This approach consists of delivering alternative narratives, in order to challenge extremist ideas either online or offline. It is harder to predict and detect violent extremist actions, as extremist messages are spread more widely, rapidly and effectively via Internet and social media and authorities are often not able to hold people accountable for this propaganda.
Whilst efforts in reducing accessibility to terrorist content are important, they, on their own, will not prove an effective enough deterrent. Preventing and tackling radicalisation leading to terrorism and violent extremism is not only a security issue, but is also about addressing public opinion and countering and challenging extremist ideologies. Alternative narratives encompass all on- and offline communication activities which directly or indirectly challenge extremist propaganda in different types of fora.
