Objective of the consultation
In line with the decision adopting the 7th EAP, we are evaluating this Environment Action Programme to see what worked well, and how it could have been better. The evaluation focuses on the structure and strategic role played by the 7th EAP and asks how it helped us deliver a better environment in practice. In line with the European Commission’s guidelines for evaluations, it will assess the 7th EAP in terms of its effectiveness, efficiency, relevance, coherence and added value. This open public consultation is part of the evaluation. All citizens and organisations are welcome to contribute to this consultation. The evaluation of the 7th EAP will also build on contributions from the European Environment Agency (EEA) on the state of the environment, the EU Environment Implementation Review (EIR), consultations with Member States, and targeted consultations with specific interest groups. A synopsis report, with a summary of the results of all consultation activities, as well as a brief summary of the contributions will be published on the Commission’s consultation page.
How to submit your response
The questionnaire is available in all official EU languages (except Irish), and responses can be submitted in any official EU language. It will take about 20 minutes to answer the questionnaire.
Please note that to ensure a fair and transparent consultation process only responses received through the online questionnaire will be taken into account and included in the summary report.
The questionnaire has three sections:
- Section I asks questions to establish information about you as a respondent.
- Section II asks general questions about an environmental policy framework.
- Section III asks more in-depth questions about the specific architecture and content of the 7th EAP. Everyone can answer these questions but because of the specific background we would recommend this Section for participants who are "very familiar/familiar with the main aspects" of the 7th EAP (see question 9).
The questionnaire also offers the possibility to upload documents containing written statements. Your opinion matters to us. Thank you very much for taking the time to contribute to this consultation.

As part of the European Transparency Initiative, the Commission asks organisations (including NGOs, trade associations, enterprises etc.) who wish to participate in public consultations to provide the Commission and the public with information about whom and what they represent, their objectives, funding and structures, by registering in the Transparency Register and subscribing to its Code of Conduct.
