    Justification for Article 7.4:
    Earth moving machines and cranes are considered to be high risk work equipment, and is therefore subject to special training regulations. This type of equipment is often represented in severe and fatal accidents. The courses include a module for general understanding of health and safety at work, and theoretical and practical understanding of the work equipments risks at use. A prior check of qualifications is necessary to ensure the health and safety not only of the operator, but also of others at the construction and/or building site.
