    Justification for Article 7.4:

    The physiotherapist is a regulated profession with public health implications which does not benefit from automatic recognition. Due to the high-level complexity of the tasks of the physiotherapist, which are performed autonomously in all clinical settings, it is indispensable to prove comprehensive knowledge, skills and competences to ensure the safety of the patient and sufficient high-quality treatment. The prior check of the professional qualification of the service provider is indispensable to avoid serious damage to the health of the service recipient due to a lack of professional qualification of the service provider.

    Eigenverantwortliche Anwendung aller physiotherapeutischen Maßnahmen nach ärztlicher Anordnung im intra- und extramuralen Bereich, unter besonderer Berücksichtigung funktioneller Zusammenhänge auf den Gebieten der Gesundheitserziehung, Prophylaxe, Therapie und Rehabilitation, insbesondere mechanotherapeutische Maßnahmen, wie alle Arten von Bewegungstherapie, Perzeption, manuelle Therapie der Gelenke, Atemtherapie, alle Arten von Heilmassagen, Reflexzonentherapien, Lymphdrainagen, Ultraschalltherapie, weiters alle elektro-, thermo-, photo-, hydro- und balneotherapeutischen Maßnahmen sowie berufsspezifische Befundungsverfahren und die Mitwirkung bei elektrodiagnostischen Untersuchungen, weiters ohne ärztliche Anordnung die Beratung und Erziehung Gesunder in den genannten Gebieten.


    Autonomous performance of all physiotherapeutic measures on a doctor’s orders in intramural and extramural care with special consideration of functional relations in the fields of health education, prophylaxis, therapy and rehabilitation, in particular mechanotherapy measures, e.g. all types of kinesitherapy, perception, manual therapy of joints, respiratory therapy, all types of curative massage, reflex therapy, lymphatic drainage, ultrasound therapy, all measures of electrotherapy, thermotherapy, phototherapy, hydrotherapy and balneotherapy as well as profession-specific diagnostic methods and co-operation in electrodiagnostic examinations; furthermore, advice and education of healthy persons in the fields mentioned above without a doctor’s orders.
