About
The purpose of EURES is to provide information, advice and recruitment/placement (job-matching) services for the benefit of workers and employers as well as any citizen wishing to benefit from the principle of the free movement of workers.
Launched in 1994, EURES is a co-operation network between the European Commission and the Public Employment Services of the EEA Member States (the EU countries plus Norway, Iceland and Liechtenstein) and other partner organisations. Switzerland also takes part in EURES co‑operation.
EURES provides its services to jobseekers and employers through its human network of around 900 EURES advisers and other staff in the EURES host organisations as well as via online service-tools available on the EURES portal.

Overall performance

The overall performance is calculated on the basis of the points collected on the five criteria. The countries can "earn" 100 points for an indicator marked as "green", 75 points for an indicator marked as "yellow" and 50 points for one marked as "red".
If the total is equal or above 400, the final rating for the country will be "green", if it is below 400 but still higher than 300 it will be "yellow" and if the total is equal or below 300, it will be "red".

Quality of the PES job vacancy exchange with EURES

All Member States are obliged to exchange job vacancies published by their National Public Employment Services with the EURES Portal. This score is based on the quality of the connection of the national Job Vacancies Database to the EURES portal, the proportion of vacancies exchanged, compared to the entire stock, and the quality of the content of these vacancies. As Bulgaria is currently not connected to the platform for vacancy exchange with EURES, it has not been represented in the above chart.

The figure for the population covered per EURES Adviser is obtained by dividing the total population of the country by the number of full-time equivalent EURES Advisers in that country. The EURES network is organised in different ways in each country. Services to end users are in many cases delivered also by other staff than EURES Advisers. Therefore this number does not necessarily reflect fully the effort of the Member State to implement the services.

Placements are incoming or outgoing workers that have been placed in a job as a direct result of the services provided by these EURES Advisers. This ratio is obtained by dividing the number of placements by the number of contacts with jobseekers.
Achievements
Launched in 1994, EURES provides high-quality information, advice and recruitment services for workers and employers, through its network of around 900 EURES advisers working in the Public Employment Services and the EURES web portal and IT systems. It is a powerful resource available to the EU for promoting geographical mobility.
In light of the current economic situation, the EURES platform and network continues to play an important role in contributing to alleviate labour market imbalances.
- EURES organised various European Job Days and other recruitment events to support job creation and improve worker mobility in the EU adding the development of a platform for online events, eurpeanjobdays.eu.
- The first pilot phase of the targeted mobility scheme "Your first EURES job" was launched helping young EU nationals aged 18 to 30 to find work in other Member States. The scheme combines customised job-matching and job placement services for workers with EU financial incentives (contributions to travel expenses for job interviews, pre-job training and integration activities).
- The UK government's efforts to increase the transparency on the UK labour market, in particular in regards to available vacancies, assisted by their long-standing cooperation between public and private intermediaries on the labour market has had a positive impact on the availability of job vacancies on the EURES portal.
- Croatia became the EU's 28th member on 1 July 2013 and joined the EURES network at the same date. At the end of 2013, less than six months after becoming a member, EURES Croatia is compliant with the technical protocols and participates in the sharing of vacancies and other information.
- The coordination of and preparation for the EURES reform, based on the EURES Decision that entered into force on 1 January 2014, has prepared both the national EURES organisations as well as the European Commission for the transformation of the network to focus more on matching, placement and recruitment activities, with changes in the service catalogue and national practices as well as the establishment of a programming cycle between the Member States with a view to improving information exchange across the network and its capacity to report on results

On the basis of the principle that all vacancies and applications for employment that are made public by any of the EURES Members must be accessible throughout the Union, the participating employment services have connected their jobs databases directly to the EURES portal to make their job vacancies accessible there.
The relatively high number of vacancies from the UK on the EURES portal can be explained by the UK government's efforts to increase the transparency on the UK labour market, in particular with regards to available vacancies, assisted by their long-standing cooperation between public and private intermediaries on the labour market in combination with the fact that some other Members States are currently not sharing all their vacancies on the EURES portal. The reform of EURES will bring a more harmonised approach on this.

EURES advisers are trained specialists who provide information, guidance and placement, to both jobseekers and employers interested in the European job market. They work within the Public Employment Service of each member country, or within other partner organisations in the EURES network.
The way EURES is organised varies from one country to another and in many cases other staff than EURES Advisers also deliver services to end users. The high number of EURES advisers in Germany is linked to the size of the labour market but also to a strong commitment of the German Public Employment Services to mainstream EURES in their business activities.
