Cross-border effects of natural and man-made disasters

Europe is vulnerable to nearly all types of natural disasters. Natural disasters cause death and destruction, affecting economic stability and growth. Man-made disasters, such as industrial accidents involving dangerous substances, can also have large-scale impacts.

Even if the physical effects of natural and man-made disasters are limited to a single country, their cost might not be adequately covered by insurance companies. Individual governments may have to shoulder large fiscal burdens, which could cause economic imbalances in the EU.

Commission consulting stakeholders

In 2013 the Commission ran a consultation to assess whether EU-level action could help improve the disaster insurance market. The consultation was based on a discussion paper accompanying the Commission's communication on an EU strategy on adaptation to climate change.
