The Action includes both works and studies on the route between the German/Dutch border and Oberhausen, a 73 km rail link from the German/Dutch border to the western Ruhr region, currently consisting of an electrified double track line. It is mainly used for freight transport and constitutes a section of the international high speed network.

The works planned under this Action refer to increasing the capacity of Emmerich station by converting its electricity system (activity 1) and installing ETCS level 2 equipment at the cross-border segment (activity 2).

The studies planned within this Action comprise the building permit applications and drafting of the tender documents for upgrading this section to three tracks (activity 3), as well as drafting of the design planning and building permit applications for the installation of ETCS from Emmerich to Oberhausen (activity 4) and of the removal of level crossings along the route (activity 5).
