Main Content The purpose of the amendment is to reduce the distribution and abuse of new psychoactive substances by adding the following substances to Schedule I of narcotic drugs and psychotropic substances in Annex 1 to Minister for Social Affairs Regulation No 73 of 18 May 2005: 1) W-18; 4-chloro-N-(1-[2-(4-nitrophenyl)ethyl]-piperidin-2-ylidene)benzene-1-sulfonamide 2) 5F-MDMB-PINACA (5F-methyl-AMB, 5-fluoro-MAMB; 5-fluoro ADB); methyl-[2-(1-(5-fluoropentyl)-1H-indazole-3-carboxamido)-3,3-dimethylbutanoate] 9. Brief Statement of Grounds The purpose of the amendment is to reduce the distribution and abuse of new psychoactive substances by adding two new substances to Schedule I of narcotic drugs and psychotropic substances in Annex 1 to Regulation No 73 of the Minister for Social Affairs of 18 May 2005. 10. Grounds for the Emergency The substances have to be urgently classified as narcotic drugs, since widespread use of the substances that can be ordered online may bring about an increase in cases of serious intoxication and fatalities. The aim of including the substance listed above in Schedule I of narcotic drugs and psychotropic substances is to restrict its broader use and availability, since it constitutes a serious risk to public health. Such substances have generally not been tested on humans and their pharmacokinetic and pharmacodynamic properties, toxicological profiles and safe doses and methods of administration are unknown. The exact composition, origin and degree of purity of the products which contain the new psychoactive substances are often also unknown. Users of such substances are, inter alia, at serious risk of taking an overdose, as the ‘safe doses’ are unknown. According to literature, many new psychoactive substances have been associated with deaths and cases of serious intoxication. Given the fact that users are generally unaware of the potential health risks related to the new psychoactive substances and that said substances are widely available via different online channels, it is important to restrict their availability as soon as possible in order to protect public health. 13.
