07. Description of the measure Under the heading 'A second chance to run a business', the Directorate-General of SME Policy and the INCYDE Foundation (which comes under the Higher Council of Chambers of Commerce) has promoted a set of training activities in connection with the fifth 'In business together' programme, under which Entrepreneurs' Day is organised throughout Spain. The purpose of this activity is direct application of the second principle of the Small Business Act: to make society and entrepreneurs themselves aware that 'honest entrepreneurs who have gone bankrupt should have a second chance'. Under this slogan a set of activities has been devised on topics such as starting a new business, motivation and converting an error into an advantage, which have been incorporated into each Spanish region's Entrepreneurs' Day in whatever format the regional organisers have selected: workshops, seminars, talks by experts, meetings between entrepreneurs and businessmen, and other novel formats such as 'entrepreneur theatre' or 'entrepreneur cinema'. This set of training activities has been co-financed by the European Social Fund through its 'Adaptability and Employment' programme.
08. Objectives To remove the stigma of failure: many entrepreneurs fail to carry through their business idea owing to fear of failure. To train entrepreneurs in skills which will enable them to avoid bankruptcy or accept it and draw useful lessons from it as part of their apprenticeship.

10. Target group The potential audience for the activity comprises the 68 828 people who attended the Entrepreneurs' Days all over Spain: people who have a business idea, entrepreneurs and established businessmen who are not immune from the risks involved in running one's own business.
11. Have you consulted business organisations before submitting this measure? Yes
11.1 Comments/testimonial by business organisation/entrepreneur The training activity entitled 'A second chance to run a business' has attracted total investment of EUR 550 000 linked to the 70 training activities carried out under the umbrella of the second principle of the Small Business Act. It ultimately involved 6 000 entrepreneurs or potencial entrepreneurs, which represents 10% of those who attended the Entrepreneur's Day. Some innovative formats - such as 'entrepreneur theatre' and 'entrepreneur cinema' - captured the public's attention by their dynamism. Others - such as the 'councils' held by leading businessmen and entrepreneurs - did so on account of the 'star' quality of their protagonists.
12. Why is this measure a success? Please give information on results and achievements. The success of this measure is due to the close cooperation amongst all those involved in the Entrepreneurs' Day at national, regional and local level. Furthermore, the INCYDE Foundation (which comes under the Higher Council of Chambers of Commerce) has adopted the slogan that second-chance entrepreneurship is necessary and has shown great dedication and devoted considerable resources in pursuit of that aim. Ultimately, entrepreneurs responded to the initiative and nowadays we can say that they are rather better able to cope with failure.

Problems that had to be overcome and lessons learned The diversity of Spain's regions means that the need for training activities which embody the principles of the Small Business Act is variable and that the regions are temporarily facing different problems. An activity better able to incorporate other principles in accordance with local needs may have a greater impact and be more suitable for entrepreneurs.
