During its session of 13 July 2018, the Luxembourg Council of Ministers adopted a new national action plan on integration (PAN 2018) and asked the Minister for Family Affairs and Integration to implement it. The PAN 2018 provides the framework for Luxembourg’s social cohesion programmes and tools. It succeeds the 2010-2014 national action plan on integration (renewed until 2017).

The new PAN 2018 is developed based on the principles of participation and scalability in order to best reflect real needs in the area of integration. It provides for a general, strategic and lasting framework that is not limited by time but rather revisable and adaptable over the years. The plan is based on two areas of action—reception and social support of applicants for international protection, as well as integration of all non-Luxembourgian residents on the territory—and on three interdisciplinary domains: access to information and interaction, quality of services, national and international cooperation and coordination.

The PAN 2018 was written by the interministerial committee for integration under the coordination of the Luxembourg Reception and Integration Agency (OLAI), as provided for in the law of 16 December 2008 concerning the reception and integration of foreigners in the Grand Duchy of Luxembourg. It takes into account the suggestions and recommendations made by the actors consulted during the preparatory phase, namely the institutional partners of OLAI, the local level and civil society.

The PAN 2018 will be implemented by the actors concerned—institutional (governmental) actors, as well as community associations—by means of calls for projects, pilot projects and through the development and optimisation of existing integration programmes, notably the Welcome and Integration Contract (Contrat d’accueil et d’intégration) and individual integration support (Parcours d’intégration accompagné).
