Project
Objectives
It is
an innovating and experimental project. The suggested program deals
with drug addiction in the workplace. Its aim is to develop
prevention, training, and aid for workers directly or indirectly
affected by drug addiction.
The
project considers workers as actors in the prevention. It develops
the idea that drug addiction and dependencies in general create
serious problems in the workplace (absenteeism, low productivity,
thefts, etc..). When workers'awareness and knowledge increase, they
feel more sure, self esteemed and are able to realise a healthy and
safe workplace. The approach to drug addiction problems is carried
out according to the cognitive model of A. Beck and his
collaborators. This model is used in particular in the formative
action, in the realisation of informative materials and in the
efficacy study. The project foresees also a large research activity
on drug addiction social perception which is used to develop
prevention campaingns in the workplace.
The
final implememtation of the project in all Member States will build
a European network able to promote and develop initiatives on
prevention initiatives on prevention of drug addiction in the
workplace.

Project
Objectives
There
are only a view places in Europe where pill-testing-programs as a
measure of secondary prevention are possible under legal
circumstances. This is the result of an inventory study from the
EMCDDA in Lisbon which was conducted in the last year and will be
published in February 2001. In three European cities (Hanover,
Amsterdam, Vienna) from 3 member states (Germany, The Netherlands,
Austria) drug counseling agencies are offering to test ecstasy
pills since several years, integrated in their counseling concept
for people who are using synthetic drugs in a problematic or
addictive manner. These organizations form the framework for a
European cooperation investigating the effects of secondary
prevention measures. The DROBS in Hanover is driving with a mobile
bus to raves and different locations. Jellinek-Prevention from
Amsterdam is part of the Dutch Drug Information and Monitoring
System (DIMS) where tablets can be analyzed. The project "check-it"
from Vienna is using a High Performance Liquid Chromatography which
allows quantitative and qualitative analyses. These 3 cities have a
lot of experiences in the research field while using different
test-settings. All of them act as models of good practice with an
excellent reputation within the target group (user of ecstasy
pills).
The
key questions for the study are:
- do
offers to give the chance to test synthetic drugs lead to a change
in the consumption patterns of the user (more or less risks in the
use)?
- what are the advantages and disadvantages of the different
test-settings in the 3 cities?
- what are the conclusions out of the research for further
preventive, counseling and helping measures?
- in which way do test programs influence non-user (encouragement
to use or discouragement?)
The
cooperating cities and organizations demonstrate unique specific
preconditions in Europe to carry out the study. The project with
regard to secondary prevention would investigate for the time the
effects of pill testing programs on an empirical base. It would be
the first international project in this research
field.

Project
Objectives
FESAT
is unique in its work with drug helplines and is able, through its
network of drug helpline services, to call on a wealth of skills
and experience to carry out its aims. The Board members include
doctors of science, directors of large publicly funded services,
sociologists, psychologists and social workers. Through this
network FESAT also has access to the most appropriate external
experts when necessary. (see attached letter and
CVs)
The
aims of FESAT:
1.
Dramatic changes in technological developments, especially
involving young people, are challenging the accepted practices of
drug helplines. FESAT provides a forum for these services to
quickly and readily exchange good practice in order to better adapt
to a constantly changing environment. With the changes in the youth
sub -culture particularly in mind, FESAT will monitor and record
ways in which drug helplines are evolving in response to new
technological developments, new communication tools and the
changing needs of young callers (Priority 2,
B14).
2.
FESAT will develop a system of collecting and disseminating
information collected by drug helplines, including information
about new trends and new ways of using drugs, in collaboration with
the EMCDDA in Lisbon and the National Focal Points in Member States
(Priority 1, A1 and A2).
3.
FESAT will extend the network of drug helpline services to new
countries and new types of services; to respond to requests for
information help and advice in setting up services; to work with
drug helplines to improve the quality of drug
helplines.

Project
Objectives
The
aim of the ASK project is to prevent the alcohol and drug abuse of
young people. The methods of the project are based on the
conception that the best way to prevent the abuse is to improve
target group's social skills, self esteem, cooperation and peer
support. Preventive intoxicant education is to be versatile and
integrated, and the target group is to be attracted to take part in
the activities.
The
target group of the ASK project is 12-20 year old people. The
actions are also addressed to their parents, school and authorities
to promote their cooperation.
The
objective is to activate the young to participate in the project
and thus increase their commitment to the activities. The project
also brings new viewpoints into the activities of each partner
through international development work. The project develops three
different training programmes which we based on the participatory
working approach. The development team of the project consists of
NGOS and governmental authors.
European cooperation gives the project additional value from
the point of view of the diversification and transferability of the
developing models. By European cooperation the models are made
geographically and culturally independent. Additionally the
know-how of the workers of different countries brings new
viewpoints and innovations into the methods used by the workers of
each country.

Project
Objectives
This
project originates from the November 1999 annual ELISAD (European
Association of Libraries and Information Services on Alcohol and
other Drugs) meeting held at the EMCDDA, where information
specialists recognized and discussed the necessity of
quality-controlled access ta reliable internet resources in the
area of alcohol, other drugs (AOD) and addictions. During 2000,
ELISAD organised an explorative gateway project involving France,
Germany and Italy; the results were published at www.archido.de in
November 2000.
The
European AOD gateway aims to identify and collect links to AOD
websites in 20 European countries, to evaluate website's services
and information contents, and furthermore collect data on general
environment and activities of the according institutions in the AOD
field. Standardized formats for these metadata are being developed
to create a database, to be implemented to the gateway by
geographical and thematic ordering structures, in order to
facilitate specialised search and to meet Information requirements
of health professionals in AOD. The project plans to achieve an
estimated minimum of 400 files total (20 files per country).
Collective performance and expertise in AOD from ELISAD members,
coordination by 8 partners, online evaluation of the gateway
prototype by its public, scientific monitoring by University Bremen
/BISDRO, and EMCDDA cooperation will ensure high quality and
validity of research results. The project bas three main
objectives:
1.
Evaluation of website contents and services offered by relevant
European institutions in the AOD area.
2. Create methodological standards for appropriate indexation and
ordering categories for European web resources.
3. Conception and realisation of a user-friendly, multilingual
European information gateway on AOD.

Project
Objectives
1. To
optimise the work within the scene by the peer education
associations which have arisen out of the Techno /House movement
itself, and especially those scenes which are inaccessible to
professionals:
- Exchange of know-how about working on the ground: journeys
for observation/activities for volunteers, publication of
guidelines for practical interventions, publication of guidelines
concerning the training of volunteers.
- Exchange of information about the substances, the practices and
the risks with a view to improving the quality of the harm
reduction documents, and of anticipating the risks associated with
the consumption of substances new to the scene. Translation of
existing documents. Development of positive leisure activities
associated with the Techno culture.
- Organisation of actions involving personnel front different
associations at European events in the EU and candidate
countries.
2. To make the organisers of party events aware of their
responsibility for promoting the health of the participants, and
not only organisers of public events (discotheques, raves, concerts
....) but also private organisers (private parties, free parties
....).
- Edition of a European charter/guideline for organising parties
with fewer health risks. Promotion of chill outs including a health
area. - Promotion of the work created by the European Forum for
Urban Security.
3. To
further the emergence of peer education associations in those
regions where in the EU and candidate countries there is no harm
reduction activity within the target scenes.
- Mobilisation of the regional scene at the time of party
events.
- Publication of guidelines for the creation of peer education
groups.
- Technical support transferring know-how at the time of the first
actions.
- Training of volunteers front the groups
4. To
create a link between the scientific research and the drug
users:
- Creation of the framework for the use of the results by the
consumers, in particular the results of the analysis of the
products.
- Collection of the needs expressed by consumers.

Project
Objectives
The
Gypsies are one of the most important ethnic minorities in Europe.
There are an estimated 8,000,000 Gypsies residing in Europe and
Spain is the EU country with the largest population: more than
500,000. The Project focuses on a trans-national ethnic minority
which is very mobile (trans-national mobility) and whose
characteristics and problems are very similar regardless of their
country of origin.
-
Drug abuse and the sale of drugs is a phenomenon that is taking a
significant toll on sectors of the Gypsy communities and the
problem manifests itself in a similar way throughout the different
European Union countries, especially in the Mediterranean
countries.
- This situation is not readily comparable with that of other
sectors of the population at large and has a specific effect on
Europe's Gypsy communities that justifies specific intervention
with this ethnic minority:
- Drug addiction hastens the social, family and cultural
disintegration process suffered by this already vulnerable group of
people.
- Gypsy drug-users do not make use of drug treatment and support
centres nor do they benefit from the existing damage reduction
programs to the same degree as other sectors of the
population.
- The Gypsy people do not benefit from primary and secondary
prevention policies and programs dealing with drug abuse and
HIV/AIDS to the same degree as the rest of the population.
- Social and labour difficulties faced by broad sectors of this
community have led some Gypsy families to turn to drug sales as a
source of income and a way to survive.
- This situation has led to the appearance of new stereotypes which
identify Gypsies with drug-dealers. This is damaging to the Gypsy
community's social image and makes it harder still for Gypsies to
be readily accepted socially. It has also led to an upswing in
racist attitudes.
The
aims for the project are the following:
1.
Consolidate and expand the European Network Sastipen as a forum for
exchange, contact and mutual support. Emphasis on awareness and
information sharing with regard to the Gypsy Community in Europe
focusing on drug-abuse and HIV/AIDS and general health
issues.
2.
Generate dialogue and a pool of knowledge from elements of common
interest on the subject of the Gypsy population involved with
drugs. Develop methods and intervention strategies and transfer all
significant knowledge and experience to other action partners, to
other drug abuse networks and to other ethnic minorities and to
public administrations and entities from other European countries
which are Home to Gypsy people (especially in Central and Eastern
European countries with a significant Gypsy
population).
3.
Mobilise the different agents involved in drug abuse issues
(experts, institutions, etc.) as well as the Gypsy community itself
with a view to developing prevention and intervention initiatives
with this minority group within the Project partner countries which
favour specific treatment taking lifestyles and cultural
characteristics into consideration.
4.
Faciltate access to mainstream health services for drug-dependant
members of the gypsy community
5.
Produce, disseminate and apply prevention materials and instruments
specifically adapted to the Gypsy Community.

Project
Objectives
The
project scientific bases and aims are the following:
1. To initiate certain awareness for drug consumption in the
long run. For this reason we have chosen the target group of young
tourists in the holiday-period not only because of their specific
holiday-drinking behaviour, but because of their general drinking
behaviour. The holiday period offers a unique possibility to reach
a high number of young people in one spot: they have the time and
-regarding our experiences in the last two years- are very pleased
to discuss with young people of their own age about their drug
consuming behaviour In the year 1998 only in Ibiza 11 young persons
from foreign countries died as the result of the misuse of drugs
(nine Englishmen, two Germans).
2. To
reduce the consumption of alcohol mixed with drugs (ecstasy,
cocaine) and the related violence and vandalism Almost all Spanish
tourist cities with a young tourist population have problems with
vandalism and violence caused by the use of drugs especially mixed
with alcohol. On the basis of our positive experience in 1999 and
2000 with the implementation of a summer campaign in cooperation
with a Dutch organisation in different tourist cities in Spain, we
would like to expand this project to five additional member states
of the EU, first of all to Greece, (R-country) as a country witch
receives each year more than 11 Millions tourists and to the United
Kingdom, Germany and Belgium (tourist sending countries
=S-countries).
3. To
reach a high number of young persons during a short time period
Normally these risk groups of young persons between 18 and 22 years
are difficult to reach by the normal prevention canals or projects:
the school-based prevention-programs usually stop at the age of
14/15 and especially the high-risk groups are hard to motivate by
the traditional ways of education. Therefore the peer-to-peer
education method is very important and shows excellent results. In
order to ensure a wide range of diffusion of the preventive
material a close cooperation with British, Belgium and German
Airlines and travel agencies will be installed from the very
beginning. Furthermore the already existing website from our
organisation directed to young people: http://www.site-b.org will be used as
an international information prevention platform in 5
languages.

Project
Objectives
The
project aims to design and develop drug prevention related training
modules and teaching materials using multimedia and utilising new
technologies that will help young offenders in prisons who have
poor basic skills. The project will improve information, education
and training aimed at drug prevention amongst young offenders. This
project aims to give redress by providing help and support in the
form of education and training conducive to their need to promote
drug prevention and enable them to participate in society, their
social circumstances and so improve their health and help prevent
drug use.
The project will seek to address the barriers to learning caused
through poor basic skills by training staff to teach basic skills
using new approaches for drug prevention programs in five prisons
in 4 participating countries: Dover (England), Cesis (Latvia), Parc
(Wales); Wheatfield (Ireland) and Amiens (France); involving young
offenders in the development of curriculum materials; and utilising
multimedia technology in programs.
The
project will:
1.
design and develop basic skills training modules/materials,
including new training materials and utilisation of new
technologies in the context of drug prevention for use within
prisons within the participating partner states.
2.
design and develop basic skills training materials and methodology
to up skill tutors and mentors in correctional institutions in the
use of ICT and the use of an integrative learner approaches for
health programs.
3.
involve young people in the development of materials (use of their
own voices and life experiences to enhance the curriculum aims);
audit existing practices and build on projects that are already
operating within the same field, to prepare and develop material in
consultation with collaborative partners and experts in the field
of health and basic skills.
4.
identify select and recruit appropriate staff within the prisons
who will be trained in the use of the new materials, delivery
methodology and supplementary technology.
5. to
trial training and teaching materials with up to 100 young people
in prisons (20 from each prison) from 4 participating countries (5
prisons - 6 candidates from each prison) for each
project.
6.
Evaluation of the material, training and piloting stages, together
with an external evaluation of the project.
A
resulting new training and technology model to be used in future
basic skills and health promotion programs for further
dissemination to education and social partners at
national/transnational level.

Project
Objectives
IREFREA is one of the oldest European network, with 7 stable
offices (Italy, Germany, Spain, France, Austria, Portugal and
Greece) and different research partner scattered in 11 European
countries. The project develops different priorities for the
Communitarian Action Programme in Prevention of Drug addiction (A3,
A4, A6, B9, B 10).
The projects carried out by IREFREA concerns the primary prevention
and try to combine the use of scientific methodology ( epidemiology
, control groups, validated scales, bibliography research ... )
with the national grounded professionals and programmes. Especially
the activities are focused on:
- Improvement of knowledge in a comparative way in most of European
countries, about risk factors of use and abuse of synthetic drugs
in disco or rave scene.
- Development of new preventive approaches in recreational
places.
- Development of current knowledge of drug- addicted women needs in
Europe and their perception of the efficacy of treatment services,
looking for establishing preventive and therapeutic
guidelines.
- Improvement of knowledge on risk and protection factors of
adolescents, analysing in a comparative and international way, the
family environment and different education styles.
- Development of preventive programmes, taking into account
problems connected with each family environment.
In
general terms, the aims of this project are:
- building up an European network of experts interested in
prevention, research and evaluation;
- developing a common working methodologies and synergies among
community programmes and intervention;
- establishing pilots studies and basic research related to
preventive programmes;
- developing a better comprehension of drug abuse trends in
comparative way among European countries, combining qualitative and
quantitative research methodologies.

Project
Objectives
The
major aim of the proposal is to facilitate the implementation of a
promising intervention method for reducing the harmful effects of
drug abuse in the European Community by stimulating cooperation and
the exchange of experiences. Five Member States will participate m
the study, including Belgium, Germany, Greece, Wales (UK), and the
Netherlands. Alternative models for the solution of the drug
problem come to be viewed as necessary, primarily due to the spread
of IUV/AIDS and the nuisance caused to the environment. The
intervention, called Self-Control Information Program (SCIP), uses
a non-moralizing, motivation-to-change enhancing booklet 'm a four
guided sessions program with drug-abusing
clients.
The
program helps addicts :
1. to
realistically assess both the advantages and disadvantages of drug
use and those of "kicking the habit".
2. to view controlled use that is integrated within the context of
a conventional lifestyle as a success in the right
direction.
3. to change drug abuse as a strategy for attaining the quality of
life.
S CIP
is developed in co-operation with the Jellinek in Amsterdam by the
Universities of NiJmegen and Amsterdam (Cramer & Schippers,
1994). The program is suitable for low-threshold facilities for
drug abusers, and proven effective among others in prisons. The
feasibility of the implementation of the program will be evaluated
in a series of meetings of a Steering Committee (five Member
States) and in a Symposium (all Member States) by discussing the
experiences with pilot versions of the program (in five Member
States) and the results of a survey on facilitative and inhibiting
factors in implementing the program (all Member States). The
project will therefore:
1. stimulate the exchange of experiences in implementing
low-threshold drug abuse preventing programs.
2. establish co-operation in the implementation and adaptation of
such programs.

Project
Objectives
This
project aims to promote the co-operation and improvement of drug
demand reduction programs in the cross-border Rhin-Meuse-Moselle
region (F, D, B, L, NL).
The main aim, in this geographical area, involving partners from
five member states, is to encourage and structure cross-border
co-operation, to attempt to work out common strategies for action,
which are effective and relevant, respecting the different local
systems, and the national political, cultural and economic
constraints.
In
this way, the 2001 GEERMM-Europe Interregional Framework Program,
based on previous evaluations, is centring its work and thinking on
two main themes:
1.
The development of activities aimed at preventing drug use by young
people : by the training of multidisciplinary staff (F, B, D) to
work with this group, in co-operation with an other European
network T3E {School and Social Environment Seminars} , by working
with a lot of groups of young people (F, B) to develop the peer's
support and the control of addictive behaviours [Prevention for
addictive behaviours among young people] (in reference to actions
3, 9, 10, 12 and 15 formulated in the appendix to the program of
Community Action n°102/97/CE).
2.
Research and the development of strategies suited to the prevention
of relapses, by means of co-operation between drug addiction
specialists in order to determine what the relevant concepts are
[Relapse prevention], the improvement of the general health and the
quality of life of addicts in substitution programs, research of a
best comfort in the protocols between users and general
practitioners [Drug Addicts' Aid Network] , (in reference to
actions 1, 2, 3, 4, 5 and 6).
The
whole of the Framework Program aims to involve professionals in the
field of addiction, both specialists and non-specialists, in order
to diversify prevention work (included young people themselves as
far as possible) and the follow-up of drug addicts, to enrich
everyone about good practices as well as the co-operation which is
indispensable for coherent action and the improvement of the
quality of work of drug addiction workers and the level of health
of users. This hand-on approach does not exclude research work,
collaboration between researchers and academics, co-operation with
other European network to reduce financial costs and extend good
practices (for example Action 1 with T3E), and the use of existing
data and local European level, such as those provided by the
European Monitoring Centre for Drugs and Drug Addiction
(E.M.C.D.D.A.) and the national Focus Points.

Project
Objectives
-
Launch a comparative study on the impact of substitution
treatments, notably Subutex, looking more particularly at the
effects of these treatments on patients' intravenous drug use and
use of psychotropic drugs in general.
- Continue the \"Race & Drugs\" project based at the University
of Middlesex (UK), concerning prevention, access to treatment and
provision of care for immigrants from cultural minorities.
- Extend the scope of the existing network, a) by developing
partnerships with structures specialising in the field of
addictology and alcohol problems and b) by developing an approach
that considers the impact of social insecurity on drug use (licit
or illicit).
- Create a French/English glossary of terms used in the field of
addiction, designed to serve a functional purpose while at the same
time pinpointing, via linguistic realities, certain conceptual
and/or cultural differences.
- Organise training sessions on themes covered in the
programme.
- Publish and disseminate (on paper and on the Internet) data,
contributions generated by the programme and information concerning
the network's activities.
- Organise partnerships in the context of placements linked to the
programme's objectives, while at the same time promoting synergies
with other European networks.
issues de l'immigration (programme - Race and Drug Project-
Middlesex University U-K).

Project
Objectives
The
next phase of AC COMPANY will expand the network with candidate
states, will intensify research and will focus also on migrants,
drug users from Central and East Europe and foreign drug users in
prison. The general aim is to contribute to the prevention of drug
dependence and its consequences (marginalisation, related health
damage) in the field of mobility and drug abuse,
by:
- The Network: to
maintain and further develop the collaboration between national
reference centres regarding questions on helping mobile drug users;
to integrate new project partners (from candidate countries) and to
further develop the network itself in order to improve
transnational collaboration and to effectively support integration
or re-integration of clients.
- The Laboratory: to help, support and offer treatment to mobile
drug users to deal with their problems and their needs; to help
them where they are and to facilitate their (re)integration at
home.
- The Research: to build scientific knowledge about this target
group (with special focal point on migrants, mobile drug users from
Central and East Europe and prisoners) and the factors that
influence their medical and social condition; in order to improve
secondary and tertiary prevention of Aids/STD, of other
communicable diseases and of drug abuse.
- The Models: to elaborate the functional working models that have
been established in the work with mobile drug users and make them
available for new partners, especially in the candidate countries.
To further develop the reference status of the partners in their
own countries for colleagues and other professionals who work in
the field of drug abuse and to stimulate initiatives by local
projects to implement the models in areas and regions where the
situation with regard to mobile drug users call for such
actions.
- The Dissemination/Training: to make the models available and to
disseminate the expertise of AC COMPANY via the website ( homepage)
on the internet, direct consultation to professionals, bilateral
visits of project partners, presentations at conferences,
publications in periodicals and the intensification of
collaboration with relevant international networks.
- The Monitoring/Political Consultation: to support the
harmonisation of the drug policy and the quality of the help and
support for mobile drug users in the European Union, AC COMPANY
will make its analysis available to the relevant policymakers in
the EU.
