What is IMI?

The Internal Market Information System (IMI) is a secure, multilingual online tool that facilitates the Exchange of information between public authorities involved in the practical implementation of EU law.

IMI helps authorities to fulfil their cross-border administrative cooperation obligations in multiple Single Market policy areas.

Currently, IMI supports 67 administrative cooperation procedures in 17 different policy areas. IMI can be adapted, with little or no development effort, to support further policy areas.

It has succeeded in modernising cross-border administrative cooperation and ensuring that the Single Market works on the ground. Although the end-users of IMI are national public authorities, the beneficiaries of this improved cooperation are businesses and citizens.

Key facts and figures

  • IMI has been developed by the Commission in close collaboration with the Member States.
  • The first information exchanges took place in 2008. The total number of all IMI exchanges exceeds 207 000.
  • The volumes of IMI information requests have increased from 30 per month in 2008 to more than 1500 per month in 2019.
  • Adopted in 2012, the IMI Regulation sets out the scope of IMI, the roles and responsibilities of the different actors, and rules for handling personal data.
  • Launched in 2016, the European Professional Card (EPC) is the first fully online EU-wide procedure, speeding up recognition of professional qualifications.
  • In January 2020, IMI replaced the previous tool used to support the Consumer Protection Cooperation Network, contributing further to the rationalisation of IT tools provided by the Commission. The implementation of IMI in this new policy area connects more than 300 consumer authorities, covering 25 Directives and Regulations.
  • There are now more than 12 000 registered authorities with over 35 000 registered users.

Types of information exchanges offered by IMI

The IMI tool-kit covers the most common administrative cooperation procedures:

  • IMI requests are “one-to-one” exchanges between two competent authorities.
  • IMI notifications and alerts are “one-to-many” exchanges where Member States can share information with other Member States and/or the Commission.
  • IMI repositories allow authorities to share information relating to a specific policy area in a centralised database.
  • Public interfaces allows external actors to communicate with competent authorities registered in IMI (e.g. submission of SOLVIT cases and EPC applications).

The benefits of using IMI

  • IMI can be used in all EU languages. Standardised content, questions, answers, messages and form fields are pre-translated. In addition automated translation is made available for information provided in free text.
  • The multilingual search function helps authorities identify their counterparts in other EEA countries
  • IMI is flexible and can accommodate any national administrative structure: centralised, fully decentralised or anything in between.
  • Exchange of information via IMI is fully secure and data protection proof.
  • All users can benefit from the existing network of National IMI Coordinators for training and support.
  • The use of IMI generates no IT costs for the Member States.
