Smart specialication strategies (S3) stimulate innovation and investment by involving regional stakeholders including SMEs. It is a key tool for blue growth regions. Through an international perspective and industry involvement in a bottom-up approach, "maritime S3" can better support SME participation in global value chains. The workshop will examine three regional S3 strategies and the complementary approach of an international cooperation network to analyze possible improvement of regional/ EU innovation policies.
