    On 25 September, the European Commission has adopted the final report of the competition inquiry on the business insurance sector. The report builds on the interim report of January 2007 which summarized the information jointly obtained by the Commission's Competition DG and the JRC Institute for the Protection and Security of the Citizen (IPSC) through an analysis of responses to questionnaire-based surveys of some of the major participants in the EU insurance market.

    Scientists of the JRC Institute for Protection and Security of the Citizen (IPSC) have recently authored a book on sensitivity analysis, a discipline that plays a key role in scientific modeling. Sensitivity analysis is the study of how the variation in the output of a model can be apportioned, qualitatively or quantitatively, to different sources of variation.

    On 10 and 11 April 2008 the JRC Institute for the Protection and Security of the Citizen (IPSC) hosts a meeting of the EU representatives of the European Forum of Deposit Insurers (EFDI). The meeting brings together representatives of the EU Deposit Guarantee Schemes (DGS), of the European Central Banks, and of the European Commission.

    Lifelong learning works as a catalyst to competitiveness, prosperity and social cohesion and yet no country has attempted to measure lifelong learning within its population. The Composite Leaning Index (CLI) developed by the Canadian Council on Learning (CCL) shows how this gap might be filled by assessing the state of lifelong learning over time, for individual communities and across Canada using the conceptual four-pillar framework of lifelong learning proposed by UNESCO.

    The European Commission has put forward a revision of EU rules on capital requirements for banks that is designed to reinforce the stability of the financial system, reduce risk exposure and improve supervision of banks that operate in more than one EU country. Under the new rules, banks will be restricted in lending beyond a certain limit to any one party, while national supervisory authorities will have a better overview of the activities of cross-border banking groups. The proposal, which amends the existing Capital Requirements Directives, reflects extensive consultation with international partners, Member States and industry. It now passes to the European Parliament and the Council of Ministers for consideration.

    The European Commission has put forward a revision of EU rules on deposit protection that puts into action commitments made at the last EU Finance Ministers meeting on 7 October 2008. The new rules are designed to improve depositor protection and to maintain the confidence of depositors in the financial safety net and the proposals are largely based on the work done in this field by the JRC's Institute for the Protection and Security of the Citizen (IPSC).

    The Academic Ranking of World Universities carried out annually by Shanghai's Jiao Tong University (SJTU) has become a reference for scholars and policy makers in the field of higher education. However, a recent study by the JRC has cast doubt on the substance of statistics upon which the ranking is based. The study, carried out by researchers at the Centre for Research on Lifelong Learning based on indicators and benchmarks (CRELL) and published in September, asks whether the Jiao Tong ranking serves its intended purpose and compares it with the most widely cited European alternative, Britain's The Times Higher Education Supplement (THES).

    The 2008 European Innovation Scoreboard (EIS) published on 22 January shows the EU making substantial progress in its innovation performance preceding the financial crisis. The "innovation gap" between the EU and both the US and Japan was reduced, thanks in particular to progress made by many new Member States such as Cyprus, Romania and Bulgaria. Across the EU, particular progress was made in human resources and the availability of finance for innovation. However, innovative investments by businesses are still relatively weak, especially when compared to the US and Japan.

    The JRC has become an official observer of the European Forum of Deposit Insurers (EFDI) following an invitation from the Forum's Board of Directors. The result of longstanding collaboration between the two organisations, the step is recognition of the important advisory role played by the JRC with a view to improving deposit protection in Europe. The EFDI statutes grant official observers the right to attend and contribute to its meetings.

    Improving tax procedures for cross-border trading of securities could raise European GDP by more than 37 billion Euro over a ten-year period. This is the key finding of a study jointly carried out by the JRC's Institute for the Protection and Security of the Citizen (IPSC) and the Commission's Directorate General Internal Market and Services which analyses the costs and benefits of the proposals made by the EU Clearing and Settlement Fiscal Compliance Experts Group (FISCO) for improving and simplifying withholding tax relief procedures.
