Invitation to tender No NP/DUB/2018/1 concerning a negotiated procedure for the supply of a marquee and ancillary equipment at the National Ploughing Championships in Screggan, Tullamore, Co. Offaly on 18th to 20th September 2018

The European Commission Representation in Ireland issued on 21st May 2018 a call for tenders for the supply of a marquee and ancillary equipment at the National Ploughing Championships.

The estimated maximum budget attributed to this project is €22,000 (excl. VAT).

European Documentation Centres - Notice of call for expressions of interest (4 April 2018)

2.    Framework

The objective of this call for expressions of interest is to select a network of European Documentation Centres, to act according to the conditions set out in Annex II (Model of Agreement) and Annex III (Guidance).

Expressions of interest should be submitted in one of the official languages of the European Union by e-mail to the address indicated in point 1. 

3.    Information and documents to be provided

Interested parties should provide their full contact details.

The following documents should be submitted:

a)    Standard Application Form (Annex I).
b)    A document stating the legal status of the host structure, dated and signed by the Head of the host structure.
c)    Documents demonstrating that the host structure is active in the field of European studies.
d)    A declaration on their honour signed by the Head of the host structure, certifying that they are not in one of the situations referred to in Articles 106 (1) and 107 of the Financial Regulation.

General description of the procedure

This call is open to legal entities developing research, teaching, lecturing and communication in the field of European studies.
The following interested parties are eligible:

- a proven public body; or

- a proven private body with a public service mission

(A private sector body with a public service mission can be recognised as such by a national law of the country of registration. If such a law does not exist, the authorising officer will take into account the following factors (among others) when deciding whether an applicant fulfils the definition:

- the applicant is a purely not-for-profit body (i.e. that it has no commercial interests) or
- its budget for such a mission is mainly provided by the state or by public authorities or by another not-for-profit body or
- its tasks are performed on behalf of the state/public authorities or a not-for-profit body and are therefore deemed to be in the public interest).

Interested parties must have stable and sufficient sources of funding so that they can maintain EDCs activities throughout the duration of the partnership agreement. The financial capacity will be assessed on the basis of the declaration of honour.

Interested parties shall demonstrate through the standard application form (Annex I) that they have operational capacity to reach out to students, professors, researchers and interested citizens on the priorities, policies and initiatives of the European Union.

The contracting authority will draw up a list of interested parties which will be invited to sign a partnership agreement with the Representation of the European Commission.

Protection of personal data

The Commission will not disclose to any third party the personal data submitted in this expression of interest.

The host structures selected and invited to sign an agreement with the Representation of the European Commission will be asked to sign a privacy statement (Annex IV).

Ex-post transparency

A list of European Documentation Centres who have concluded an agreement will be published on the website of the European Commission Representation in Ireland.
