Ispra site management

The Directorate is responsible for a vast range of services on the JRC-Ispra site, spanning from site planning and building maintenance, and the provision of utilities such as energy, water and communication networks, to site security and safety and essential logistics, such as transport, cleaning and waste management. ISM also manages the programme of Nuclear Decommissioning and Waste Management (D&WM) at Ispra related to the shutdown nuclear facilities on-site.

Strategic objectives

ISM has elaborated a set of objectives providing a multi-annual perspective with respect to four principal areas for operational and organisational development:

  • Sustainability

    Commitment to the 20/20/20 targets of the Europe 2020 policy initiative. This includes in particular plans for reducing the Ispra site's carbon footprint by using renewable energy and by reducing energy consumption. These actions have been performed using the environmental management system (EMS) which was set up and certified according to the ISO 14001:2004 standard. ISO 14001 in 2010. The EMS is applied to all activities performed at the JRC-Ispra site. By applying this standard, the Ispra Site:

    • identifies and controls the environmental impact of its activities, products or services,
    • improves its environmental performance continually, and to
    • operates a systematic approach to setting environmental objectives and targets, to achieving these and to demonstrating that they have been achieved.

    The site is also applying the "Eco-management and Audit Scheme" (EMAS), in line with the other Commission premises in Brussels and Luxembourg.

  • Site renewal

    The objectives in this area are driven by the need to: replace old and obsolete infrastructures that are costly to heat and maintain; concentrate scientific staff and their laboratories and equipment in a few adjacent and high-performance buildings so as to maximise flexibility, efficiency and multi-disciplinary exchange; comply with safety and other legal requirements; and ensure the site is attractive to the best scientific talents.

  • Service delivery

    ISM is a service organisation providing the Ispra-based scientific Institutes and their staff, as well as other Commission staff on-site, with all they need to be able to do their job. To ensure smooth customer relationships, ISM has put in place tools such as regular stakeholder meetings, customer satisfaction surveys and a suggestions & complaints mailbox.

  • Organisational capability and culture

    This objective addresses our commitment to the continuous development of our organisation with the aim to build an attractive and stimulating working environment for all our staff. The impact of improvement actions taken to this effect is regularly measured through staff engagement surveys.
