and 50 years. This population is characterised by limited professional experience and little schooling, which leads to much difficulty when seeking a job.

Source of funding and Resources used

The Ctrl + Alt + Emprego project is part of the Programa Cidadãos Ativ@s (Citizens Ativ@s Programme), funded by the Financial Mechanism of the European Economic Area (EEA Grants – Iceland, Liechtenstein and Norway). It is managed by the Calouste Gulbenkian Foundation in collaboration with the Bissaya Barreto Foundation.

The total budget of the project is 58 000 euros:

  • Contribution (EEA Grants) - 52 200 Euros (90%);
  • Own funds - 2 900 Euros (5%);
  • Volunteering - 2 900 Euros (5%).

The project team comprises a project manager, three people from the JRS Employment Office, and three volunteers.
