The JRC carries out research in a wide variety of fields. Located across five sites throughout the EU, seven research institutes work in the areas of agriculture and food security, energy and transport, environment and climate change, health and consumer protection, information society, safety and security, innovation and growth, measurements and standards, and nuclear safety and security.
Cybersecurity research at the JRC provides support to the EU to respond to cyber-attacks and reinforce rules on personal data protection, as well as to ensure that critical networked systems are sufficiently secure and resilient.
Based on their enabling characteristics, ICTs permit all sectors in society to influence the way we live, work and behave. With citizens becoming active participants in the European Knowledge Society and thus being able to consume and produce digital content, the market for content needs to become open to innovation and new actors.
Since the economic downturn, unemployment is reaching unprecedented levels. According to Eurostat, in July 2013, the unemployment rate in EU28 was 11%, amounting to almost 27 million men and women unemployed. Furthermore, unemployment is hitting more severely some groups such as young people, migrants and people with lower skills. In July 2013, the youth unemployment rate in EU28 was 23,4%. The Employment Pack, Towards a Job Rich Recovery launched in 04/2012 aims at addressing this challenge.
JRC research in this area focuses on how to make better use of ICT for rethinking learning, for innovating education and training and for addressing new skills requirements (e.g. digital competence) to generate growth, employment and social inclusion (this is missing behavioural science)
The JRC is carrying out research to assess new and emerging information and communication technologies (ICT) in respect to their impact and associated risks for the European citizen, with the aim to identify ways and measures to protect the citizen against cyber-related threats. This includes data breach exercises, privacy by design technologies, RFID deactivation, and data protection for smart metering systems.
