8. Main Content
The amending Order is to be enacted pursuant to Decree No 2001-387 of 3 May 2001 on the control of measuring instruments. It aims to update the French regulations on systems for measuring the mass of compressed gas for vehicles, by amending the Order of 30 October 2009 on this category of measuring instruments.
It takes into account the technical requirements defined in the 2018 version of Recommendation R 139 of the International Organisation of Legal Metrology [Organisation internationale de métrologie légale -OIML], in particular the provisions on systems for measuring the mass of gas delivering compressed hydrogen.
The revision of this OIML Recommendation R 139 was successfully completed at the end of 2018 and has been made public. Under these conditions, considering the development of hydrogen as a fuel for vehicles, it is appropriate to update the above-mentioned Order of 30 October 2009, in order to be able to certify and use the systems for measuring the mass of hydrogen for vehicles within the framework of legal metrology regulations.


9. Brief Statement of Grounds
This draft Order responds to the need to update the regulations for this regulated category of measuring instruments, in particular by setting the certification requirements, the maximum permissible errors as well as the initial and in-service verification procedures applicable to systems for measuring the mass of compressed hydrogen for vehicles, taking into account the provisions of OIML Recommendation R 139, in its most recent version (2018).
