Jamaica

Jamaica is the largest English-speaking Island in the Caribbean, with a population of about 2.9 million people. After enduring an economic decline as a result of the COVID-19 pandemic, Jamaica started to recover in 2021 and its fiscal performance improved as of 2021. Development challenges for the country include security, poverty, and vulnerability to natural disasters.

Our partnership

The EU supports Jamaica’s Vision 2030, the country’s first long-term development strategy. The EU-Jamaica partnership made a significant leap forward during the EU-CELAC Summit in July 2023, with the announcement of the priority areas of the Global Gateway Investment Agenda.

The European Union’s (EU) partnership with Jamaica in 2021-2027 will focus on the implementation of reforms to support Jamaica’s goal of achieving an inclusive and resilient digital economy and society, on improving the country's resilience to natural hazards due to a better climate change adaptation and mitigation, disaster risk management, and ultimately, on providing support to address crime and violence. All of these actions will encompass protection of vulnerable groups (including people with disabilities, women and youth).

Our flagship initiatives

The Global Gateway Investment Agenda for Jamaica gave the strategic framework for our bilateral cooperation, identifying potential for advanced partnership in the following areas:

  • Digital: as part of the EU-LAC Digital Alliance, investments will combine cooperation tools with blended finance and private investment, with the goal to boost connectivity, skills and the modernisation of Jamaica’s digital sector, in line with the EU Digital rights and principles.
  • Climate and energy: projects will support Jamaica’s National Energy Policy, to achieve 50% of energy production from renewable sources. The EU will also help mobilise capital to finance a sustainable transition, the development of the green bond market under the Global Green Bond Initiative.
  • Transport: initiatives will focus on resilient infrastructure and targeted actions to protect the environment in the area of Kingston Harbour. They will kickstart investment in infrastructure development and management, including solid waste management.

The Global Gateway Investment Agenda for Jamaica deepens on the priorities already identified for the Multiannual Indicative Programme 2021-2024 (see “Our partnership”) and offers opportunities for reinforcing our partnership on green and digital. The Investment Agenda aims at leveraging European private sector funding towards the delivery on key public policy objectives and the sustainable development goals.
