Objective of the consultation

This Commission is committed to increased transparency, in the way it operates and in European Union decision-making overall. In that context it has announced its intention to propose improvements to the transparency register, which is a tool put in place by the European Parliament and the European Commission to cast light on lobbying activities seeking to influence European policy-making.

This public consultation has a twofold objective 

  • to gather views on the functioning of the current transparency register and
  • to receive input for the design of the future mandatory regime of registration announced in President Juncker's political guidelines

The purpose is to assess and understand what has worked well so far, what can be improved and how, in order to ensure that the register fulfils its full potential as a meaningful tool governing relations between the EU institutions and interest representatives. The results of the public consultation will feed into the preparation of the proposal on a mandatory register by the Commission.

President Juncker's priorities for the European Commission contain a strong commitment to increased transparency. This commitment has been put into practice in several ways. In November 2014, the Commission committed to publish information about who meets its political leaders and senior officials and to provide greater access to documents relating to the negotiations for a Transatlantic Trade and Investment Partnership (TTIP) with the United States. In May 2015 the Commission presented its better regulation agenda which includes a series of measures to enhance the openness and transparency of the EU decision-making process, including secondary legislation.

The new Commission also decided that commissioners, cabinet members and directors-general should only meet interest representatives who have signed up to the transparency register, a tool which sheds light on those seeking to influence policy-making in the EU institutions, the issues they follow and the human and financial resources they deploy.

Lobbying is an integral part of a healthy democracy. It allows for various interest groups to present their views on public decisions that may come to affect them. It also has the potential to enhance the quality of decision-making by providing channels for the input of expertise to legislators and decision-makers. The transparency register is an online tool that sheds light on who is lobbying the European Parliament and the Commission, on behalf of whom, on which issues and with what budgets. Today the register includes over 9,000 entities, all signed up to its code of conduct.In line with its commitment to increased transparency and the political guidelines for the European Commission 2015-2019, the Commission has announced its intention to table a proposal for an Interinstitutional Agreement on a mandatory transparency register covering the European Parliament, the Council of the EU and the European Commission. The present consultation seeks to inform the preparation of this proposal.

How to submit your response

Please state whether you are responding as an individual or representing the views of an organisation. The submissions of non-registered entities will be treated as individual contributions (unless they are recognised as representative stakeholders through Treaty provisions) and will be published separately from those of registered ones. Contributions from public authorities will be published separately.
