The regulation establishes requirements for the metrological characteristics and measurement procedures of measuring instruments used to measure excise goods, namely alcohol, tobacco products, fuel and electricity.


9. Brief Statement of Grounds
The preparation of the draft is due to the need to update the requirements for measuring instruments for excise goods, to remove unauthorised mandatory references to standards and to make the regulation on measuring instruments requirements for excise goods independent of the amendments to Regulation No 65 of the Minister for Economic Affairs and Infrastructure of 18 December 2018 entitled “Mandatory uses of metrologically controlled measuring instruments with exceptions, inventory of measuring instruments subject to metrological control, precision requirements, verification periods and specified requirements for metrological control and statistical verification”.

15. Impact assessment
The Regulation has certain economic implications resulting from compliance by economic operators with the requirements for measuring instruments and measurement procedures. Compared to the equivalent regulation currently in force, the changes are mostly legislative and formal. A substantive change is the introduction of a calibration interval for the measuring containers involved in the removal of the verification obligation of the measuring container.
