The Investment Plan for Europe


The Investment Plan focuses on removing obstacles to investment, providing visibility and technical assistance to investment projects and making smarter use of new and existing financial resources. To achieve these goals, the plan is active is three areas:

  • mobilising investments of at least €315 billion in three years
  • supporting investment in the real economy
  • creating an investment friendly environment

The European Fund for Strategic Investments (EFSI)

The EFSI aims to overcome current market failures by addressing market gaps and mobilising private investment. It will support strategic investments in key areas such as infrastructure, education, research and innovation, as well as risk finance for small businesses.

Regulation on the European Fund for Strategic Investments (EFSI)

This Regulation establishes the legal framework and provide the budgetary allocations for the first two strands of the Investment Plan - mobilising finance and financing investment.




European Investment Advisory Hub (EIAH)

The EIAH will be Europe's gateway to investment support. It will share good practices, lessons learnt and real-life case studies on project finance and project management. The EIAH is a joint Commission and EIB initiative.

European Investment Project Portal

A transparent portal of viable projects to ensure that investors have reliable information on which to base their decisions. Investors should be able to have the confidence they need to move forward with projects, and avoid any stumbling blocks or uncertainty.





To improve the business environment and financing conditions, the investment plan will include progress towards a Digital Single MarketEnergy Union and Capital Markets Union.
