This Observatory for Migration statistical report complements the execution of the first measure of the National Plan for the Implementation of the Global Compact for Migration. It focuses the analysis on data gathered by international sources, including the United Nations High Commissioner for Refugees (UNHCR) and EUROSTAT, as well as through national sources such as the Aliens and Borders Office, the Institute of Social Security, and the Portuguese High Commission for Migration (ACM).
The report's first three chapters provide an overview of the Portuguese asylum system. The first one is a comparison between Portugal and the rest of the EU and the world in terms of the evolution of the number of beneficiaries of international protection. The second chapter explores the legal and institutional framework of international protection in Portugal, while the third depicts the evolution of requests of international protection received by the competent authorities over the last decade.
The integration of asylum seekers and beneficiaries of international protection in Portugal is detailed in the fourth and fifth chapters, highlighting the existing programmes, geographical location of institutions across the country and the social follow-up of beneficiaries.
The reports ends with a chapter stressing the virtues and challenges of the asylum policy in Portugal.
