See attached documents referenced: - Draft Approved Document H: Requirement H6 solid waste storage: Consultation draft 6. Products Concerned The Building Regulations provide for the health, safety, welfare and convenience of those in and around buildings and the sustainability of buildings for current and future generations. In order to do this they set standards through both technical and procedural requirements for those carrying out building work. Therefore this notification has relevance for services including design and construction services for controlled building works and related construction products. 7. Notification Under Another Act - 8. Main Content The Building Regulations 2010 provide for the health, safety, welfare and convenience of those in and around buildings, setting technical and procedural requirements for those carrying out building work. Statutory guidance on ways of meeting the functional requirements of these regulations are provided in Approved Documents. The proposed changes will lay amendments to the Building Regulations 2010 in early 2015, which will include updating Approved Document H that deals with drainage and waste disposal. 9. Brief Statement of Grounds Part H of the Building Regulations and the accompanying guidance in Approved Document H deals with drainage and waste disposal and was last updated in 2002. The provisions on waste covers external storage only, with a focus on ensuring there is adequate capacity for its storage and for its removal by the waste collection authority, together with adequate means of access. The guidance emphasises the need to consider the waste collection strategy of the local authority to determine what storage is necessary and encourages (but does not require) developers to think about design, for example, to consider shelters/enclosures in public/visible areas. We propose two changes to further improve the guidance contained in Approved Document H. Firstly, we propose to clarify the existing guidance to make even clearer the importance of good design of waste storage. Secondly, to clarify that the waste storage provisions apply where a dwelling is provided through a material change of use. 10. Reference Documents - Basic Texts No Basic Text exists 11.
