OBJECTIVES AND CONTENTS OF THE PROJECT:

The primary objective of the project is to continue to develop and manage a sound European surveillance system on HIV infection and AIDS. The system allows the collection, analysis, interpretation and dissemination of up to date national surveillance data for each EU Member State (as well as non-EU European countries).

Secondary objectives of the project include ongoing evaluation of surveillance methods, trend assessment, characterisation of affected populations, analysis of HIV-associated diseases and through mathematical modelling, prediction of future AIDS incidence.

Until now the system was based on AIDS case reporting and HIV prevalence data. An important new objective of the project is to explore the feasibility of setting up a European surveillance system based on reporting of HIV infection, which would allow improved monitoring of the epidemic and better targeting and evaluation of HIV prevention and care.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The main objective of the project Euro TB is the continuation of a system of collection, analysis and publication of data on tuberculosis (TB) notifications in Europe. The project is the prolongation of the one-year feasibility study followed by the establishment of a routine surveillance system during the second year with the Directorate General V of the Commission of the European Communities).

The second objective of the project is the initiation of a system of collection, analysis and publication of data on resistance to antituberculosis drugs. The situation of drug resistance surveillance (DRS) is very heterogeneous in Europe since only a few countries have a national surveillance system. The feasibility study currently conducted by EuroTB is expected to result in a proposal for a European system of data collection on antiTB drug resistance based on common definitions and principles.

  • To establish and validate a classification for HCV infection suitable for epidemiological surveillance in Europe. In addition to define minimum data sets for surveillance activities.
  • To set up and evaluate common methodologies for surveillance of the spread and impact of HCV infection in European countries, using different approaches: a) laboratory and/or ambulatory care-based surveillance of newly detected HCV infections in the general population, b) monitoring of the level of occurrence in high-risk groups, c) surveillance of general population prevalence, d) a possible surveillance of HCV-induced liver disease using a histopathology reporting system. The feasibility and validity of existing and novel methodologies will be evaluated and reporting networks will be prepared.

OBJECTIVES AND CONTENTS OF THE PROJECT:

Surveillance of infectious diseases on the European Union level is becoming increasingly important. Several networks for such surveillance already exist (e.g. salmonella, legionellosis, and HIV/AIDS), and others are being planned.

Whilst these networks have generally been successful they are all dedicated to one disease or pathogen, and there is a lack of -co-ordination of these activities. Especially for the smaller countries of the Union, the reporting within an ever-growing number of networks is requiring more and more resources. This is particularly true since the format of the reporting is very different for the different networks. Furthermore, there is little within the present process to guarantee that the networks initiated are the most important from a public health point of view.

In response to some of these arguments, the Charter Group, consisting of the heads of surveillance from the 15 Member States was set up in 1995.

The proposed project would have three parts:

  • Continue the work on prioritisation started by the Charter Group in 1996 and 1997.
  • Pilot the use of common case definitions for a few selected diseases not presently reported in existing networks.
  • Investigate the feasibility of a common (or a few common) reporting scheme(s) for the different diseases under surveillance.

OBJECTIVES AND CONTENTS OF THE PROJECT:
  • Build a network of European laboratories working on diagnostics for "imported" and rare viral infections. This has resulted in the exchange of diagnostic samples, i.e. sera, methods, and information in order to improve diagnostics in this field for people in Europe.
  • Identify those viral infections most likely to be imported and to threaten the human population, co-ordinate the programme to respond to the threat.
  • Work out recommendations for the standardisation and quality control in diagnostic laboratories involved in the diagnostics of such diseases.
  • Identify and operate standard assays according to defined quality control criteria.
  • Optimise limited resources by exchanging reagents, methodologies, and expertise.
  • Encourage regular contact within the network through meetings and exchange of laboratory personnel.
  • Open the network for members of the other European laboratories.
  • Organize and co-ordinate international activities with the "surveillance network group", the "task force on vaccines and viral diseases", or other European or national like CDC or international organizations like the WHO and PAHO.

OBJECTIVES AND CONTENTS OF THE PROJECT:

This is a proposal for the training of the fourth cohort of fellows in the European Programme for Intervention Epidemiology Training (EPIET). It is a fellowship training programme in applied epidemiological methods for the surveillance and control of communicable diseases, information production, and public health action. This programme provides suitable training opportunities at identified national institutions in charge of surveillance and control of communicable diseases in Europe.

The trained human resources contribute to the development and strengthening of a European network of epidemiologists with similar experience and methods. In close connection with other EU projects, it is already facilitating the exchange of epidemiological information between EU member states and facilitate the co-ordination of surveillance, investigation and control of communicable diseases in Europe.

The programme consists of a long-term field assignment devoted to practical (learning by doing) epidemiological training. It is supervised by senior epidemiologists in national European Public Health Institutes. Each fellow is sent to an host institute of an EU member state different from its country of origin. The practical training is supported by a three week introductory course, four one week additional modules, and two Scientific Seminars during the field assignment.

OBJECTIFS ET CONTENU DU PROJET:
  • Le projet a pour objectif d'accroître, au sein de l'Union Européenne, la circulation d'information dans le domaine de l'épidémiologie des maladies transmissibles, entre les systèmes de surveillance nationaux et les personnes impliquées dans la Santé Publique. De plus, l'établissement de relations étroites et régulières entre les responsables chargés de la diffusion des informations nationales devrait permettre d'accroître, par-delà le bulletin lui-même, la qualité et la rapidité des échanges d'information et contribuera à un meilleur contrôle des maladies transmissibles dans l'Union Européenne. Le bulletin Euro-Surveillance vise à publier des données provenant des réseaux de surveillance et des résultats d'enquêtes épidémiologiques, de comparer les différentes approches nationales de santé publique, de collecter les informations d'intérêt international paraissant dans les bulletins nationaux. OBJECTIVES AND CONTENTS OF THE PROJECT:

A coordinated international response facilitated by efficient communications is vital for an effective public health response to communicable diseases. Communicable disease incidents of significance for the entire European Union occur regularly. So far in 1997 there has been a widespread resurgence in the incidence of Salmonella enteritidis phage type 4 infections, epidemic pertussis in one country has raised concerns about vaccine effectiveness, more new - variant Creutzfeld-Jakob Disease cases have been recognised, several international outbreaks of legionellosis have been described, and cryptosporidium outbreak caused by naturally filtered water reported for the first time. The rapidly expanding medium of electronic communications via the Internet provides a major new opportunity for disseminating key messages quickly to relevant professionals at all levels throughout the EU. In response to a resolution of the European Parliament a successful pilot study of a weekly electronic notice on communicable diseases was conducted in 1997. It is now proposed to continue the development of this electronic bulletin, called Eurosurveillance Weekly, for at least another two years.

The aim of Eurosurveillance Weekly is to disseminate new scientific information about important developments in communicable diseases of European significance that is timely, accurate and authoritative, in a bulletin which all concerned with communicable disease prevention and control may scan promptly.

Electronic collection and dissemination of information using an Internet world wide web site is the method most likely to achieve the widest and quickest (daily if needs arise) possible professional access to information. It also provides the facility to make the bulletin publicly available, raising the profile of public health. The European Commission has recognised that such a bulletin is essential for effective communicable disease control, to complement the monthly Eurosurveillance.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The broad aim of this proposal is to provide quality information and practical assistance on HIV (and other STDs) and ensure reliable means of delivering this information to seafarers visiting EU ports.

It will contribute firstly to the health of seafarers by providing brief, user-friendly information and local assistance guides in formats and languages reflecting the nationalities and cultural sensitivities of the visiting crews; and, secondly, to the protection of the citizens' health in Europe in view of the historical importation of STDs and the increasing threat from the introduction of newly emerging diseases into Europe.

The standardised materials produced will be widely tested and proven products which will be made available through seamen's missions, welfare organisations, port health authorities, officer training colleges, local GU clinics, local health education authorities/workers, local outreach workers at EU ports. In order to combat sexual transmission of disease, the social marketing of good quality condoms, with instructions for use and facilitated availability, will also be implemented at a number of trial EU ports. Further, the use of telemedicine and the internet will be piloted to ensure that relevant information on HIV and AIDS (and other STDs) can be given to seafarers through the ships'officers before landing at EU ports. This is a particularly relevant for those vessels with short' turn round' times. Clear lines of delivery and accountability will be identified in 4 EU countries.

  • Further developing and implementation methodology, materials and methods of evaluation for prostitution in general as well as transgender, drug-related and male prostitution.
  • Further developing Tampep's methodology for migrants and mobility in prostitution, and implementing ist methods in the network.
  • Analysing, reporting and producing advice (for political and public health bodies) on current developments in European prostitution relation to HIV, STD and communicable diseases.

To evaluate the public health contribution of the network.

OBJECTIFS ET CONTENU DU PROJET:

La proposition de partenariat Européen poursuit plusieurs objectifs :

  • Réduire la dissémination du VIH, des MST et d'autres risques de santé ( dépression, suicide, etc .) auprès des jeunes homosexuels ou auprès de jeunes se posant des questions au sujet de leur préférence sexuelle, réduction opérée sur base d'une stratégie visant à élucider et à agir sur les conditions d'apparition de ces situations de de vulnérabilité spécifiques.

  • Favoriser la prise de conscience par les pouvoirs publics, par les intervenants en matière de santé et, au-delà , par la société au sens large, de l'impact de la discrimination ou de la stigmatisation redoutée par le jeune sur l'émergence de divers risques de santé.
  • Favoriser et développer le transfert et la partage de savoirs et d'expériences concrètes entre institutions et organismes actifs dans les différents pays européens, afin de mettre en lumière les convergences et les divergences à l'intérieur de contextes socio-politiques différents.
  • Réaliser, à l'issue du congrès conçu comme moment-clé d'échange et d'élaboration d'un réseau opérationnel au niveau européen, une vaste campagne à dimension communautaire susceptible d'atteindre les jeunes vivant des tensions identitaires en rapport à leur préférence sexuelle et d'agir sur le contexte socio-politique de leur stigmatisation.
  • Concevoir et mettre en oeuvre cette campagne en tenant compte des spécificités régionales.
  • Constituer, tant à travers le congrès qu'au cours de la campagne, un réseau durable d'acteurs engagés à la fois dans la lutte contre le HIV et dans l'étude et le diminution des risques de discrimination, plus spécifiquement en matière de préférence sexuelle, de manière à favoriser l'émergence d'une citoyenneté européenne attentive aux plus vulnérables.

Le réseau européen de recherche sur le Sida/VIH, mis en place en 1995 a été étendu en 1997 à l'ensemble des autres pays membres et prend en compte désormais le problème des hépatites virales et d'autres maladies sexuellement transmissibles.

Les objectifs du réseau sont :

  • Collecter, comparer et diffuser plus largement l'information sur l'épidémiologie et la prévention du Sida/VIH/hépatites virales dans les prisons des états membres de la Communauté Européenne.

  • Rassembler tous les partenaires européens en vue de mettre au point des outils communs et plus efficients pour la surveillance épidémiologique, la prévention et l'évaluation des programmes de prévention dans les prisons de la Communauté Européenne.
  • Formuler des recommandations pour la lutte contre le Sida/VIH et les hépatites virales en prison, aussi bien auprès des personnes infectées que des personnes non infectées par le VIH (Préventions primaires et secondaires).

  • Zusammenführung der europäischen Partner, um gemeinsame Instrumente für ein anonymes epidemiologisches Monitoring System (HIV und Hepatitis) sowie die Beobachtung von HIV-bezogenem Risikoverhalten im europäischen Strafvollzug zu implementieren und präventive Strategien umzusetzen und zu evaluieren.
  • Förderung des Informations-und Erfahrungsaustauschs innerhalb der Europäischen Union bezüglich HIV und Hepatitis-Prävention im Strafvollzug durch :
  • a) Organisation und Durchführung internationaler Workshops und Seminare.

OBJECTIVES AND CONTENTS OF THE PROJECT:

At several borders within the European Union and even more along the borders of the EU member states and the newly independent states of Central and Eastern Europe, issues relating to HIV transmission are visible and are a focus of public awareness and discussion. But measures responding to these situations are quite rare. This project is the third phase of the Umbrella project which relates to an initiative which began in early 1993 in Saxonia, Germany regarding the border issues between Germany, Poland and the Czech Republic and in the first and second phase of the Umbrella project regarding also to experiences in Finland/Estonia, Italy/Slovenia and Austria/Switzerland.

Our approach in the last years has been to establish binational multilingual teams addressing social needs on both sides of the border, setting up networks, offering advice services and partaking in campaigns to overcome discrimination. During the past phases a number of informations have been collected on border issues regarding HIV/AIDS and STDs and projects have been planned and implemented, which need to be continued and developed in the next year.

The main objectives of Umbrella-Network as a whole are:

  • To analyse border issues with regard to HIV/AIDS/STDs in selected European regions;

  • To assess the situation in Europe as a whole.
  • To identify examples of good practice.
  • To create guidelines for reacting to the situation.
  • To develop borderspanning methods of prevention.
  • To create new projects and to evaluate them.

OBJECTIFS ET CONTENU DU PROJET:

Sida Info Service projette de formaliser, en partenariat avec quatre autres pays, le réseau déjà esquissé au cours de l'année écoulée avec les services d'écoute d'Espagne, d'Italie et du Portugal. Les objectifs de ce réseau sont de contribuer à réduire la prévalence de l'infection à VIH chez les femmes, et par conséquent chez leurs conjoints et leurs enfants ; de contribuer à réduire les facteurs de vulnérabilité des femmes et leurs effets, par une prise en charge mieux adaptée à leurs besoins ; de contribuer au développement des réseaux de solidarité.

Ces objectifs se déclineront comme suit :

  • Garantir l'accès aux informations les plus complètes et régulièrement mises à jour.

  • Adapter et individualiser les informations transmises en fonction des vécus et des situations de chaque personne qui appelle les services d'écoute, et ce, grâce é des entretiens personnalisés.
  • Promouvoir les outils de protection de la transmission par le VIH et les autres MST (préservatif féminin, recherches sur les virucides, incluant la prévention d'autres MST susceptibles de faciliter l'infection par le VIH, et favoriser le dépistage de certaines maladies opportunistes (cancer du col de l'utérus, herpès récurrents ...).
  • Favoriser l'accès au dépistage en dehors des moments-clés comme la grossesse, les examens prénuptiaux, et avant que l'infection ait déjà dégradé l'état de santé.
  • Favoriser un accès aux soins moins tardif, en prenant en compte les spécificités des femmes (physiologique, gynécologique, maternité, etc...).
  • Réduire les risques de transmission materno-foetale grâce à la réalisation des points précédents ; favoriser l'écoute et l'assistance, en prenant en compte les problèmes spécifiques aux femmes, afin de rompre leur isolement.
  • Soutenir les démarches qui renforcent l'estime de soi.
  • L'inciter à prévenir les situations de précarité extrême.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The aims of the project are to describe the sexual behaviour and the social and sexual lifestyles of men who have sex with men, gay and bisexual and other men who have sex with men, whether gay or non gay identified. The project is a comparative survey with the SIGMA project undertaken in England by Essex University. The project has a particular current epidemiological importance in working against the spread of the HIV infection. The goal is also assess of knowledge of safer sex and adherence to its principles. The research partner SIGMA project has been going on in England from 1986 and it presently covers 1083 men. The SIGMA project is one of the largest socio-sexual cohort surveys of gay and bisexual men ever carried out. The second research partner is the University of Gothenburg, Sweden. Crosscultural comparisons will be carried out under the guidance of professor Sven-Axel Mansson and Professor Michael W. Ross, who has visited the University of Gothenburg during the latter half of 1997. They are starting a similar project which gives excellent possibilities of comparison. We have also agreed on research cooperation with the Stockholm-based RFSL Hivkansliet, which corresponds to the Finnish HIV Foundation. The purpose of the project is to produce and disseminate information about HIV risk situations, condom use and unprotected sex and changes in them. This information is used to develop strategies to prevent new HIV infections to the groups and situations where this information is mostly needed and prevent the discrimination against HIV infected people. Preventive strategies and safer sex material will be produced for both Finnish and European use.

This project aims to engage the world of enterprise in the management of the AIDS epidemic by seeking to deliver appropriate educational and support programmes in the workplace. The project will achieve this by :

  • Ensuring that the European AIDS and Enterprise Network becomes firmly established in each Member State.

  • Encouraging and supporting workplace information and education initiatives so that proven programmes can be expanded, improved and prepared for wider dissemination.
  • Providing a European contact point for the National Coordination Centres so that information and experience can be shared easily and quickly between Member States.

OBJECTIVES AND CONTENTS OF THE PROJECT:

Research carried out by The Alliance and supported by the Dept. of Health with the co-operation of the Irish Advisor and the EU Commissioner, has found that NGOs in Ireland, Spain, Portugal, Greece and Italy have had a consistently low participation rate in the Community Action Programme for the Prevention of AIDS, both as initiators and as partners. Also, by the time information on funded projects is available, it is usually too late for other organisations to participate as partners in them. As there is increasing emphasis in funding criteria on large-scale projects, these same countries are likely to be increasingly marginalised as they may not have sufficient resources. This project aims to establish a pilot network of NGOs from these countries aimed at improving their participation as lead or partner organisations.

The aims of the pilot network are to :

  • Facilitate co-operation, information exchange and networking between NGOs in these countries, thus providing potential for future collaboration on large-scale projects with a shared agenda.

  • Research into the reasons for their low participation and the criteria used by NGOs in receipt of funding in the selection of partner organisations.
  • Facilitate participation in existing and future EU-funded projects and networks by the provision of a database and directory of interested NGOs.
  • To feed back perceptions of these NGOs to the Commission and Advisory Committee

  • De gérer le multilinguisme.

OBJECTIFS ET CONTENU DU PROJET:

Au sein de l'Union européen, les lignes d'assistance téléphonique contre le sida se sont multipliées. Elles agissent isolément dans un cadre régional, fédéral ou national; faute d'une structure adéquate favorisant les contacts, les rencontres demeurent sporadiques. Créer un réseau des services, tout en respectant leur autonomie de décision et de fonctionnement, stimulerait la coopération, l'innovation et la création de lignes, la production d'outils.

Coopération et partage d'expérience sur:

  • Le bilan et l'évaluation des services actuels.

  • La place de la téléphonie sociale dans les dispositifs de lutte contre le sida.
  • L'évaluation des besoins, les perspectives, l'élargissement du champs d'activité (M.S.T...).

Aide à l'innovation et à la création:

  • Concertation sur la faisabilité et l'efficacité de nouvelles orientations (lignes destinées à un groupe épidémiologique, lignes d'action spécifique, professionnalisation ...).

  • Valorisation des compétences et de l'expertise (aide à la création de nouvelles lignes; aide au développement pour les dispositifs les moins avancés, en l'Europe du sud notamment).

Production d'outils:

  • De communication et de promotion (bulletin du réseau).

OBJECTIVES AND CONTENTS OF THE PROJECT:

The overall objective is to generate interest, exchange experience and continue the information process about HIV and AIDS in a European context. Rooted in Nordic co-operation and experience, focus will be on prevention, medical treatment, medical research and options for people infected with HIV or diagnosed as having AIDS. By making the disease visible, we minimise the risk of discrimination and optimise the basis for providing information about the disease, how it is transmitted etc.

With broad European representation in this specific area, the aim is for the project to contribute to the development of new models/methods of European co-operation based on work between the voluntary organisations and dialogue between strategic and operational levels.

The aim of exchanging and processing experience is to guarantee that further work with HIV and AIDS within the European Union will be able to profit from the synergy created by such co-operation.

OBJECTIVES AND CONTENTS OF THE PROJECT:

To demonstrate the concept of the Safer Sex Caravan, which has proved a very successful information tool in Denmark, to AIDS-organizations assembled at the XII International Conference on HIV and AIDS in Geneva. To share with them our experience in the area of aids-information, and to learn from their of doing things.

After the Conference we will conduct a tour of a part of Southern Europe - in close cooperation with local aids-organizations - to show how effective and versatile a mobile information unit can be - and, by our very presence, demonstrate that control of HIV is not only of national concern, but is a pan-European problem that has the attention of the leadership of the European Community.

The local organisations intimate knowledge of their regions will ensure that the Caravan will be used to maximum efficiency in the various areas we visit. The very high-profile Caravan will be a remainder that there is a lethal sexual disease around, and that the only protection against it is knowledge, care and condoms.

Renforcer et étendre les points "Ecoute - Santé - Jeunes" des gares européennes déjà existants (Paris-Rome-Amsterdam) et dont les objectifs sont:

  • D'aller à la rencontre des jeunes en errance.

  • De créer "lien" et devenir un référent pour les jeunes.
  • D'identifier leurs besoins médico-psycho-sociaux.
  • D'informer et prévenir les risques (VIH, autres maladies transmissibles, toxicomanies..) liés à l'errance.
  • De diffuser des supports de prévention.
  • D'offrir une possibilité d'accès au réseau sanitaire et social existant.

Diffuser l'expérience acquise aux points Ecoute-Santé-Jeunes :

  • En élaborant dans chaque pays avec les jeunes des supports de prévention et un guide méthodologique de counselling sur la rédaction des risques destiné aux responsables de jeunes

  • En favorisant les échanges de pratiques professionnelles entre les différents points "Ecoute-Santé-Jeunes" du réseau européen sur les thématiques de la rédaction des risques propres à l'environnement des gares.
  • En formant les jeunes par des relais pairs identifiés dans les différentes gares ainsi que les professionnels des institutions partenaires.
  • Créer à Paris le Centre Européen de recherche des jeunes en difficultés

  • To address the routine application of quality management principles in the use of blood and blood products both in hospitals and private practice.

  • To draw up conclusions/recommendations which will serve as a contribution to on-going efforts in the Member States in refining their policies on blood safety and permit the Community institutions an the Member States to further their efforts towards the implementation of a blood strategy for the European Community.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The social care of HIV affected children and their families is one of the primary aspects of assistance and support. Most affected children, regardless of their HIV status, are likely to lose one or both of their parents and many will require alternative care (AC) in some form. Results from European Collaborative Study (ECS) showed that the most common model of AC in Southern European countries is "the extended family", whereas, in Northern Europe, foster and adoptive care is more prevalent . An analysis of the advantages/disadvantages of different models of AC will assist service planners and providers in achieving the best from the European experience of care for HIV affected children. To develop a greater understanding of the needs of these children and of the adoptive a set of good practice standards, including minimum standard training programmes of both service providers and carers.

Our general aim is to improve the quality of the assistance to HIV affected children and their families through a model of AC and through an associated practice standards adaptable to different EU member states. Specifically, we will study the characteristics of AC of HIV affected children currently provided in Italy, Scotland, France and Sweden, develop a practice model and associates minimum practice standards for AC of HIV affected children which can be adapted in all Europe and finally, develop a training and support programme for alternative carers.

Collection and diffusion of information

EATG's basic goals are :

  • To divulge objective, rigorous and honest information about treatments and medication and other points that can lead to a betterment in the quality of life of HIV + people.

  • To assure an ordered maintenance of the latest information and easy access to it.
  • To present understandable material for all readers so that it is available to the largest amount of people possible.
  • To promote good health-maintenance practices.
  • To help the HIV + person be able to make treatment decisions together with their medical team, so that both the patient and the doctor are able to work together and dialogue and take advantage of the interchange of information and personalise the treatment.
  • To publish said information regularly.
  • To consolidate relations with other institutions, the states, and both European and American organisations with the goal of getting access to/providing/contrasting all the latest information.
  • To present treatments, treatment issues, and regulatory decisions in Europe for trials and access.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The project is aimed to build a forum among seven European NGOs representing the following countries (Aides,France, Deutsche Aids Hilfe/Germany, Lila/Italy, HIV Vereniging Nederland/The Netherlands, Abraço/Portugal, Fase/Spain, Terrence Higgings Trust/United Kingdom) which are involved in the fight against AIDS.

The specific project's aims are as follows:

  • To establish the rights of people with HIV and AIDS, with particular attention to discrimination problems related to access to treatment and care, privacy, employment, social security system and assurance. To form a comprehensive "rights forum", considering the main differences within the EU,

  • To bring up these items to political institutions such as the European Parliament and the national authorities of each country,
  • To collect and exchange information on field work experiences and pilot projects concerning HIV and AIDS prevention, care and informative campaigns among the NGOs of the CHANGE forum.
  • To widen the forum to the remaining EU Countries (Austria, Belgium, Denmark, Finland, Greece, Ireland, Norway, Sweden) within 18 months and promote the participation of those Countries which are still waiting for entering the EU. The participation of these countries will be subjected to the 'Charta of Principles' subscription.

OBJECTIVES AND CONTENTS OF THE PROJECT:

The project follows and updates a previous one, already financed by EC DG V in 1993 "Comparison and analysis of European legislation on AIDS from the ethical and legal standpoint".

The present project intends:

  • To update the collection of legislation (national and local, secondary legislation included) on HIV/AIDS of EC/UE Member States plus Switzerland, Norway, Council of Europe, World Health Organization, European Community.

  • To compare the above mentioned legislations with particular attention:
  • a) the evaluation of trends of HIV/AIDS policies in Europe;
  • b) the remaining differences and possible points of contrast among those policies (with special regard to discrimination sensitive issues, like prison, immigration, health costs, access to care;
  • c) the legislative response to the new trends of the epidemics and treatments (slow transformations from acute to chronic disease, modification in transmission routes, new therapeutic approaches, etc...)
  • To drawn up a draft of guidelines for a possible common European legislative policy on HIV/AIDS.
  • To publish the results of the survey.

OBJECTIFS ET CONTENU DU PROJET:

Le programme Actions ALFA 1998-2000 a pour objectif d'initier et suivre des programmes pilotes ou de recherche action de réduction des risques, et de défense des droits des personnes et de lutte contre l'isolement et la discrimination (études et des recueils de données spécifiques) pour construire une stratégie commune reposant sur des actions permettant de dépasser les limites de chaque politique nationale en valorisant les meilleurs pratiques existantes en la matière dans chacun des pays (transfert de pratique et de savoir).

Migrants et VIH/Sida: sur la base des résultats du projet Cap'Prévention, élargir la recherche action (accès à l'information, la prévention et aux soins) dans les quatre pays par l'adaptation de l'enquête aux populations cibles prioritaires et par la formation de relais communautaires capables de mener à bien cette enquête aux populations de suivre les dynamiques d'actions générées par le projet.

Usagers de Drogues par voie intraveineuse et VIH/Sida: Démontrer qu'une réponse de proximité associant les responsables locaux et les ONG de lutte contre le Sida et les Usagers favorise le succès des politiques de RDR en direction des UDVI; l'action repose ici sur une évaluation des processus de collaboration avec la nécessité d'identifier des critères permettant la modélisation de ces partenariats mais également un échange d'expérience et un transfert des savoir concrets entre les pays.

Droits et VIH/Sida:

Permettre aux juristes (3 par association) de nos associations ou qui collaborent avec nous de renforcer leur capacité de réponse sur la base d'un échange des pratiques et des savoirs - partant d'une parenté de nos systèmes juridiques.

  • Organiser sur 18 mois, un observatoire des pratiques en ce qui concerne les discriminations liées au VIH/Sida concernant le droit du travail et l'accès aux assurances - rédiger un "livre blanc" présentant cette observation et les réponses possible à apporter.
