What is RISE?
The Research, innovation and science expert group (RISE) is a high-level group of policy experts who advise the Commissioner for Research, Science and Innovation, Carlos Moedas. The group was set up in 2014.
Their work focuses on direct policy advice taking a long-term, structural reflection on the role of research and innovation policy in the future EU agenda.
How RISE works
The RISE group exchanges ideas and develops new policy concepts in meetings and workshops.
It issues issue policy briefs and policy papers to support Commissioner Moedas and his team in their policymaking and agenda-setting process.
RISE deals with key elements of research and innovation policy, including
- the development of research and innovation missions and a European Innovation Council (EIC) in Horizon Europe
- the value of investing in research and innovation
- the importance of a strong science base for knowledge transformation
- using new financial instruments
RISE experts are internationally renowned for the depth, originality and reliability of their thinking on research and innovation.
They come from a variety of backgrounds including research, innovation, entrepreneurship, venture capital and politics to provide diverse and rounded policy advice.
The RISE group is chaired by Dr. Daria Gołębiowska-Tataj.
Meetings with national policy experts - Tour d'Europe
RISE, together with its counterparts in the ESIR (Expert group on societal impacts of research and innovation) spent a year discussing the future of research and innovation in Europe with national think tanks and policy experts in cities across the continent.
The discussions took place in the context of the Future of Europe initiative and took as their starting point the policy reflections contained in the 2017 RISE book Europe’s future: Open innovation, open science and open to the world.
A book, collecting 101 Ideas on the future of research and innovation in Europe will be published in 2019.
