EU-Morocco sign a new partnership to better manage mobility and migration

The rich relationship between Morocco and the EU will extend to the area of migration and mobility with the signing today of the Mobility Partnership EU-Morocco.

The signature by EU Commissioner, Cecilia Malmström, the Moroccan Minister of Foreign Affairs and Cooperation, Mr. Saad El Din Otmani, and the Ministers responsible for migration of the nine EU Member States participating in the partnership (Belgium, Germany, Spain, France, Italy, Netherlands, Portugal, Sweden and the United Kingdom) took place in Luxembourg, in the margins of the Justice and Home Affairs Council.

Report: Global Approach to Migration and Mobility – two years on

In a report adopted today the Commission looks at the main developments of the EU's external migration policy in 2012 and 2013: while important steps have been taken to strengthen the dialogues and cooperation with non-EU partner countries, more can be done to bring about real change.

Efforts to address the realities of an increasing international mobility must match the needs and priorities of all stakeholders. This requires a better use of existing tools and stronger participation of EU Member States where possible.

Smuggling of migrants

The procurement, in order to obtain, directly or indirectly, a financial or other material benefit, of the illegal entry of a person into a State Party of which the person is not a national or a permanent resident.

Return

In a general sense, the act or process of going back to the point of departure. This could be within the territorial boundaries of a country, as in the case of returning internally displaced persons (IDPs) and demobilised combatants, or between a host country (either transit or destination) and a country of origin, as in the case of migrant workers, refugees, asylum-seekers and qualified nationals. There are subcategories of return that can describe the way the return is implemented, e.g.

Remittance

All financial transfers from migrants to beneficiaries in their countries of origin.

Reintegration

Re-inclusion or re-incorporation of a person into a group or a process, e.g. of a migrant into the society of his/her country of origin or habitual residence.

Regional Protection Programme

Designed to enhance the protection capacity of the regions involved - both regions of origin and transit - and to improve refugee protection through durable solutions (return, local integration or resettlement in a non-EU country).

Readmission

Act by a State accepting the re-entry of an individual (own national, third-country national or stateless person).
