07. Description of the measure
This is not an individual measure but a special form of procurement, as provided for by the legislator for the area of procurement. For many years now, several sets of specifications, divided into lots, have been included in tenders for office consumables in the event of a public Europe-wide tender (where the threshold value is exceeded). Contracts are awarded for the individual lots. Breaking the tenders down into lots means that SMEs can take part and have the opportunity to win contracts.
08. Objectives
Promotion of SMEs. Without the breakdown into lots, SMEs in particular would often not be in a position to submit a competitive bid and be awarded the contract. A breakdown into lots gives SMEs a real opportunity of winning contracts and broadens the range of potential contractors.
