Staff from other EU institutions and bodies can search for and consult open access resources, such as EU publications. To consult restricted resources, you must either request an interlibrary loan via your institution’s library or visit one of our reading rooms.

Access to and use of electronic resources available through the EC Library are governed by licence agreements with publishers and information providers which stipulate the specific terms of use and conditions under which the Library may make access available to its users and users can access and use the resource.
Access to the electronic resources available through the EC Library internal and external websites and through the Find-eR catalogue is restricted to staff of the European Commission, and in some cases, to on-site visitors, for the purposes of research and private study.
Users must comply with the specific terms of use or licence agreements for the specific electronic resource.

The new Regulation (EU) 2018/1725 on Data Protection for EU Institutions and bodies of 23/10/2018 (OJ L. 295 of 21/11/2018) entered into force on 11 December 2018. This legislative measure regulates the processing of personal data performed by EU Institutions. It repeals Regulation 45/2001 as to align the duties of EU institutions in regard to data processing to the GDPR (General Data Protection Rules). The main objective of the data protection rules is to ensure that we deal with personal data in a fair and transparent manner.
All processing of personal data in the Commission must comply with the new Regulation (EU) 2018/1725 as from 11 December 2018 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and the free movement of such data.
