I appreciate the commission´s efforts to make the formal requirements as citizen-friendly as possible. When we organised an ECI ourselves, we were overwhelmed by the technical hurdles which resulted in enormous additional work and financial problems, and so I warmly welcome all proposals for technical and organisational improvement. We feel however that too little attention has been paid to the impact and political relevance of the ECI (follow...

The fact that the one year period starts counting on the same day that the Commission gives the organisers the go ahead, does not allow for a proper preparation stage for a structured launch of the ECI. A buffer period of, say, maximum two months should be given before the actual start. It should not be expected that the prepare the whole process without knowing whether or not the Commission will accept to register the ECI. Also in some...

The revision of the European Citizens’ Initiative (ECI) regulation comes at a crucial time in European politics. Following Frans Timmermans’ commitment to enhance the open dialogue of the European Commission with EU citizens in a moment when the ECI is running out of breath, the revision will give new impetus to the instrument. The Institut für Europäische Politik (IEP) welcomes the publication of the related roadmap and offers its expertise...

ECI has not been successful in initiating any legislative processes and has been far from satisfactory as a user-friendly instrument for EU participatory democracy. At present there have been only four successful initiatives collecting signatures. A report on ECI adopted in 2015 by the Petitions Committee not surprisingly said that it “Deplores the Commission’s reply to the few successful ECIs and regrets that there has been little follow up...

Allow for – and support – the development of the ECI, which today is rather a petition to the EC, into a full European Citizens' Initiative. Developing it into a powerful tool of a deep, constructive, participation of Europeans in a developed democracy of Europe.
