Connecting Europe Facility (CEF) is a new €33 billion financing instrument for infrastructure projects in energy, transport and ICT sectors. The objective of the CEF is to provide financial support to projects which can help to close the missing links in Europe's infrastructure networks. Most of the support from the CEF is expected to take the form of grants, which are direct financial contributions from the EU budget intended to co-finance actions helping to achieve specific EU policy objectives.
The Innovation and Networks Executive Agency (INEA) invites independent experts in the respective fields to support the evaluation of proposals for grants submitted in response to the Connecting Europe Facility (CEF) calls for proposals.
Independent experts for the external evaluations will be selected via the Participant Portal set up by the European Commission. A new call for expression of interest for individual experts was published in the Official Journal of the EU (OJ C342 of 22 November 2013 http://eur-lex.europa.eu/JOHtml.do?uri=OJ:C:2013:342:SOM:EN:HTML), in view of the implementation of programmes under the new 2014-2020 financial framework.
The database has been set up for Horizon 2020 research and innovation programme but it will also be used for CEF programme for the selection of experts.

Independent experts are chosen on the basis of skills, experience and knowledge appropriate to carry out the tasks assigned to them. In this respect, the Agency will search the database to identify and select suitable experts using keywords related to their expertise. The database contains a list of pre-defined keywords and allows the use of free-text keywords where pre-defined keywords do not appropriately reflect a particular expertise. Experts interested in being selected for evaluation of proposals under CEF-Energy are encouraged to include the keywords from the list below as well as any other keywords relevant to their area of expertise:
• Energy systems (production, distribution, application)
• Electricity grid systems
• Electricity Transmission/Distribution
• Electricity Market/Regulations
• Natural gas
• Gas transmission pipelines (free-text keyword, to be inserted manually)
• Electricity storage
• Gas storage
• Energy systems, smart energy, smart grids, wireless energy transfer
Expertise is also required on cross cutting issues such as:
• Electricity and gas transmission regulation (free-text keyword, to be inserted manually)
• Project financing
• Project valuation
Prospective independent experts should also have appropriate language skills (fluent English as a minimum is required) for the tasks to be carried out and identify these skills in their profile.
