The draft Royal Decree consists of a preamble, one article, six additional provisions, six transitional provisions, one repealing provision and three final provisions.
The planned regulatory structure includes one set of regulations, which contains the general standards, and several sets of complementary technical instructions, which lay down the specific technical requirements deemed necessary in accordance with current technology for the safety of persons and property.

9. Brief Statement of Grounds
The aim of the draft is to bring safety regulations for refrigeration installations in line with the new refrigerant classes applicable in the EU, creating a new group of refrigerants, 2L, to allow slightly flammable refrigerants with low global warming potentials (R-32 and HFO) to be used in air-conditioning units. The draft also aims to improve the regulations by taking into account the technological advances and experience gained from the practical application of the current regulations.
