What the ESIR group does

The ESIR group provides economic evidence on research and innovation funding to the Commission.

One of its first tasks was to reflect on the economic rationale for a mission-oriented research and innovation policy. This will be implemented in the framework programme that will succeed Horizon 2020.

Mission-oriented policy means focusing on the outcome from the start when designing policy.

The ESIR memorandum outlines both the challenges and opportunities of designing research and innovation policies with a mission-oriented focus.

The group is also available to advise on other economic and societal issues when necessary as requested by the Commission.

The group was set up in 2017.

ESIR members

ESIR experts were chosen because they fulfil the following criteria.

  • internationally recognised for the depth, reliability, and originality of their thinking in research and innovation - including non-technological innovation
  • have practical experience in designing, managing, and implementing research and innovation policies in a public or private capacity
  • have confirmed advisory capacity at European or international level

Professor Luc Soete is the chair of the ESIR group.

Research and innovation in Europe – what’s next?

101 Ideas on the future of research and innovation in Europe is a collection of proposals to stimulate debate on the future of research and innovation policy in Europe. The ideas arise from a year long series of meetings where experts from RISE and ESIR met with their counterparts from across Europe.
